Having participated in over 10,000 project assignments with a total construction value of over $500 billion, Hill International has managed all phases of the construction process, from concept through completion. In June, 2011, Engineering News-Record ranked Hill International as the eighth largest construction firm in the U.S. Challenge Providing rapid and secure access to line of business applications We invested in bandwidth in the hope it would rectify a problem, but it often proved unnecessary. Michael Petrisko Global CIO, Hill International Hill International recognizes that IT is the driving force behind its success, particularly with such a geographically diverse workforce. Michael Petrisko, Global CIO for Hill International, explains, All our corporate systems and line of business applications are hosted centrally at our datacenter in New Jersey, US. Without rapid, secure and highly available access to these systems, our staff would be unable to respond to clients, manage projects or process billing. Our ability to deliver projects on time would therefore be impacted. Employee access to these systems was governed by manual processes, which made it difficult for the IT team to efficiently manage user identities. In particular, provisioning new staff members took up to fourteen days and involved up to ninety manual processes. This manual process was time-consuming for IT staff and limited the productivity of new employees. A lack of consistency between the identity details held by each of its systems also impacted the company s compliance efforts with regard to the Sarbanes-Oxley Act ( SOX ). As our HR, payroll and finance systems did not share the same identity information, meeting SOX requirements usually involved extensive remediation activities, explains Petrisko. Local privacy and data protection legislation was also difficult to comply with, as numerous IT personnel needed access to multiple systems in order to make the appropriate updates when employee details changed. Hill International also had an equally fragmented approach to, with various tools used across its 110 offices to track performance. In some locations, there were no tools at all. With no integration between the disparate solutions, identifying and resolving IT problems was a major challenge. As George Philip, IT Director at Hill International, explains, When a user reported a problem with accessing our central systems, we invariably struggled to pinpoint the root cause. As a result, we often resorted to

To enhance system accessibility and availability, Hill International needed to automate and streamline its processes. Solution Improving and identity The company implemented CA Identity Managerr in 2008 and CA Network Flow Analysis in We selected CA Identity Manager as it offered simple integration with our systems, comments Petrisko. In addition, we had been considering deploying the CA Technologies solution for some time, but had some reservations. Once CA Technologies acquired the company, we had greater confidence in the level of support we would receive and decided to invest in the solution. Hill International worked with CA Services to source expertise and advice on how best to implement and configure the CA Technologies solutions. CA Education provided training via video and audio-conferencing channels to ensure that the company s IT staff across the globe were competent and confident using the CA Technologies solutions. Philip comments, Since implementation, both solutions have proved themselves to be stable, reliable and flexible, and CA Technologies has been responsive and helpful whenever we have required assistance. Automated identity integration and faster provisioning Hill International now utilizes CA Identity Manager to administer user identities and privileges for all 3,200 employees across eight main centralized systems, including HR, CRM, ERP, payroll and financial applications. Thanks to the CA Technologies solutions, Hill International now has a single, accurate and consistent record of each employee, their role and access privileges, which simplifies compliance and auditing. CA Identity Manager has also automated formerly manual processes such as provisioning, employee changes, creation of accounts and terminations. Any changes in a user s HR profile now automatically has their respective access rights changed across all corporate systems to ensure appropriate controls are in place. The automation greatly reduces the time and effort for such changes as well as eliminating human error. When an employee leaves the company, all access rights can be revoked automatically, resulting in less reliance on centralized IT teams. With global operations, HR employees in the US no longer have to be on standby during non-standard work hours in order to process global employment changes.

The CA Technologies solution monitors devices at all 110 offices, plus up to 20 project sites. It provides a snapshot of performance at each location so centralized IT staff can identify potential issues before they impact users.helping to improve visibility of software assets across the organization in line with the company s first key objective. CA Network Flow Analysis has the ability to correlate events and real-time dashboard displays that are key to enabling this proactive approach, as Philip explains, One of the major advantages of CA Network Flow Analysis is its ability to filter out noise in order to provide intelligent alerts and reporting. This means we can spot anomalies and trends and verify root causes quickly. Since implementing CA Network Flow Analysis, Hill International has experienced no major system outages and achieved average availability of 99.9 percent. Benefit Improved client services, increased efficiency and lower costs We can respond faster to clients, which is key to our competitive advantage. For example, by adopting automated identity and access processes, Hill International has been able to decrease manual provisioning tasks, such as the fulfilment of access changes, by an average of 75 percent. With CA Identity Manager it now takes under 24 hours instead of 14 days to provision a new user including the approvals process, which means new staff can be productive right away, comments Petrisko. A consistent approach to identity and access also helps to safeguard and report on securing sensitive data and applications, simplifying compliance. We no longer have to perform remediation tasks, which has reduced the cost of compliance by 20 percent, comments Philip. The company has been able to further reduce operational costs through its use of CA Network Flow Analysis. The bandwidth utilization reports provided by the CA Technologies solution enable Hill International to make informed investment decisions about capacity. This prevents unnecessary expenditure on superfluous bandwidth.
