2 Title 1. The name of the club shall be the 'United Kingdom Police Full Bore Target Rifle Club'. Affiliation 2. The club shall be affiliated to the 'National Rifle Association'. Objects 3. The objects of the club shall be :- a. to encourage target practice and competition shooting; b. to undertake any other activities deemed to be to the club s advantage; c. to foster and promote fullbore target rifle shooting within the Police service. MEMBERSHIP Eligibility For Membership 4. Any person who is a serving or retired member (or civilian employee) of a Regular Police Force affiliated to Police Sport UK. Any person not being a serving or retired member of a Regular Police Force may be invited to become an Honorary Member after being duly proposed, seconded and voted for at the annual general meeting in recognition of services to the club. 5. Any full member of the UKPFBTRC who ceases to be an active shooting member of the club may apply for a Social/non shooting membership. This class of membership will not include the benefits of the club insurance scheme. The Social/Non-shooting membership fee will be at 50% of the full member s fee. 6. Any person who is the current spouse, partner, son or daughter or grandchild of a full member may also apply for membership after being duly proposed and seconded.

3 Life Member 7. On payment of such sum to Club funds as may be from time to time approved at an Annual General Meeting, a member shall be eligible to become a Life Member subject to the approval of the committee Life Vice Presidents 8. Any person deemed worthy may be elected Life Vice President at an annual General meeting and shall not be liable to pay subscriptions. Refusal and Cancellation of Membership 9. The committee shall have the power to refuse any application for membership, or to suspend or cancel at any time an existing membership, without assigning a reason. Any person whose membership it is proposed to suspend of cancel, or whose membership has been suspended or cancelled, may, if the Committee think it is desirable, to be invited to appear before the committee and make any representation he or she may wish or to make a representation to the Committee in writing. A member, whose membership has been suspended or cancelled under this Rule, shall not have claim on the Club for any subscription or fees paid. Subscriptions 10. Annual and other subscriptions shall be those approved at the annual General Meeting and shall be due and payable on the 1st September of each year. Eligibility For Subscriptions 11. A member whose full annual subscription has not been paid by 1st March shall be liable for the amount due, but shall cease to hold he privileges and rights of membership and shall forfeit any Club prizes won since the previous 1 st September. Any member who has exercised right of membership after the Annual General Meeting shall be liable for payment of the annual subscription. Officers and Committee 12. The management of the Club shall be vested in the Officers and Committee. Officers 13. The officers of the Club shall be the President, Vice President, Chairman, Secretary, Treasurer, Captain and Statistical Officer.

4 Committee 14. The Committee shall consist of the Chairman, Secretary, Treasurer and Captain, together with three ordinary members together with the PSUK representative (ex-officio). All will have full voting rights and the Chairman shall have, in addition, a casting vote. Quorum of Committee 15. At all Committee meetings, five members present shall form a quorum. Not less than eight days notice in writing shall be given of a Committee meeting. Co-option on Committee 16. The Committee shall have the power to co-opt members to the Committee to fill vacancies which may occur during the current year. Co-option of Officers 17. The Committee shall have the power to co-opt members to fill vacancies in the Officers which may occur during the current year. Matches and Competitions 18. The Committee have power to offer or accept any challenge, or enter the Club in any match which the Club may be entitled to shoot, and to defer, change, postpone, or cancel shooting, or to make such other arrangements as it considers necessary. Meetings 19. Meetings for shooting shall be as decided by the Committee. Rules of Shooting 20. The Committee has full power in the arranging of all competitions and in formulating shooting rules. General Meetings Annual General Meeting 21. The Annual General Meeting of the Club shall be held at Bisley Camp during the Police Athletic Association Rifle and Pistol Championships, usually in September.

5 Election of Officers and Committee 22. At the Annual General Meeting the Officers and the Committee shall be elected and shall hold officer until the next Annual General Meeting following, excepting the President who shall hold the office for a period of five years after election. Annual Reports and Accounts 23. The Secretary shall submit to the Annual General Meeting an Annual Report on the activities of, and any other matters concerning the Club which have occurred during the past year, and the Treasurer shall submit an Income and Expenditure Account, Profit and Loss Account and a Balance Sheet. Auditors 24. The Accounts of the Club shall be closed on 31st December annually, Auditors shall be appointed at the Annual General Meeting, and they shall be required to make a report annually. The Auditors shall not be members of the Committee. Notice of Meeting 25. At least 15 days notice before the date of the Annual General Meeting, notice shall be posted or ed by the Secretary to each member stating the time and place of the Annual General Meeting together with the Agenda of the business as it shall be arranged by the Committee. AGM Business 26. Notice of all motions for consideration at an Annual General Meeting must be received by the Secretary not later that 1st August in any year, and such motions shall be included in the Agenda for the Annual General Meeting, but the Committee shall determine the order of the business of the Agenda. Special General Meetings 27. A Special General Meeting shall be summoned at any time by the Secretary on the instruction of the Committee or within one month of receipt of a written request stating the purpose for which the meeting is to be summoned and such a request must be signed by not less than fifteen members. No business other than that stated by the Committee or in the request shall be transacted at a Special General meeting.

6 Alteration of Rules 28. No alteration of, or addition to, the Constitution shall be made except at the Annual General Meeting or at a Special General Meeting convened for the purpose. (Notice of any proposed alteration must be sent to the Secretary in accordance with Rule 26.) Miscellaneous Interpretation of Rules 29. In the event of any question as to the interpretation of any Club Rules, the question shall be referred to the committee, whose decision shall be conclusive and binding on all members. Omissions from the Rules 30. All competitions and conditions not covered by the Club Rules shall automatically fall under current N.R.A. regulations. Membership and Rules 31. It is a condition of admission to membership of the Club that all members agree to accept the rules of the club, which are in force during the period of membership. Conduct of shooting 32. Rifles and their ammunition shall be as permitted under NRA Rules and conduct of shooting shall also be as specified therein. Competition organisers may permit handloads at their discretion; such handloads must also be to NRA specification. The individual shooter is responsible for the safety of his rifle, ammunition and the combination of the two Liability 33. The Club shall be affiliated to the NRA, and shall procure Insurance either through the NRA or of no less coverage than that offered by the NRA. No liability in respect of claims for compensation for injury, loss or damage to persons or property, including loss of life, can in any circumstances be accepted by the United Kingdom Police Full Bore Target Rifle Club.

7 General 34. Any matters which may arise and which are not covered by these Rules shall be dealt with by the Committee and its decision shall be binding on all members. New Probationary Members 35. A new member shall remain as a probationary member until at least 12 months have passed AND a minimum of 6 shooting attendances have been made AND a satisfactory report has been received by the new member's mentor. Upon completion of ALL above criteria, the new member shall then be eligible for full membership.
