1 SESSION SUMMARIES Below are summaries of the sessions that the NDPC partners will be presenting at the 2014 NSAA Training Symposium. Within a week of the CDP receiving your application you will be sent a web form to select the sessions you wish to attend. You will select three (3) sessions from each block to attend. If possible, we encourage attendees from the same organization to attend different sessions. This will help maximize the number of sessions attended by your organization. If you have any questions, please SAA-Symposium@cdp .dhs.gov. BLOCK A SESSIONS Center for Domestic Preparedness (CDP) Breaking News: An explosion has occurred on the Liberty County Transit Authority Subway System. Initial reports indicate there are numerous casualties with varying degree of injury. On-scene responders are asking that everyone please stay clear of the area as they are continuing emergency rescue operations and are still assessing the situation. Witnesses recall hearing a loud explosion and smoke billowing out of the subway station as mass panic took over. This story is still unfolding and we will continue to bring you updates as the situation develops. Stay tuned The CDP will use a combination of role players, computerized Human Patient Simulators, and manikins in an enhanced training venue to immerse you in a mass casualty scenario. CDP Instructors will lead teams from patient to patient, conducting triage using ipads and patient tracking software in assigned incident areas. The goal of each team is to triage and enter the casualties into the patient tracking system, so that they can be transported to Noble Hospital for treatment in order of priority. Following the hands-on exercise, CDP representatives will provide an overview of CDP training programs and how this training can benefit your community.
2 National Disaster Preparedness Training Center (NDPTC) You are activated to an emergency operations center and are responsible for the safety and security of the people and offices on your government campus. Hurricane Sandra is transitioning to a mid-latitude cyclone and threatens your facilities with cascading hazards that include widespread damaging winds, storm surge, flooding and severe thunderstorms. Your resources are already stretched thin and your ability to secure and transport food supplies to your critical facilities is hampered by the storm. You must conduct an initial damage assessment as soon as it is safe to do so in order to better coordinate response efforts but remember that time is of the essence! With each passing minute, lives are increasingly at risk. It is up to you to ensure the safety of your constituents How do we better understand complex, cascading extreme weather events? How do we prepare for a hurricane? A tornado? What can we do to better train security professionals to face complex natural hazards when traditional responders are overwhelmed? When hazards are underway, how do we leverage social media to help us interpret the fast-paced events as they unfold around us? How do we conduct an efficient and accurate damage assessment and establish food security in the aftermath of a storm? Come meet the staff of the National Disaster Preparedness Training Center and see how our new training courses can help you address these and many other pressing challenges associated with natural disasters. Rural Domestic Preparedness Consortium (RDPC) and Naval Postgraduate School (NPS) RURAL DOMESTIC PREPAREDNESS CONSORTIUM Event Security Planning: "When Your Community Event is the Target" From PGA golf tournaments, to NASCAR events, to multi-venue music festivals that draw several hundred thousand fans, your community event is an economic asset, but also creates an attractive target for protesters, terrorists and those who simply want to make a statement. Session attendees will be thrust into an exercise in planning for and executing actions during the disruption of a community event attended by people from around the world. The exercise scenario portrays the activities, responsibilities,
3 and challenges that typically confront public safety officials when constructing and executing a security plan. This session is applicable to law enforcement, emergency management, EMS, fire service, HazMat, public health and government administrators. NAVAL POSTGRADUATE SCHOOL The Naval Postgraduate School's Center for Homeland Defense and Security (CHDS) is the nation's leading homeland security educator developing and offering an array of educational resources to the entire homeland security enterprise. CHDS began offering a Master of Arts degree on the campus of the Naval Postgraduate School in Monterey, California in January Since that time, 698 of the nation's homeland security leaders have earned master's degrees there. CHDS also provides education directly to Governors, Mayors, and other state and local leaders through more than 280 Executive Education Seminars for top-level municipal and state executives, reaching more than 10,500 officials in their own jurisdictions. Security and Emergency Response Training Center (SERTC) at TTCI SERTC will present a comprehensive overview of all of their current and future programs. They will spotlight the new Crude By Rail program, its associated programs and demonstrate how the program will provide responders with the knowledge necessary to start the process of protecting their communities from possible incidents The overview will show how the training provides first responders with the knowledge to recognize and respond to Hazardous Materials incidents that occur in surface transportation. Each of the courses offered at SERTC has valuable and relevant information to all first responders whether they are Firefighters, HazMat Technicians, Law Enforcement Officers, EMS, or Industrial-Based Brigade members.
4 BLOCK B SESSIONS Texas A&M Engineering Extension Service, National Emergency Response and Rescue Training Center (TEEX-NERRTC) at Texas A&M University The Emergency Management Exercise System (EM*ES) has been used in the Texas A&M Engineering Extension Service (TEEX) incident management training for nearly a decade. In 2013, major enhancements were made that now allow this flexible simulation software to be distributed over the internet. The result has been a major change in how TEEX s Emergency Operations Center (EOC) and Incident Command Post (ICP) training is done. Now, TEEX s EOC and ICP training can be joined together in the same exercise even if they are on opposite sides of the country. In this demonstration, we will observe an ongoing Enhanced All-Hazards Incident Management/Unified Command (MGT-314) course taking place in College Station, Texas and discuss the potential that TEEX s EM*ES software brings to local jurisdictions preparing for disasters. Wide Area Search - The Wide Area Search (PER-213) course is designed to train jurisdictions in the discipline of large incident search operations where they may be expected to mobilize, organize and deploy search resources in a disaster. The course addresses the management of a large scale search incident from its initial phase to completion. It defines, from the point of view of the search team, how the search operations activity is integrated into the overall response effort. The Wide Area Search course provides participants with processes and techniques on how to effectively conduct ground search operations, discusses the management of victims and provides techniques to efficiently relocate them from the disaster area. The three day course delivery consists of lecture and discussion and concludes with an in-depth exercise that mirrors real life disaster.
5 During the session, participants will be provided with a brief discussion of search methods and techniques and will have the opportunity to conduct a critical line search activity. Counter Terrorism Operations Support (CTOS) Join CTOS as part of our team as we conduct Radiological Counter Terrorism Prevention Operations at the Ft. McClellan County Courthouse. Experience how first responders learn to intercede and help prevent a potential Radiological Weapon of Mass Destruction (WMD) event by hands on use of various radiation detection instruments with actual radioactive sources. Become familiar with survey meters, electronic dosimetry, Personal Radiation Detectors (PRD), Radiation Isotope Identification Devices (RIID), and Portable Radiation Detection systems first responders are using in your jurisdictions. See how these devices are used in unison in the Radiological/Nuclear Prevention and Response Missions. The team has received intelligence reports that the county courthouse is under imminent threat of terrorist attack with an explosive Radiological Dispersal Device (RDD) during courtroom proceedings. The device is believed to be already in place and assumed to be under surveillance. This mission is to be conducted with a low profile as to not cause the terrorists to pre-maturely detonate the device creating casualties and widespread panic. The mission is to detect, verify, and confirm the presence of radioactive material used in the RDD utilizing sensitive radiation detection equipment. If possible, assess the radiological hazard using radionuclide identification devices. When necessary, team members will transition from a Prevent Operational Mode to a Response Operational Mode and assume the role as the first responders on scene. Observe and perform techniques used by first responders. Utilizing personal protective equipment, radiation survey meters, and electronic dosimetry, conduct initial response operations to determine the presence and strength of radioactive material and contamination, mark areas of elevated radiation levels as stated in the Agency Standard Operating Procedures (SOP), and conduct triage operations for victims.
6 New Mexico Tech (NMT)-Energetic Material Research and Testing Center (EMRTC) New Mexico Tech will be presenting a comprehensive overview of their new Homemade Explosives course. The overview will demonstrate how the training provides first responders with the knowledge to recognize and report the presence and or production of Homemade Explosives (HMEs) as well as the precursors and facilities where HMEs are fabricated. The Homemade Explosives course has valuable and relevant information to all first responders whether they are front line police, fire and EMS, or first responders that work out of fixed facilities such as hospitals and schools. To support the presentation, New Mexico Tech will have inert HME laboratory displays showing the production of peroxide, nitrates and chlorate/perchlorate explosives. National Center for Biomedical Research and Training (NCBRT) at Louisiana State University (LSU) NCBRT will demonstrate its new virtual reality training now being offered to complement its Law Enforcement Active Shooter Emergency Response course. The technology is designed to allow participants who have completed a previous active shooter course to test and refresh their tactical skills. The simulation utilizes VIRTSIM technology to create a virtual reality that is fully responsive to participants movements. Participants are sized and outfitted with the technology, which allows them to be totally engaged while maintaining the ability to move around freely in a tactical environment. The new technology gives trainees the opportunity to encounter several scenarios in multiple environments, such as an apartment complex, a park, and a school within a one-day training, all without changing venues. They are able to practice proper tactics clearing and entering rooms, practicing formations, and ultimately eliminating the threat as a
7 team, with fellow members immersed and engaged in the simulation just as in a real scenario. The ability of the technology to create life-like scenarios and engage the participant is unmatched and is a must see.
