This is a Request for Information (RFI) - this is not a request for competitive pricing or a process for the County to purchase; this request is only for information gathering purposes. No award will be made based on the results of this process. Any procurement by the County will be the subject of a separate process and subject to budget approval and a signed contract executed by our Purchasing Director or the Board of County Commissioners. Providers are requested to submit the following questionnaire. It is required that responses be submitted by date and time listed above. One (1) original copy of all hardcopy materials is required as well as two (2) CD/DVD-ROM of all RFI information. CD s with product demonstrations, digital marketing brochures, and technical documentation are encouraged, but not required to be submitted. Enterprise Technology Services (ETS) is a Division of Broward County Commission and provides a wide variety of technology services to Broward County agencies. Our goal is to enhance the quality of cellular services to Broward County agencies through innovative and integrated cellular communication services and solutions. ETS desires to obtain information from a capable and reliable Top-Tier Cellular Carrier to provide reliable, responsive and cost-effective services to approximately 6,000 Broward County employees throughout the tri-county area. Coverage must include the entire geographical region of Broward, Miami-Dade and Palm Beach Counties. We are especially interested in service capabilities for mobile devices and methods used to provide a seamless transition to our employees. Cellular providers are requested to submit responses to the incorporated questionnaire and conduct an in-person ninety (90) minute product presentation in accordance with Exhibit A, Presentation Script. (Beginning on Page five of six)

4 Page 2 of 6 **Responses to this Request for Information questionnaire must be submitted by the date and time listed above in order to participate in preceding presentations to the County. Presentations will be scheduled thereafter with ample notice to each interested provider within the time-frame presented below. Presentation The presentation will be scheduled no more than two (2) months after the closing date of this RFI. An on-site representation by the responding firm is scheduled for ninety (90) minutes which includes fifteen (15) minutes for clarification questions and answers. The presentation script is attached as Exhibit A. County s expectation for representation of your firm is a Director and a knowledgeable support level analyst. All Presentations will be held in the Sunshine and will be digitally recorded. Services Required All responding firms must be able to demonstrate that they are able to meet the following requirements: Your firm is a Top-Tier National Cellular Wireless Carrier. Your Firm provides nationwide and international voice and data services to include but not limited to Smart Phone/PDA Devices, hardware and high speed broadband access. Your firm is a National Cellular Wireless Carrier* *Top-Tier National Cellular Wireless Carrier is defined as; an organization which directly owns and operates its cellular sites and switches in all the top 100 U.S. metropolitan areas. 5 A successful solution shall include at the minimum: Page 3 of 6 Nationwide and international voice and data services International Roaming Network Redundancy and Disaster Recovery Hardware-Smart Phones, PDAs, Cellphones Accessories and Services which include new emerging voice and wireless fraud prevention A primary digital wireless voice communication mode Contractor s systems and equipment must meet or exceed all applicable industry standards Federal Communications Commission (FCC) wireless enhanced 911 (E911) service Coverage over the entire geographical region of Broward, Miami-Dade and Palm Beach Counties QUESTIONNAIRE Prospective vendors are requested to provide information regarding their ability to supply the products and services described to be helpful and useful for a future requisition. Solution providers are asked to answer the following questions as completely and succinctly as possible, in the following order, in an attachment with responses, referencing the complete question and question number. Demonstrate your fraud prevention system including number theft via cloning. 9. Demonstrate that your internal fraud prevention systems are transparent to Contractor Customers, such as; fraud detection software that flags unusual calling activity. 10. Demonstrate your use of authentication of fraud technology to help prevent fraudulent use of Contractor network.

Demonstrate that your equipment and services have the capability to dial *FHP (Florida Highway Patrol). 17. Demonstrate your handsets with Global Positioning System (GPS) capabilities. 18.
