Justification for proposal: Because of the nature of the program (low incidence means that it does not happen very often), the MEd in Special Ed Low Incidence Severe/Profound with Certification has historically had very low enrollment (averaging about 2-4 enrollments per year). It is expected that this trend will continue given that the new ADE certification has combined part of the low incidence area into the new certification in mild/moderate disabilities, making the demand for
6 certification in low incidence severe disabilities even less. Also, this program presently holds an Institutional Recommendation (IR) and needs to go for accreditation in 2017 but there is not enough enrollment to offer the courses and there are not enough faculty to distribute the tasks that involve keeping the IR and applying for accreditation. 9.
