In the past decade the CSD has evolved into Germany s largest university-based center that is devoted to the study of democracy. The Center enjoys both national and international recognition. During the summer term, several internationally renowned guest speakers have visited the center. Among others: Prof. Benjamin Radcliff (University of Notre Dame, US), Prof. Alex Placek (Texas A&M, US), Dr. Bojana Kocijan (Central European University, Hungary), Prof. Huan Quingzhi (Beijing University, China), Prof. Robert Rohrschneider (University of Kansas, US) and Prof. Luca Verzicelli (University of Siena, Italy). Austrian Academy of Sciences reappoints Prof. Dr. Thomas Saretzki as member of international SAB The Austrian Academy of Sciences (AAS) has reappointed Prof. Dr. Thomas Saretzki as member of the international scientific advisory board (SAB) of its Institute of Technology Assessment (ITA) for a second term ( ). The main task of the SAB is to advise the ITA strategically and on the development of its current medium-term research program as well as in connection with its activities in the field of advising policymakers and society.
2 2 Prof. Dr. Christian Welzel receives Alexander L. George Price of the ISPP Prof. Dr. Christian Welzel has received the 2014 Alexander L. George Price of the International Society of Political Psychology (ISPP) for his book "Freedom Rising: Human Empowerment and the Quest for Emancipation". (New York: Cambridge University Press 2013.) The price is awarded for the best book published in the field of political psychology and the winner is determined by an interdisciplinary committee. PD Dr. phil. Werner Reutter at the CSD For the summer term 2014, PD Dr. phil. Werner Reutter is visiting professor and assumes the responsibilities of the currently vacant professorship for the Political System of the Federal Republic of Germany. He is assistant professor at Humboldt University Berlin as well as researcher in a project analyzing patterns and variables that determine subnational constitutional politics. The project is directed by Prof. Dr. Astrid Lorenz (Leipzig University) and is financed by the German Science Foundation (DFG). CSD hosts panel discussion on Ukraine Crisis On April 30, 2014 Prof. Dr. Ferdinand Müller-Rommel and PD Dr. Joachim Tauber (Nordost Institut) have hosted a panel discussion on the crises in Ukraine with a focus on the politics of Russia, the EU and NATO. Numerous guests have followed the lively discussion between the internationally renowned experts Prof. Dr. em. Otto Luchterhandt (University of Hamburg), Prof. Dr. Rudolf Mark (Helmut- Schmidt-University, Hamburg) and Prof. Dr. Dr. h.c. Victor Dönninghaus (Nordost-Institut Lüneburg). Transfer: political science meets day-today politics The student initiative Policy Lab has invited Prof. Dr. Ferdinand Müller Rommel to moderate a panel discussion with candidates for the Council Executive on May 6, The debate with Monika Scherf (without party affiliation), Manfred Nahrstedt (SPD) and Jörg Venderbosch (Die Linke) revolved around the extension of broadband networks in the region as well as questions related to innovative projects in the district. Dr. Christian Meyer-Heidemann at the CSD For the summer term 2014 Dr. Christian Meyer- Heidemann is visiting professor assuming the responsibilities of the currently vacant professorship for the Didactics of Politics. He is research assistant at the University of Kiel where he recently finished his PhD. He also works on a research project about Contemporary political thought in Germany under the direction of Prof. Dr. Tine Stein (Kiel University). The project is financed by the German Science Foundation (DFG) and aims at creating relevant contributions to political thought in Germany since Public Lecture Series on Global Politics On May Prof. Dr. Antje Wiener from the University of Hamburg held a lecture on Global Governance and Democracy entitled A Theory of Contestation: Filling the Legitimacy Gap in Global Governance. Prof. Dr. Antje Wiener is the fourth guest speaker in the public lecture series Global Politics which is organized by Prof. Dr. Vera van Hüllen and Prof. Dr. Dawid Friedrich.
3 3 Björn Buß elected representative of NapoKo Björn Buß (CSD) and Stefan Geiss (University of Mainz) have been elected representatives of the German PhD Network NapoKo (Nachwuchsnetzwerk politische Kommunikation). Furthermore the annual NapoKo colloquium, organized by Jessica Kunert and Björn Buß, took place in Lüneburg. From June 12 to June 14, 2014 the participants presented their papers and discussed them with Prof. Dr. Patrick Donges (University of Greifswald), Prof. Dr. Matthias Künzler (University of Zurich/Free Univeristy of Berlin) as well as Prof. Dr. Christian Welzel (CSD). Doctoral Workshop of the DVPW section on comparative politics From June 19 to June 20, 2014 the second doctoral workshop of DVPW section on comperative politics took place at the CSD. The workshop was organized by Ina Kubbe (CSD) and Alex Dabitsch (University of Hagen) and provided an opportunity to PhD students to discuss their research projects with Prof. Dr. Florian Grotz (Helmut-Schmidt- University, Hamburg), Prof. Dr. Michael Stoiber (University of Hagen) and Prof. Dr. Christian Welzel (CSD). Doctoral workshop of the Northern German Network for Democracy Research On June 20, 2014 the seventh doctoral workshop of the Northern German Network for Democracy Research (NND) took place in Lüneburg. The event was organized by Prof. Dr. Thomas Saretzki and serves both the purpose of discussing challenges to democracy research and offering doctoral training. The open panel discussion on perspectives in the field of democracy research started with presentations by Prof. Dr. Vera van Hüllen (CSD; Internationale Demokratieförderung (k)ein Fall für Internationale Beziehungen? ), Prof. Dr. Philipp Harfst (University of Greifswald; Psychologische und mechanische Effekte von Wahlsystemen: Eine dynamische Perspektive ) and Prof. Dr. Rainer Schmalz-Bruns (University of Hannover; Populismus oder was irritiert die Demokratietheorie an der Demokratie? ). In the afternoon, Anna Hollendung (University of Bremen), Mark Zdarsky (University of Hannover) and Veit Ebermann (CSD) presented their dissertation projects which are devoted to the study of democracy. Prof. Dr. Welzels gives keynote lecture at University of Edinburgh On January 28, 2014 Prof. Dr. Christian Welzel was invited by the Q-Step Center to give a keynote speech on Human Empowerment: A Framework to Analyze Social and Political Change. The University of Edinburgh Q-Step Centre is designed to promote a step-change in quantitative social science training. DFG-Post-Doc Fellowship for Ina Kubbe Ina Kubbe (CSD) has received a Post-Doc Fellowship from the German Science Foundation (DFG) for revising her dissertation on "Political Corruption in Europe" for publication. She was a research fellow at the Center for the Study of Democracy (University of California, Irvine) from January to April 2014.
4 4 New Research Project Salafism in the Sahel: State Strategies and Their Consequences The literature on radical Islam stresses the significant role of the Salafi creed for the radicalization of Muslims worldwide. The project is intersted in the causes and the consequences of the rise of Salafi activity in the Sahel zone. It distinguishes between three main Salafi factions: purist, political and jihadi Salafism. Political and jihadi salafists are known to polarize young democracies and weak states. The project examines which faction has come to dominate in four countries including Niger, Mali, Mauritania and Chad. In a second stept the project accounts for the formation of different Salafi groups across countries. It is particularly interested in the effect of state strategies (exclusion, monitoring and inclusion) of Salafi associations. The study is particularly interested in the period between the early 1990s and today. The widespread political liberalization of sub-saharan Africa in the early 1990s meant a loss of state control over the social and political sphere and thus a drastic increase in the number of Salafi associations and their followers. The surge in Salafi associational life can be ascribed to the liberalization of the African political sphere in the early 1990s (Kane 2008). In a first step the project examines which faction (purist/ politico/jihadi) has emerged as the dominant strain of Salafism in each of the four countries. The project also analyzes whether a surge in Salafi activism inevitably leads to the emergence of jihadi groups. This part of the project is exploratoryanalytical. In a second step the project critically examines the effect of different state strategies on the emergence of a dominant national strain of Salafism. This part is explanatory and contains potential implications for policymaking. Research results from Western Europe show that empowerment of the purist strain can lead to mutual cooperation between the state and the Salafi movement in the fight against religious extremism (Lambert 2008). If African state strategies do in fact affect the formation of a dominant strain of Salafism, these strategies provide important insights into how religious extremism in Africa can be contained. Prof. Dr. Sebastian Elischer has already conducted extensive research on Salafism in Niger (Elischer 2013; Elischer 2014). In contrast to its neighbouring countries the Republic of Niger has not experienced large-scale Salafi violence. Drawing on historical institutionalist scholarship the article examines the effect of an organizational entity of the autocratic period the Association Islamique du Niger (AIN) on social peace in Niger. It argues that the AIN has played a key role in containing jihadi Salafism throughout the country s history. During Niger s autocratic period (1974 to 1991) the AIN regulated the daily practises of Islam. Composed of Sufi clerics and committed to a localized version of Islam, the AIN effectively sealed off the country from external religious influences. After the breakdown of autocratic rule in 1991 the Nigerien politicaladministrative elite adjusted the AIN s mandate to the new political environment. The AIN continued to act as a religious watchdog but operated with deprived force. Confronted with the prospect of future Islamic violence the Nigerien state resurrected an effective system of religious supervision. The AIN served as the cognitive template for that system. The proposal extends his research to three additional countries (Mali, Mauritania and Chad). The following research questions guide the conduct of the study: 1. Which Salafi strain dominates in each of the countries under scrutiny? 2. Do purist and political Salafists transform into jihadi Salafists? If so, which events account for this transformation? 3.
