2 i) BCCAT - Stephanie Oldford, arrived to BCCAT in March 2005 working with 71 articulation committees. She is available to provide information about articulation and working on initiatives between private and public institutions. Opening doors web site is now education planner web site for students and advisors. This web site provides entry program information on all public institutions of BC. There are changes to BCCAT web site; soon there will be on-line transfer guide. She presented the articulation committee handbook for those that are new. Provided written document on an in depth guide on how to articulate, handbook should be available end of May. Presented position statement on instructor qualification of transfer of course, will be available BCCAT web site. Stephanie closed her presentation with an open invitation to contact her. Discussion followed concerning representation from private institutions. Level of participation is up to the committees to decide. ii) Nursing Directorate - Diane Clements, Dean s Coalition Proposal not able to fund at this time. Competency profile project G. MacDonald CLPNBC planning to submit proposal Nursing Directorate to fund Phase II where educators and employers come together to validate competencies (each group will do this separately). CNAC proposals: 37 proposals received 12 from education institution, another 1/3 for LPNs in some way. Successful applicants will be announced in June. Budget for Directorate not approved announcements will be sometime over summer/fall. Budget speech in legislation announced nursing will receive $77 million over next 3 years. These funds will be used for implementing NPs; undergraduate RN/RPN project; and speciality RN education as per BCNU. Individual LPN Upgrade Funding will be ongoing -100 LPNs have submitted applications to date. Discussion then followed on mentoring/preceptoring funds and on-line funding for LPNs not practicing. iii) CLPNBC - Kirsten Kristensen, provided outline of her report added to minutes. Discussion followed regarding new information surrounding accreditation process. The health professions amendment act determines that accreditation is voluntary. It is in the HP Council s opinion: accreditation is not required under legislation. It is the responsibility of the CLPNBC to determine outcome competencies. Generalized questions addressed need for some type of accreditation/approval process, questions brought forth on who, where and how other professions go through a national accreditation process. Concerns were raised about accreditation providing quality assurance. It was highlighted that this articulation group needs to be involved with reworking of process. Kirsten suggested letter addressing concerns/issues that have come from today s discussion to the College requesting ongoing involvement. There will be more discussion in the future. iv) LPNABC Sheila introduced Myrtice Alpen as the new LPNABC Provincial Education Coordinator, she lives in Victoria, expressed importance to network with association and students. Presentation is available to Community Colleges for LPNs to present in Colleges. Training sessions are being completed in regards to LPN professional educational packages. Myrtice outlined News from the Association plan to hire executive Director on PT basis as well as 2 members appointed lobbying committee, provided pamphlets on new promotional material, 4 LPNABC bursaries awarded to students 1 in Dawson Creek & 3 Lower Main Land, 2

3 bursary monies have increased to $ for 2006, membership now In the works is Leadership Program working in collaboration HEU. LPNABC outlines attached to minutes. v) New exam competencies Kathy inquired about new exam January 2007 that will incorporate new competencies, only have 6 months to change curriculum. It would be beneficial to know what the new blueprint includes. Kirsten will ASI document to Sharon to share with the Colleges. vi) Proposal Health Deans Submission to Ministry for Curriculum Review Pat spoke to proposal that was sent to Advanced Education, it was declined as there is no funding at this time. Suggestion was made to consider Practice Education Funding. Discussion followed about outcomes of competency project and how that will impact curriculum review. A request was brought forward for a copy of competency review so far. Articulation committee will send a letter to request a copy. It is hoped that Phase II of competency project will occur the end of June with the intent of having a document for the fall. Dean Coalition will consider Practice Education Funding for curriculum review, timeline is tight as project needs to be completed by December 15, vii) CAPNE Update NorQuest College is hosting CAPNE conference October 3-5, 2005 in Edmonton, a call for abstracts is extended until May 31, ACCC completed surveys that looked at all PN programs across Canada, the results listed the top issue as lobbying. CAPNE representatives are being invited to international meetings Kathy attended a task force for International Educated Nurses held in Ottawa as well as Sue Dos attended a Patient Safety meeting in December. Kathy will executive summary for National Service and appendices. The International Educated Nurses task force indicated that International Nurses that come to Canada has doubled this year. Discussion took place on international issues related to intake of international nurses with the differences in education across Canada and number of regulatory bodies here in Canada. Addendum: BC Campus, Kathy was asked to remind the articulation committee about access to Pharmacology on line. The course is there for the Colleges to use. Feedback from pilot project of 10 students verified that the course is convenient and content is good. Kirsten put forth a request for the Colleges to let her know that the courses are being offered and she can make appropriate referrals. viii) Palm pilot devices Laurie presented a situation about the use of palm pilots for students with accommodation in clinical rotations, asking if other Colleges have policies/standards concerning use of PDA s. Discussion followed about the use of palm pilot devices as a tool to support practice. ix) Student numbers in access program Janet presented concern for declining numbers in access program at Malaspina University College and asked if the same trend was occurring provincially? Yes it is, Sprott-Shaw did not run its Chilliwack program and Camosun started with a decreased number of students in April. Discussion followed concerning difficulty in completing pre-requisites & VCC discussed the Foundations course they now have in place. 3

4 Other obstacles potential students face include: wage differential between LPN/HSRCA is minimal, HRSDC funding often difficult, although there is the Health Care Bursary $ availability three times per year (further information found on Nursing Directorate web site). x) Post graduate specialties Leslie presented interests of Continuing Education providing post certificate courses with Renal technician, Leadership program, Mental health and Gerontology. Discussion took place on interest, formatting of courses, potential workshops on chronic health challenges and workshops that will fit the needs of LPNs working now. xi) HEU Marcy spoke to updates with HEU. Nursing Team is very active there is a new Director June Darcy. HEU focusing is on occupational competence in the fall, looking at LPN standards across the province and utilization. LPNs asked to do more with cut in wages. CNAC delayed funding for reviewing staffing mixing levels however are completing international literature review on staff mix in LTC and the effect on residence outcomes. Attached is an outline. BUSINESS ARISING FROM THE MINUTES i. Report from the Nursing Directorate (Diane Clements was absent) Round table discussion regarding BC LPN entry to practice competency project. Educators were concerned about the process of how competency information was obtained and from who. i.e. seasoned practical nurses only. Health Authorities requested and received a copy of the BC Competency Manual. Educators did not receive this and felt they would have been more prepared to take part in the September meeting if they had of received this document. Educators were concerned with being directed through the binder and encouraged to refrain from speaking to each other. It would be helpful to receive the competencies from across the country and see what other provinces are doing, this would also increase the portability of LPN s through the country. Educators are concerned about the separation of LPNs, educators and employers in regards to the competencies. We would like to work together. Educators want the CLPNBC to understand that changing/expanding present programs is a huge undertaking and will take time. Diane Clements ed Sharon Dixon with the information: 1. 6 3. Peri-operative course for LPN s being piloted at St. Paul s Hospital. Education Institution budgets needs increasing as new competencies will need extra time to teach. Ministry of Advanced Education will not look at PN education until after the CLPNBC Competency project completed and new entry to practice competencies are introduced. ii iii iv v CLPNBC Report See attached report from Kirsten Christensen LPNABC Report See attached report from Myrtice Alpen HEU Report See attached report from Marcie Cohen Updating BC Provincial Curriculum Round table discussion regarding adding competencies. Some ideas were: Additional Certificate for new graduates Upgrading and bridging solutions Need to see what other provinces are doing Get copy of Alberta competencies Currently LPNs are in the dark regarding new competencies, causing worry Kathy Chouinor has a concern as an employer she needs to know where LPN s fit into job descriptions and with other health professionals Older graduates need to find their place in employment and upgrade their skills Competency discussion shelved until Gordon MacDonald arrives 4. NEW BUSINESS i ii iii Development of post-diploma education programs Most post diploma education programs are geared towards the RN. Process for development of post diploma programs for LPN s: - explore with health authorities the present role and future roles of LPN s in BC Private College rep to Articulation Committee The practical nursing articulation is for public colleges and they chose to include private colleges. Private colleges need a process to nominate a representative for the articulation committee. The Sprott-Shaw representative does not represent the private colleges and has not been nominated as their representative. Sharon requested Elouise Johnson contact the private colleges and work out a process for representation to the Articulation Committee. How to prepare students for 2007 national exam when BC curriculum is lagging behind the rest of the provinces Educator group will look at the new competency blueprint and see where BC students lack knowledge. BC has the shortest program in the country and we need additional instruction and experiences for students. The Leadership component needs to be much stronger. 7 Options: self-directed modules during preceptorship. Ideas to be discussed at the following Educator s meeting Friday Dec. 02, Following identification of gaps in the curriculum that will impact our students success in writing the CPNRE, a letter will be developed and sent to the Health Deans PN Coalition asking for their support in addressing this issue. iv v vi BC Practical Nurse Competencies A collective meeting December 2003 at Children s and Womens Hospital regarding practice and utilization of LPNs. At that point it appeared that educators and employers needed a clear list of competencies. In January 2005, 100 experienced LPNs across the province were interviewed regarding their roles and current competencies. Registrants reviewed the competency document at phase one of the process. Educators and employers reviewed the competency document at phase two. The College of LPNs BC wanted LPNs to feel like they owned these competencies. Employers do not appear to understand the role of the LPN and this effects health care delivery to patients. Standardized documentation of entry level competencies are needed. Gordon responded to the concerns that followed: Employers would like to meet with educators to have a face-to-face identification of needs and how employers will use employees. When can we see this completed document? Response: the document would be out in January or February What revisions were made to the document? Response: terminology corrections. Nothing substantial as there was not a great deal of difference of entry level practice between provinces. A concern that this document not be arbitrarily distributed as people interpret differently. Response: yes this is why it has been kept under cover, so no assumptions are made. Did the registrants have an opportunity to look at their input. Response: Board members saw it. Registrants who provided input did not see it. A lot of curriculum planning needs to be done before the 2007 exam. Response: Gordon will suggest to the Ministry to fund a couple of meetings with educators and employers. PN Articulation: Pat Bawtinheimer, Dean Health Sciences, VCC and Kathy Fukuyama, Department Head, VCC, spoke about the CLPNBC process for gathering information on the competencies and requested another meeting that would include both educators and employers for a final review of the draft BC Competency document. Response: Gordon will arrange for one final meeting, some time in early February. He will correspond with the Chair of Articulation as to time of meeting. Participants will be responsible for own costs of coming to this final meeting. 9 North Island College Practical Nursing Program STUDENTS CPNRE S ATTRITION PROGRAM IMPLEMENTATION UPGRADING we expect that 2 in first semester all 20 students Jan.2005/2006 class - 2 lost at end of first N/A from the semester for academic reasons. We will be back 2005/06 class up to 20 by third term d/t an intake of 3 will write in students who were unsuccessful in the BSN Jan.06 program. 20 students accepted into the Jan.2006/2007 Port Alberni (PA) class One time class offering in Port Hardy/Campbell River (PH/CR) with an ITV component to support PH students to stay in their community 2 days per week. 12 COLLEGE OF THE ROCKIES PRACTICAL NURSING & ACCESS TO PRACTICAL NURSING PROGRAMS Students CPNRE S Attrition Program Implementation Upgrading September 2006 class started Semester 1 with 22 full-time students and 1 part-time student. January 2006 class Invermere site has students in Semester 3 final clinical practicum. We ran two intakes last year: September 2004 and November 2004 intake started with 24 students September 2005 has 27 students # of Qualified Accepted 22 of 24 seats filled 27 seats filled Sept students passed 10 students registered to write in Jan students are registered to write in Jan. 06 # of Waitlisted Qualified None 6 students from Semester 1, academic and health reasons 4 students throughout, for health and academic reasons Attrition remains high primarily due to English language skills. # of Unqualified None Facilities are having a continuous stream of students from a variety of programs. Clinical placement liaison now in place. We have recently revised our admissions and progression document to have clearer language around readmission. The intakes dates are changing to Sept and Jan. Administration of the English Language competency exam for admission has been changed to ensure language is not a barrier to student success. # of Graduates Sept students Oct. and Dec students Continuing to run all of our upgrading courses throughout the year. 13 PRACTICAL NURSING/PRACTICAL NURSING ACCESS PROGRAMS DECEMBER 2005 STUDENTS CPNRE S ATTRITION PROGRAM IMPLEMENTATION UPGRADING April 2005 class in final preceptorship with 23 students finish December 30th Sept 2004/05 class graduated 28 students the 3 rd week in September Sept. 2005/06 started with 34 FT and 2 PT In Community Clinical Placement with 29 students, 2 students have credit for clinical so actually have 31 students #of Qualified Accepted April 2006 Intake = 27 seats and only 12 seats taken at present. PN generic Sept = full with a wait list Writing January, % pass rate student feedback indicated it was a hard but fair exam # Waitlisted Qualified PN generic: 13 4 students left for personal reasons 3 students from private colleges entered 3 rd semester to finish program with us 4 no shows the first day of class! We filled from our wait list and re-entry list We have had 4 withdraw all for personal reasons We have accepted 2 reentry FT students and 1 PT student so 2 nd semester will have: 33 FT and 3 PT # Unqualified We don t accept unqualified applicants Interest in this program has diminished in our area. Extensive advertising hasn t made a difference. We have 12 students qualified for our April start for 27 seats. We may have to go to an every second year model. We have been in discussion with Malaspina University College about offering it opposite to them. We are also considering a part-time model Most of the 28 recent grads went into full time work. Many had choices of jobs. We graduated our first First Nations student. We are finding it easier every intake to find LPN preceptors in a variety of settings. We are still offering preceptor workshops with excellent feedback from preceptors. Employers paying for preceptors to attend # Of graduates from each program : 28 students Sept : 23 students Dec N/A LPN Upgrading: IV's and Blood transfusions and taking & Transcribing Orders. We continue to offer these on a regular basis as demand still there. We have 2 workshops scheduled for the winter for each topic. Immunization Course: plan to offer in the New Year as soon as modules available from the CLPNBC. We are keeping an interest list of LPN s and it is growing daily. 15 PN Articulation Committee Meeting CLPNBC Report: Kirsten Christensen November 26, 2005 Total Programs: 30: Generic 20; Access 7 (1 inactive)e ; Refresher 2: New NOIs Education Program Recognition Process: Under development and will replace Education Accreditation Process. New Process possibly as follows: for new programs and programs in a new location, process will include preparation of a Program Plan, a Curriculum Review by Contracted Consultant, a site visit and Annual Reports. (Discussion and planning ongoing.) 2. BC Competency Profile: Educator and employer sessions with facilitated validation sessions completed. Rita McGregor, Director of Practice and Policy, CLPNA and Bill du Perron from the Alta Ministry were facilitating the sessions. A consolidated BC Competency Profile remains under review. 3. Continuing Competence Program: will be developed related to a BC Competency Profile and applied to an on-line process for registrants to complete on an annual basis. 4. Pharmacology and Medication Administration Self-Assessment Process and Patient Assessment Self- AssessmentTool: available on line and in hard copy from the front desk. 5. Immunization Course: Alta Immunization Course available in BC (To be discussed by G. MacDonald.) 6. Issues: a. Pharmacology: There are a number of registrants who will not have completed the 5 Pharmacology components by Jan 1, 2006 and will receive a Limited License and will be unable to practice pharmacology (medication administration). VCC appears to be the only school teaching the pieces currently. b. Blood Support: Concerns continue regarding the statement that LPNs may not care for clients for the first 24 hours and the understanding that LPNs may not discontinue blood or close blood line and open a saline line, etc? 7. New Courses on the horizon (?): a. A pediatric course outline (Norquest College) was sent from a registrant for review. Are there any schools considering same? b. A maternity-home Health Course is being considered by a BC school. c. A dialysis course is considered through a H. A. Education Initiative. d. A Lab values course would be valuable (employers comment) e. Leadership/management course requested f. Peri-operative Program scheduled to commence in January 2006 g. 18 LPNABC Report - Education Coordinator/New Grad Convenor Practical Nursing Provincial Articulation Meeting 01 December 2005 Educational Representatives continue to make LPNABC presentations to PN students at Colleges in various areas of the province. A couple of the Representatives have stepped down and others have volunteered to take their place. A training session will be held on January 13, 2006 in Vancouver. Following this, there will be 12 trained Representatives available and one will be assigned to each College that offers the PN program. The list is attached to this report. My husband and I are relocating to Ontario in the new year and so this is the last meeting I will be attending. I want to thank the PN Educators, who have invited the Educational Representatives to attend their PN Advisory Committee meetings and have welcomed them into the classroom to make presentations. Our membership stands at 1247 which is a 30% increase in this year and I believe it is due in a great part to these presentations. With a larger membership, we are able to increase our efforts in carrying out our programs and promoting professionalism among LPNs. Anita Dickson will be assuming the position of Education Coordinator/New Grad Convenor at our next Board meeting in February. Anita brings a great deal of energy and enthusiasm to this position and I know that this program will continue and grow under her guidance.
