1 Introduction Information Sheet for Principals Child and Youth Risk Management Strategy - BCE and BCE Schools BCE and every BCE school is required under the Working with Children (Risk Management and Screening) Act 2000 ( Act ) to develop and implement a Child and Youth Risk Management Strategy every year. From 1 July 2014 the Public Safety Business Agency have taken over the responsibilities of the Commission for Children and Young People and Child Guardian. The Public Safety Business Agency have renewed their focus on regulated businesses like schools being compliant under the Act and having a current Child and Youth Risk Management Strategy. To assist in that process the Public Safety Business Agency have recently launched the Blue Card Services Online Learning Portal which contains videos to assist organisations to develop and implement a Child and Youth Risk Management Strategy together with an updated Child and Youth Risk Management Toolkit. These resources are very helpful and can be found on the Blue Card Services Website at The aim of the Child and Youth Risk Management Strategy is for organisations that work with children and young people to have policies and procedures in place that create safe and supportive environments for children and young people. BCE and BCE schools already have a child focussed culture together with policies, procedures and practices that create safe and supportive environments for children and young people. In addition, as part of accreditation process, Principals currently sign off that the elements of the Child and Youth Risk Management Strategy have been undertaken. BCE has developed a Child and Youth Risk Management Strategy (2015) for BCE and it has been uploaded to the BCE public website ( BCE Strategy ). BCE has also developed a BCE School Child and Youth Risk Management Strategy ( BCE School Strategy ) template to assist schools in meeting their legislative obligations. BCE is providing a toolkit to assist Principals to complete their BCE School Strategy and implement the BCE School Strategy and BCE Strategy in their school. The toolkit contains: Information Sheet for Principals - which will assist in completing the BCE School Strategy; Checklist for Principals outlining the tasks to be completed for compliance; Training Notes - outlining the BCE Strategy and BCE School Strategy which can be used to train or brief BCE school based employees, volunteers and other personnel; and Briefing Notes detailing the BCE Strategy and BCE School Strategy which can be used to brief parents, carers and students.
2 Overview of Legal Requirements The Child and Youth Risk Management Strategy must be in accordance with the mandatory requirements in the Act and Working with Children (Risk Management and Screening) Regulations 2011 (the Regulations ). It must address eight mandatory requirements, namely: a statement of commitment to the principles of safe and supportive service environments; a code of conduct; recruitment, selection, training and management strategies that encourage best practice and enhance the safety and wellbeing of children and young people; policies and procedures for handling disclosures and suspicions of harm; policies and procedures for when there might be a breach of the organisation s child and youth risk management strategy; a planning process for high risk activities and special events; policies and procedures for compliance with Chapter 8 of the Act (which regulates the blue card system); and strategies for communication and support for all stakeholders, including children and young people. The BCE Strategy and BCE School Strategy are divided into four parts under the headings of Commitment, Capability, Concerns and Consistency and the eight mandatory requirements are stated as sub-headings in the strategies. In most cases, BCE and BCE schools have already developed the values, commitments, policies and procedures which meet the mandatory requirements under the Act and Regulations. The BCE Strategy and BCE School Strategy draw together these values, commitments, policies and procedures which have already been developed. The BCE Strategy and BCE School Strategy references BCE s codes of conduct (for employees, volunteers and other personnel), recruitment procedures, student protection processes, training materials and blue card screening procedures. It is a mandatory requirement that the BCE Strategy and BCE School Strategy is communicated to stakeholders, including students and parents. Training materials for persons engaged by BCE must also be provided by BCE schools which outlines the BCE Strategy and BCE School Strategy. Implementation by Principals of the BCE School Strategy and BCE Strategy Complete a BCE School Strategy The BCE School Strategy may be completed for your school by following the prompts in the template document. Schools should personalise the BCE School Strategy to suit their individual school by inserting the name and logo of the school. If there are any statements in the BCE School Strategy which are not correct for your school then you should make the necessary changes. However, if you want to change the substance of the document, please contact the Manager, Professional Standards and Student Protection for advice by telephoning Training for Staff, Volunteers and Other Personnel Schools are required by law to provide written information and training materials to employees, volunteers and other personnel at the school, which outlines both the BCE Strategy and the BCE
3 School Strategy and includes details on where those strategies can be accessed. Training materials are included in this toolkit. These materials would be suitable to be used for or written notifications to staff, professional learning days and staff meetings. In relation to volunteers and other personnel, these materials could be included in the school based volunteer or other personnel induction process. Communication to Students, Parent and Carers, Schools are required to provide written information to students, parents and carers that includes details of the BCE Strategy and BCE School Strategy and where those strategies can be accessed. Briefing materials are included in this toolkit. These materials would be suitable to be used in a school newsletter, or at parent information nights and staff meetings.
4 Checklist for Principals Tasks to Implement the BCE Strategy and BCE School Strategy BCE Child and Youth Risk Management Strategy A link to the BCE public website (the BCE Child and Youth Risk Management Strategy BCE Strategy is located on the Home Page ) has been placed on the to the school website/intranet and is clearly available to staff, students, parents, carers, volunteers and other personnel BCE School Child and Youth Risk Management Strategy The BCE School Child and Youth Risk Management Strategy ( BCE School Strategy ) has been completed, adapted and personalised by the school and the final draft has been approved by you (as the Principal) The BCE School Strategy has been uploaded to the school website/intranet and is clearly available to staff, students, parents, carers, volunteers and other personnel The BCE School Strategy has been printed out, placed in the library and is readily available to staff, students, parents, carers, volunteers and other personnel Staff Training All staff have been made aware of the BCE Strategy and the BCE School Strategy and where they can be found (for example, by notifications to staff, professional learning days and staff meetings) All staff have been briefed or trained by you (as the Principal) outlining the BCE Strategy and BCE School Strategy, using the materials provided in the BCE toolkit Parents, Carers and Students Parents, carers and students have been notified of the BCE Strategy and the BCE School Strategy and where they can be found (for example, by notifications in the school newsletter, school assembly and/or information night) New Staff As part of their induction, all new staff have been made aware of the BCE Strategy and the BCE School Strategy and where they can be found As part of their induction, all new staff have been briefed or trained by you (as the Principal) outlining the BCE Strategy and BCE School Strategy, using the materials provided in the BCE toolkit Volunteers/Other Personnel Volunteers/Other Personnel have been notified of the BCE Strategy and the BCE School Strategy and where they can be found

BCE has developed a Child and Youth Risk Management Strategy for BCE and it has been uploaded to the BCE public website. A link can be found on the school website. Our school has also developed a Child and Youth Risk Management Strategy for our school which meets our legislative obligations. The BCE Strategy and our school Strategy references BCE s codes of conduct (for employees, volunteers and other personnel), recruitment procedures, student protection processes, training opportunities and blue card screening procedures. The school s Strategy outlines the actions taken by the school to implement BCE s policies and procedures and develop risk management plans and student behaviour plans for the school. 6 Briefing Material for Parents, Carers and Students BCE Child and Youth Risk Management Strategy BCE School Child and Youth Risk Management Strategy Your children and their safety and wellbeing are our priority. [Insert school] wants to do everything possible to ensure that it promotes and protects the rights, interests and wellbeing of children and young people. Brisbane Catholic Education and our school have each developed a Child and Youth Risk Management Strategy, as required by law. The aim of BCE s and [insert school] Child and Youth Risk Management Strategies is to ensure that BCE and our school has policies and procedures in place that create safe and supportive environments for children and young people. BCE s and [insert school] Child and Youth Risk Management Strategies draw together the values, commitments, policies and procedures which have been developed by BCE and our school to protect and promote the rights, interests and wellbeing of our students. The strategies refer to our codes of conduct (for employees, volunteers and other personnel), recruitment procedures, student protection processes, training opportunities and blue card screening procedures.
