1 CONSENT CALENDAR Agenda Item No. : 8b CC Mtg. : 01/10/2006 DATE : January 10, 2006 TO : FROM : Mayor and City Council Members City Attorney SUBJECT : : A Resolution Adopting a Credentialing and Identification Policy BACKGROUND / ISSUE On December 13, 2005 the City Council held a Study Session pertaining to adoption of an Ethics Policy. In addition to recommending that staff return with an Ethics Policy, the City Council asked staff to prepare a Resolution to adopt a policy pertaining to credentialing and identification. Occasions arise in which City employees, public officials, volunteers and others are present at disaster or emergency scenes, or other situations requiring their official presence. It is essential that employees, officials and others can be properly identified when performing official functions on behalf of the City. Credentialing should also be uniform to avoid any confusion that might arise. Upon conclusion of employment, the end of a public official's term or change in title, it is appropriate and necessary to insure that all credentials issued by the City be returned to the City. The proposed Resolution establishes a credentialing policy for employees, public officials, volunteers and others who might require official credentials in the performance of their duties. POLICY / RULE The City Council may adopt Resolutions setting Policy for the operation and function of services provided by City employees, officials. (Folsom City Charter, Section 2.02.) ANALYSIS Proper credentialing of City employees, officials, volunteers and others performing their official duties is essential. A policy will insure that there is consistency in credentialing and that a process exists for the issuance and return of official credentials when employees separate from employment or an official's term ends or title is changed. The proposed policy provides that when a City Councilmember's term ends or title changes, the credentials are returned to the City and can be mounted for display as a memento to the Councilmember's service to the community
2 FINANCIAL IMPACT There is no direct finance impact associated with the proposed Resolution. Minor financial impact would be associated with mounting of official credentials for public officials upon leaving office or changing titles. This financial impact can be absorbed in existing department budgets. ENVIRONMENTAL REVIEW This Resolution is exempt from the requirements of CEQA as it can be said with certainty that there is no potential effect on the environment. 3 RESOLUTION NO A RESOLUTION ADOPTING A CREDENTIALING AND IDENTIFICATION POLICY WHEREAS, occasions arise in which City employees, public officials, volunteers and others are present at disaster or emergency scenes, or other situations requiring their official presence ; and WHEREAS, there is a need to properly identify City employees, City elected officials, volunteers and others performing official duties for the City of Folsom ; and WHEREAS, credentialing should be uniform to avoid confusion and to adequately and properly identify officials when they perform official functions on behalf of the City ; and WHEREAS, it is necessary and appropriate to insure that all credentialing is returned to the City of Folsom upon separation from employment or any change in title or position ; and WHEREAS, upon conclusion of an elected official's service to the City, it is appropriate that the credentialing be provided to the official as a memento of their service to the City of Folsom ; and WHEREAS, the City Council directed staff to return with a credentialing policy to provide uniformity and consistency in the manner in which credentials are handled in the City of Folsom : NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Folsom as follows : The City Council hereby adopts this Resolution adopting a credentialing and identification policy as set forth in Attachment A to this Resolution. BE IT FURTHER RESOLVED AS FOLLOWS : The City Manager is authorized to make modifications or changes to the policy as operational needs dictate, provided such modifications or changes are consistent with the spirit and intent of this City Council policy. 5 ATTACHMENT A City of Folsom Credentialinz and Identification Policy I. Purpose : This policy shall govern the issuance of City credentialing and identification. II. Scope : This policy shall apply to all City employees, City elected officials, commissioners, committee members, volunteers, consultants, contractors, and other individuals performing approved City Government functions, who may be issued credentialing and/or identification. III. Definition : Credentialing : Includes badges, identification cards or other appropriate means to identify a person in the performance of their official duties. IV. General Provisions : A. It is important to provide City Council members and certain classifications of employees with appropriate credentialing and identification to provide timely access to facilities and critical incident scenes. B. C. D. The issuance of credentials, identification and badges shall be facilitated at the direction of the City Manager, through the Chief of Police. All credentials, identification cards and badges shall remain the property of the City of Folsom and shall be turned in to the City Manager or the Chief of Police at the end of the public official's term or for employees, upon separation of employment from the City of Folsom. The Chief of Police shall assist in ensuring that appropriate titles are changed on the identification as offices or positions or rank change. E. All previous or expired forms of identification or badges shall be turned in to the office of the City Manager or Chief of Police for proper storage, replacement and/or destruction. V. Elected Officials : At the conclusion of term of office or upon change of position or title, the Chief of Police shall cause Council Member identification to be mounted for presentation as a memento and in appreciation of the Council Member's service to the community.
