3 Section 1: Introduction This Schedule provides information on how to apply for an electrical inspection and determine the associated fees. The Electrical Safety Authority (ESA) is the only company with the authority under provincial legislation to perform electrical inspection services in Ontario. To protect the public, electrical inspections are required by provincial legislation (Ontario Electrical Safety Code - OESC) for any electrical installation performed by an electrical contractor or other person in Ontario. Provincial Electrical Contractor Licensing Part VIII of the Electricity Act requires that you hold an electrical contractor licence issued by the Electrical Contractor Registration Agency of the Electrical Safety Authority (ECRA/ESA) in order to operate an electrical contracting business in the Province of Ontario. In order to submit an Application for Inspection as required by the OESC, you will be required to hold the appropriate ECRA/ESA Licence unless you fall within an exemption as listed in Section 2 of the regulation. 4 Section 2: General Application Guidelines 2.1 Payment Guidelines ESA fees are due and payable when an Application for Inspection is submitted. If a charge account has been set up, payment is due 30 days from the statement date. 2.2 Minimum Fee The minimum fee for an Application for Inspection of any wiring installation is $75. Fees marked with an * are subject to the minimum fee if the total fee for the Application for Inspection is less than $ Miscellaneous Fees The fee for any mandated ESA service that is not outlined in this schedule is $139 per hour or fraction thereof. For any additional site visits, the fee is $139 per hour or fraction thereof. In addition to any applicable fees, a cost recovery fee of $139 per hour or fraction thereof may be charged for: Adding additional work items/shortages $139 Consultation fee (site visit) - beyond normal assistance $139 Preparing an application on behalf of applicant - beyond normal assistance $139 Re-instating a deferred customer account $139 Emergency calls requiring same day inspection during regular business hours $139 Fire Investigation, Accident and Product Incident reports A separate visit to inspect corrected defects $69 A separate visit to re-inspect uncorrected defects $139 If a customer requests an inspection but is not ready when the inspector arrives $139 Reconnecting service after fire, flood, lightning strike, explosion (2 hour minimum) $278 Processing defects after the specified correction time has expired $137 Difficult access due to security processes at location $139 Issuing D4 and D5 disconnection letters $139 Other services as determined by the inspector 2.4 Miscellaneous Letters The fee is $74 for letters such as Fire Alarm, Occupancy and Fuel Safety Compliance. 2.5 Working Without an Application for Inspection If an application is not filed within 48 hours from commencing work then applicable inspection fees and applicable cost recovery fees will be charged. 2.6 Rounding up of Amounts If a fee varies according to the number of hours spent performing a service, the actual time shall be rounded up to the nearest hour in calculating the fee. If a fee varies according to the number of multiples of a stated number of items or units, the actual number shall be rounded up to the next multiple in calculating the fee. 2.7 Late Payment Payments received after due dates are subject to a late payment charge of 1.5 % per month calculated and applied monthly. 2.8 Refunds Fees paid shall be refunded under the following situations: More than one Application for Inspection accompanied by payment is submitted for the same inspection; or Where the payment made exceeds the applicable fee (only the amount by which the payment made exceeds the applicable fee is refundable) Electrical Safety Authority Page 4 of 26

5 A refund-processing fee of $26 will be charged and withheld from any refund payable. 2.9 Taxes Harmonized Sales Tax (HST) will be applied in accordance with Canada Revenue Agency (CRA) rules and regulations. HST is applicable to the Federal Government, Governments of HST participating provinces, and Municipalities. The following HST rules apply to Registered Indians, Indian bands, or unincorporated band-empowered entities: Services provided entirely on a reserve are not subject to HST Services provided off the reserve are subject to the 5% federal portion only Proof of Registration under the Indian Act or Certificate of Indian Status Card must be provided before application of HST exemptions 2.10 Authorized Contractor Program Certain fees in this schedule will be reduced for contractors who are registered to participate in the Authorized Contractor Program. For details about the Authorized Contractor Program (ACP) and participation requirements, call or visit our website at Inspection Working Hours Electrical inspections are performed during normal working hours Monday to Friday (excluding statutory holidays). When an inspection visit requires an extension of the normal hours, the following fee applies in addition to the fee payable for the service: $199 per hour or fraction thereof For a scheduled inspection involving a visit outside normal working hours the following fee applies in addition to the fee payable for the inspection service: $199 per hour or fraction thereof (minimum of 2 hours) up to a maximum of $597 (for the first 4 hours) plus $149 per hour or fraction thereof after that Scheduled overtime inspections require a minimum of 2 business days notice For an inspection involving a visit during normal working hours but on a day when the inspector is not in the area (emergency or same-day inspection), the following fee applies in addition to the fee payable for the service: $139 per hour or fraction thereof For an unscheduled inspection involving a visit outside normal working hours the following fee applies in addition to the fee payable for the inspection service: $597 for the first 4 hours plus $149 per hour or fraction thereof The after-hours telephone consultation fee (for non- ACP contractors only) is $78 per call where a service connection authorization is required. Note: ESA requires the customer to cancel a scheduled overtime call by 12:00pm (noon) the previous business day or a fee of $139 will be charged Mondays to Fridays, and a fee of $278 will be charged for Saturdays, Sundays and Statutory Holidays Non-Sufficient Funds A fee of $43 will apply for processing a NSF cheque Application Expiry and Renewal Residential (1) A Residential Application for Inspection expires after 12 months. It will be renewed after one year provided a minimum of one inspection request has been made (i.e. rough-in, service, trench, etc.). If expired without an inspection, the inspection fees will be credited back less a refund processing fee. When resubmitted, full inspection fees will apply to the new application. 6 (2) If the work on a Residential Application for Inspection is not completed within one year after submission (and at least one inspection has occurred at the site), a renewal fee of $114 will be applied for non-contractors. The fee for ACP contractors will be $26 and the fee for contractors will be $78. Automatic annual renewals will continue to be applied until the application is completed Industrial / Commercial / Institutional and Agricultural If the work on an Industrial/Commercial/Institutional or Agricultural Application for Inspection is not completed within one year after submission, an annual renewal fee of $114 will be charged. The renewal fee will only apply for applications where the total inspection fees are less than or equal to $1,000. Automatic annual renewals will continue to be applied until the application is completed Pricing Complex Jobs For jobs where the method of calculating fees by this schedule is complex, an alternative method of fee calculation may be used with the agreement of the ESA and the customer Travel Costs The following basic principles shall be used in determining travel costs: Existing fees include travel provision for inspector s normal route, normal schedule and for normal accessibility For travel beyond the normal route, outside of the normal schedule or involving non-normal accessibility, an additional charge is required to recover full travel costs. Each region has defined routes or areas for which travel charges may be applied. These are applied consistently to Applications for Inspection in that area. Full travel cost includes: - Out-of-pocket expenses for transportation equipment or services - (e.g. rental fees, tickets); - A 10% cost recovery fee for out-of pocket transportation if the customer requests ESA to make travel arrangements; and - $139 per hour or fraction thereof spent by the inspector 2.16 Record Searches and Freedom of Information Requests The fee for these services is $62 including HST Contractor Rates In order to qualify for contractor rates for the purpose of the fee schedule: An electrical contractor or electrical contracting business must have an account with ESA and hold a valid ECRA/ESA Contractor Licence as required by Part VIII of the Electricity Act Where a contractor or business is exempt from Part VIII of the Electricity Act, the individual performing the work must hold a valid Certificate of Qualification (C of Q) as defined by the Trades Qualification and Apprenticeship Act (TQAA) or the Apprenticeship and Certification Act (ACA), the individual or business must have public liability and property damage insurance coverage of at least $2,000,000 and must have an account with ESA Application for Inspection with contractor rates can only be submitted for those electrical installations that the contractor or business is qualified to undertake as determined by their trade qualifications Non-Contractor Rates If those undertaking electrical work do not meet either of the conditions stated in Section 2.17 above, then Non-Contractor rates will apply. Non-contractor rates may differ from the contractor rates and are designated throughout the Fee Schedule as NC or as otherwise noted Number of Visits If the total fee for an Application for Inspection is less than or equal to $278, up to 2 inspection visits will be performed unless otherwise noted. 7 Section 3: General Inspections These are visual inspections of the electrical wiring and/or devices that are accessible at the time of the inspection, and include general inspections for reconnection of service, resale of property, insurance purposes or the RRAP program. Inspection of repairs to remedy defects found requires a separate Application for Inspection to be submitted and the payment of the applicable fees. 3.1 Apartments (buildings with 5 or more dwelling units) The fee for general inspection of apartments is $117 per unit for each of the first four units, plus $15 for each additional unit. 3.2 Multi-Unit Residential Buildings (buildings with 4 or fewer dwelling units) The minimum fee for general inspection of units in a multi-unit residential building is $137 per unit. This fee applies to units of a duplex, triplex, or quadruplex, stacked house, and one unit of a single family dwelling containing an accessory apartment. (i.e. lodging licences, tenant insurance in the accessory apt only, to reconnect power in just the accessory apt if metered separately, etc.) 3.3 Single Family Dwellings (detached, semidetached, or townhouse) The minimum fee is $266 (for up to 2 hours). The fee covers inspection of an accessory apartment inspected at the same time (i.e. for resale of the dwelling, mortgage for the dwelling, etc.) 3.4 Mobile Homes The fee for general inspection of a mobile home is $137 each. 3.5 Other Facilities (rooming houses, hospital, nursing home, hotel, factory, etc.) The minimum fee is $266 (for up to 2 hours). Any additional time required over 2 hours will be at the rate of $139 per hour or fraction thereof. 3.6 Reconnecting Service as a result of Grow Op, Meth Lab, other Clandestine Laboratory, or for Wiring Altered The fee for a general inspection to reconnect the service at a location used as a clandestine operation is $528 per unit. Visit the ESA website at for additional critical information concerning this process. 3.7 Fire Marshal Order / Electrical Inspection Order The minimum fee is $278. Any additional time required over 2 hours will be at the rate of $139 per hour or fraction thereof. The fee for the initial investigation will be charged to the property owner or agent. Note: Inspection of repairs to remedy defects found on General and Fire Marshal Order/Electrical Inspection Order inspections requires a separate Application for Inspection to be submitted and the payment of the applicable fees. 3.8 Hazard Investigations The fees for hazard investigations will be established by ESA based on the nature and circumstances of the investigation. The fee for the investigation may be charged to the building owner or agent. Note: Inspection of repairs to remedy defects found during a Hazard Investigation requires a separate Application for Inspection to be submitted and the payment of the applicable fees. 3.9 Non-mandated Services The fee for services not mandated under the OESC or other legislation will be established by ESA based on the nature and circumstances of the services provided. 8 4.1.1 Residential Units The fees for inspection of a new installation on residential premises (including modular and prefabricated homes) and for multi-unit residential complexes (e.g. row-housing, cassidas, semi-detached houses, duplexes, triplexes and quadruplexes) are priced for each individual unit: Individual Unit Fees are as follows: Notes: Contractor Fee Non- Contractor Fee with service size up to 200A $207 $454 with service size 201A to 400A $298 $594 with service size 401A+ $431 $796 (1) The above fees cover two inspection visits (e.g. one for rough-in and service, and one for the final inspection) excluding customers on the Authorized Contractor Program. Additional fees are applicable for each additional visit, refer to Section 2.3. (2) High voltage and outlying equipment require a separate Application for Inspection (refer to Section 5). (3) The above fees are for a new installation on a foundation. For a modular or prefabricated home on a slab, refer to Section (4) The above fees include a service connection and all miscellaneous equipment installed at the same time by the same contractor (e.g. A/C, furnace, hot water heater and wired smoke/co detectors) but exclude generators, ground source heat pumps (refer to Section 4.4.2), solar panels (refer to Section 7.2), swimming pools (refer to Section 4.5) and fire and security alarm systems (refer to Section 4.2.1). (5) Refer to Section Outlets & Other Devices (classified) for a receptacle installed for a dialysis machine. (6) The fee to install the service equipment only on a New Residence is $70* (NC $171) per Section 4.3. (7) The fee to install a new ganged meterbase only on a New Residence is $70* (NC $171) per meter. Quantity is based on the total number of meters installed on the gang. (8) The fee to install the wiring only on a New Residence is based on the number of outlets and devices installed (minimum 41). Refer to Section Separate Living Quarters in a New House The fee to inspect separate living quarters (e.g. granny suites or basement apartments) is $115 (NC $122), regardless of whether they are served under the same or separate meter. The fee is based on inspection of the separate quarters at the same time as the construction of the new house. If not, refer to Section Mobile Homes The fee for inspection is $115 (NC $122). The fee includes a service connection, if required Detached Outbuildings and Structures This includes garages, kennels, fountains, greenhouses, garden sheds, pool houses and similar structures. Refer to Section for Residential or Section 5 for Industrial/Commercial/Institutional and Agricultural for the applicable fees Apartment Buildings and Retirement / Nursing Homes The fee for apartment buildings and retirement / nursing homes is $91 (NC $98) for each of the first 4 units plus $44 (NC $47) for each additional unit. A connection authorization for each unit (including any advanced connection) is incorporated in the above fees. Subpanels (pony panels): No charge if inspected at the same time as other work. Notes: (1) If the subpanel is not inspected at the same time as other work, the fee is $37* (NC $38*). (2) The fee for outlets with service is only applicable if applied for at the same time Renovations of Apartment Buildings, Retirement / Nursing Homes and Multi-Unit Residential Buildings (with common entrance) that consist of greater than 4 units Electrical Safety Authority Page 9 of 26

10 Notes: The fee for renovation of a single unit is $93 (NC $101). For units that are renovated at the same time, the fee is $93 (NC $101) for each of the first 4 units, plus $6 (NC $7) for each additional unit if the renovation involves 1-3 outlets or panels per unit, plus $15 (NC $19) for each additional unit if the renovation involves 4-9 outlets or panels per unit, or $45 (NC $48) if the renovation involves greater than or equal to 10 outlets or panels per unit. (1) The above fees include a connection authorization for each unit (including any advanced connection). (2) The above fees include the inspection of all common areas, parking areas, the main service and all distribution equipment. (3) The above fees exclude commercial areas (e.g. retail stores), high voltage installations and outlying equipment. Refer to Section 5 for applicable fees for these items. (4) The above fees exclude swimming pools and hot tubs. Refer to Section 4.5 for these items. If additional changes are also being made to the wiring, apply the fee set out in the section on Additions or Alterations to Existing Structures (refer to Section 4.2) New Service (to an existing structure), Service Change, Panel Change and Service Repairs The fee for an inspection is $70* (NC $171). Note: For additional visits refer to Section Ganged Meterbase Work Only The fee to add a new ganged meterbase to a structure; to change, repair or replace an existing ganged meterbase; or convert an existing ganged meterbase to a single meter is $70* (NC $171) per meter. Quantity is based on the total number of meters installed on the gang. This fee excludes central metering and the primary lines (refer to Section and Section 5.1) Construction Trailer The fee for a construction trailer is $117 (NC $124) per individual unit. The fee includes inspection of the trailer wiring, the connection of the trailer to an existing service and, if required, a connection authorization to the utility. Note: If installing a temporary service to energize the trailer, refer to Section Temporary Services Temporary Service (Single Phase) The fee is $186 (NC $200), which includes the pole and the panels and outlets installed on the pole if they are installed by the same contractor and inspected during the same inspection visit. One prices inspection services in Non- Classified areas, and the other prices the same services in Classified areas (see definition). Outlets and Other Devices covers inspection of outlets, switches, low voltage controls, fixtures, high bay light fixtures, track lighting, self-contained fuel dispensing devices, fractional horsepower motors (<1 Electrical Safety Authority Page 13 of 26

This includes the inspection of new installations as well as electrical installation work of a routine nature in connection with the maintenance or operation of a building or plant. (2) Disconnect switches (fusible or non-fusible), used for local isolation of equipment, will not be charged out as an additional panel. (3) There is no charge to install/replace breakers if other wiring installations are done at the same time. 5.6 Low Voltage Secondary Lines - Temporary & Permanent Overhead Lines The fee for inspection of all of the above items, when installed by the same contractor and inspected at the same time, is $70* (NC $74*) for the first item, plus $46 (NC $49) for each additional item. Any additional time required over 2 hours will be at the rate of $139 per hour or fraction thereof. This fee is valid for up to 7 days. For unusual Special Events, it may be necessary to contact the General Manager or Senior Inspector for fee guidance. If a vendor has adjoining booths, it will be considered as one booth for fee purposes Permission to Energize Unapproved Equipment The fee to energize unapproved equipment at a trade show is $132 per piece of equipment. Permission to energize is valid for the duration of the trade show Carnivals The fee for the first 5 rides/booths or less is $124 (NC $131), plus an additional fee of $74 (NC $78) for each additional multiple of 5 rides/booths or less, if inspected at the same time. Additional fees apply as per Section 5.7 Low Voltage ICIA Miscellaneous Equipment for each generator. Notes: Applicable to Section Fees for Weekend, Holiday and after 5pm inspections are outlined in Section 2.11 Either the overtime fee will be applied or the regular inspection fee will be applied, whichever is greater. 2. If the program requirements are met, all maintenance work as defined by the program is covered with no need to take out individual Applications for Inspection. The The fee is $274 if installed by a Licensed Electrical Contractor (LEC). The fee is $440 if installed by the property owner. If the installation involves the services of an unlicensed turbine installer (as may be allowed by legislation) and an LEC (for the branch wiring) the fee is $274 for the turbine installer plus $274 for the LEC. The fee includes up to 2 visits. For additional visits, refer to Section 2.3 for applicable fees. Addition or alteration - the replacement of, or renovation to, an existing wiring system. Includes addition of wiring to an existing system. Advanced connection - authorization to a supply authority to connect a consumer service prior to final inspection of the area supplied by that service. This includes each metered service in a multi-unit building (residential or commercial). Apartment building - a multi-unit residential building with five or more dwelling units where the main entrance to all individual premises is from an enclosed common area. Any commercial spaces are to be priced as commercial/industrial for purposes of this fee schedule. Apartment - a residential dwelling unit within an apartment building with the main entrance from an enclosed common area. Apartment can be condominiums or rental units. Billboard - an outdoor sign with a separate service. If a billboard does not have a separate service, it is to be treated as a sign for purposes of this fee schedule. Branch Circuit per the OESC, may be metered or non-metered. Cable Tray/Trough - a raceway (ventilated or enclosed) in which cables can be laid. Capacitor - a piece of electrical equipment used for power factor correction (see Transformers). Central Metering - common metering equipment mounted on a pole in a central location. Typically, this equipment will supply more than one sub-service. Usually found in rural areas, such as on farms. Clandestine Laboratory a hidden facility used in the illegal manufacture of controlled substances. Classified Areas - an area classified as a hazardous location under the Ontario Electrical Safety Code. Classified areas also include Patient Care Areas (e.g. hospitals). Receptacles, switches, light fixtures, and power outlets installed in a patient care area are priced as classified for the purposes of the Fee Schedule. Combination Metering Panel a panelboard manufactured complete with electronic metering devices and may include a central panel as part of the same assembly. Common Areas - may include the following: lobby, hallways, storage areas, recreation rooms, parking areas and mechanical & machine rooms (this does not include commercial spaces, or pools). Condominium - a form of ownership rather than a type of dwelling. Can be either an apartment or a residential unit depending on its characteristics. Construction Trailer - an approved, re-locatable structure primarily used on construction sites for offices, equipment storage, washrooms, and temporary construction camps which could include cooking and sleeping facilities. These are normally portable trailers but could include pre-fabricated structures. In some cases, trailers can be double wide or a complex of multi-unit construction. Consumer Service the installation from the service box (main circuit breaker or main switch) or its equivalent up to and including the point at which the supply authority makes connection. Consumer Sub-Service (Metered) - a feeder installed and connected to a consumer service where there is a connection authorization or metering required by a supply authority. All metered sub-services off the main consumer service shall be considered as a consumer service (includes the metering equipment) for application of fees. Consumer Sub-Service (Non-Metered) - a feeder installed and connected to a consumer service where there is no connection authorization or metering required by a supply authority.
