PRESENTATION Overview of Major Crimes in Pinal County Lando Voyles, Pinal County Attorney, gave an overview of major crimes in Pinal County and answered questions posed CONSIDERATION OF BILLS SB 1167 photo radar; prohibition DO PASS Amber Witter, Public Safety, Committee Analyst, explained SB Senator Ward, bill sponsor, further explained SB Scott Butler, City of Mesa, testified in opposition to SB 1167 and answered questions posed by the Joseph Bonacci, Traffic Coordinator, Mesa Police Department, testified in opposition to SB 1167 and answered questions posed Mr. Butler further answered questions posed Daryl Nyby, City of Chandler Police Department, Photo Enforcement, answered questions posed Mr. Bonacci further answered questions posed Stan Barnes, American Traffic Solutions, testified in opposition to SB 1167 and answered questions posed Matt Giordano, Lieutenant, Phoenix Police Department, Program Manager, Photo Enforcement Program, representing himself, testified in opposition to SB 1167 and answered questions posed Shawn Dow, representing himself, testified in support of SB 1167 and answered questions posed Ross Trumble, representing himself, stated that he sent an to the Committee members with information on photo radar (Attachment A). SB 1293 GIITEM subaccount; predictive policing technology DO PASS AMENDED Amber Witter, Public Safety, Committee Analyst, explained SB 1293 and the 7-line Smith amendment dated 2/3/15 at 10:17 a.m. (Attachment B). Senator Smith, bill sponsor, further explained SB Mike Williams, Arizona Police Association, further explained SB Mr. Williams testified in support of SB 1293 and answered questions posed Larry Samuels, CEO, Predpol, distributed a packet entitled Predpol, The Predictive Policing Company (Attachment C) and gave an overview on Predpol. Mr. Samuels answered questions posed Mr. Williams further answered questions posed John Meza, Assistant Police Chief, Mesa Police Department, answered questions posed by the Senator Kavanagh moved SB 1293 be returned with a DO PASS recommendation. Senator Kavanagh moved the 7-line Smith amendment dated 2/3/15 at 10:17 am. (Attachment B) be ADOPTED. The motion CARRIED by voice vote. Senator Kavanagh moved SB 1293 be returned with an AS AMENDED, DO PASS recommendation. The motion CARRIED with a roll call vote of (Attachment 2). 3 February 4, 2015
