1 JOB DESCRIPTION JOB TITLE: Licensing & Business Support Manager (shared) DATE: May 2015 GRADE / SALARY: Indicative (Breckland) grade ,283-47,937 DIRECTORATE: RESPONSIBLE TO: SIZE & SCOPE: Commercialisation Executive Manager Public Protection (shared) Direct line management of Licensing Officer (SHDC), Assistant Licensing Officer (SHDC), 2 x Business Support Officer (SHDC), Business Support Development Officer (BDC), 3 x Assistant Licencing Officer (BDC), 2 x Business Support Officer (BDC), Licencing Officer (BDC), Business Support Apprentice (BDC). Responsible for the provision of Licensing and Business Support across both Councils, including the development and implementation of strategies, programmes, policies and procedures that support delivery of the Councils priorities. COLLABORATES WITH: 1. Executive Management Team 2. Senior Managers 3. Councillors 4. Local Businesses 5. Compass Point Business Services 6. Anglia Revenues Partnership 7. Norfolk County Council and Norfolk Districts 8. Lincolnshire County Council and Lincolnshire Districts 9. Local Government Association 10. MPs 11. Other external partners JOB PURPOSE: 1. To provide leadership for and to develop the Councils ambitions for Licensing and Business Support. 2. To support the Executive Manager Public Protection to give effective, visible leadership and vision to Breckland District Council and South Holland District Council. 3. To co-ordinate and manage the activities of the Licensing and Business Support Teams, aligning these to cross cutting corporate priorities of each authority. INDIVIDUAL RESPONSIBILITIES: 1. To assist the Executive Manager Public Protection through the provision of strategic advice in relation to the development of plans and policy that are specific to Licensing and Business Support. 2. To provide the leadership and vision necessary to coordinate the activities of the Licensing and Business Support services to drive forward both organisations key priorities through the effective management of resources, including contract management, and by ensuring that opportunities for improving the service are maximised.
2 3. To ensure that both Councils have a strong focus on customer service and needs. 4. To lead and direct the Councils regarding matters of Licensing and Business Support in line with changing legislation and governance of public services, and to advise and prepare the Councils for future changes. 5. To deal with significant incidents requiring the leadership of an experienced officer. 6. To take a lead role in service of Notices and the prosecution of cases and all necessary Enforcement works. 7. Deliver effective presentations at all necessary Cabinet/ Scrutiny/Committees, working groups or public meetings. 8. Provide specialist advice and guidance to senior managers, members, colleagues and subordinates on matters relevant to the operation of the team. 9. Prepare reports, returns, investigations and case conferences for Senior Managers ensuring appropriate liaison and consultation with interested parties. 10. To coordinate and provide the necessary leadership to ensure effective delivery of licensing services to include the processing and update of all licences and related applications received through the post, electronically and in person, covering taxi licensing premises licences, personal alcohol licences, temporary event notices, gambling and street trading consents. 11. To ensure that all licensing and business support activity complies with current legislation and council policies. 12. To provide advice, particularly for complex and/or significant applications, both to senior management and to the applicant. 13. To provide strategic leadership to develop and implement opportunities for innovative and new ways of working, including shared service arrangement and/or income generating initiatives. 14. To actively promote and contribute to the development of major Council initiatives as directed by the Executive Manager Public Protection. 15. To assist the Executive Manager Public Protection in the monitoring and management of relevant service budgets. 16. To manage the performance of the relevant staff and coaching them to high achievement through both performance objectives and the competency framework. 17. To work positively, effectively and collaboratively with partner organisations for mutual benefit and to deliver the outcomes required by the Councils priorities. 18. To achieve, partly through collaborative partnership working, processes and procedures to deliver effective controls with regard to safeguarding across both councils. 19. Responsibilities will also include writing reports, attending meetings
3 (internal and external) giving presentations, and working to tight deadlines. A flexible approach to working hours will be essential to successfully manage the demands of the role. N.B. The responsibilities are intended to serve as an indication of the duties and accountabilities of the post. They are not in order of priority and should not be considered as absolutely final or exclusive. The responsibilities may be changed depending on the strategic and operational circumstances of the District Councils. CORPORATE RESPONSIBILITIES: MEASURES OF SUCCESS: 1. To act as an ambassador for, and to promote, Breckland District Council and South Holland District Council locally, regionally and nationally. 2. To contribute positively and collaboratively to the work of the Senior Management Team. 3. To lead change internally and through the corporate transformation programme and all partnerships. 4. To support the development of effective and constructive relationships across the Councils, and with external agencies, partner organisations and customers. 5. To encourage and champion matrix-style working, making the best use of talent and skills across the organisations to deliver outputs through multidisciplinary teams. 6. To promote the corporate values of the organisations by acting as a role model and by delivery a customer-focused service at all times. 7. To take collective responsibility for the integration of service priorities with the corporate plans, performance management systems and budgets of both Councils. 8. To comply with the Councils Constitutions and policies at all times. 9. To comply with the Councils Health & Safety policies and procedures. 1. Appraisal against objectives that are specific to the post, and agreed annually. 2. Compliance with Council policies, constitution and statutory requirements. 3. Demonstration of the indicators as outlined within the competency framework. PERSON SPECIFICATION ATTRIBUTES ESSENTIAL DESIRABLE
4 EDUCATIONAL / PROFESSIONAL QUALIFICATIONS: EXPERIENCE: a. A relevant professional qualification and/or educated to degree level or equivalent. OR b. Evidence of equivalentlearning through experience. c. Evidence of training in senior management. a. Senior management experience within a Local Authority or other large and complex organisation. To include performance management, risk management, people management, change management, and strategic planning. b. Experience of successfully working with elected members and in a Political environment. c. Experience and knowledge of the legal, statutory and corporate framework relating to Local Government. d. Evidence of formulating, leading and implementing strategies, which cross service or professional boundaries. Including evidence of delivering outcomes in collaboration with others. e. A track record of delivering service improvements and reducing service costs. a. Membership of a relevant professional body. b. A formal management qualification. c. A postgraduate qualification relevant to Licensing and/or Business Support. a. Experience of working in a shared management situation. b. Experience of advising on and presenting upon Local Government licensing and business support. c. Experience of working on a corporate transformation programme. KNOWLEDGE & SKILLS: a. Extensive knowledge of thelocal Government sector. b. Knowledge of national Government policies and strategies as they affect Local Government Service delivery. a. A sound knowledge of the principles of Law and administration relating to either Environmental Protection, Licencing or Food & Safety.
