5 Key Florida Statutes for Career and Professional Academies s , F.S. Career and Professional Academies and career-themed courses A "career and professional academy" is a research-based program that integrates a rigorous academic curriculum with an industry-specific curriculum aligned directly to priority workforce needs established by the regional workforce board. A career-themed course is a course, or a course in a series of courses, that leads to an industry certification identified in the Industry Certification Funding List pursuant to rules adopted by the State Board of Education. Career-themed courses have industryspecific curriculum aligned directly to priority workforce needs established by the regional workforce board 5

7 Key Florida Statutes for Career and Professional Academies For certifications earned in and prior s (1)(o) Calculation of additional full-time equivalence membership based on certification of successful completion of a career-themed course or industry-certified career and professional academy pursuant to s Student eligibility for additional FTE is based on the following: Enrollment in a registered career and professional academy or a career-themed course Completion of a certification on the approved list NOTE: In previous years, funding was calculated when the student graduated from high school. For FEFP, the graduation and promotion requirement is not being applied. Students earning certification through dual enrollment are not eligible for the additional FTE calculation. Each certification will be weighted 0.1, 0.2, or 0.3, based on the year in which the certification was earned. Middle School STEM certifications will be weighted 0.1 7

11 Comprehensive Industry Certification List Department of Economic Opportunity(DEO) creates and maintains comprehensive list of highest and best industryrecognized certifications. Must be approved by Workforce Florida, Inc. Includes certifications that may not be earned by students at the secondary level, although the student may take introductory coursework leading to the certification Additional industry certifications may be recommended to the Department of Economic Opportunity or Workforce Florida, Inc. by regional workforce boards and career and professional academies. Serves as the basis for the annual Industry Certification Funding List 11

13 Industry Certification Funding List Created by the Division of Career and Adult Education Approved by the State Board of Education each year For inclusion: The certification shall be on the Comprehensive Industry Certification List. The certification shall be achievable by secondary students. The certification shall require a minimum of 150 hours of instruction. 13

14 Timeline for Industry Certification Funding List Time Frame March 1, 2014 March 5, 2014 March 5, 2014 to April 1, 2014 April 1 to May 15, 2014 Summer/Fall 2014 Activity for Funding List WFI posts the final Comprehensive Industry Certification List DOE distributes a preliminary Industry Certification Funding List DOE has an open submission window during which districts may submit requests for additions to the funding list. DOE staff review the requests to confirm that all of the required criteria are met. State Board of Education adopts the Industry Certification Funding List 14

15 Adoption of the Industry Certification Funding List (ICFL) Weights will be based on statewide articulation agreements (not adopted on the list). DCAE Recommendation: Weights will be based on articulation agreements that are adopted by the State Board of Education by May 31 of the academic year or for agreements that are valid at any time during the academic year. Weights will not be adopted as part of the list in the SBE rule. Example: For certifications earned in , weights will be based on any articulation agreement adopted by May 31, 2014.

16 Adoption of the Industry Certification Funding List (ICFL) Board was given the authority to differentiate age, work experience and other requirements Would allow SBE to exempt certain non-exam requirements, if appropriate DCAE staff are in the process of reviewing age and work experience requirements. Exemptions will be noted on the ICFL.

17 Middle School STEM List Only valid for the school year Statutory language removed by SB

18 Registered Academies Districts are required to annually register the career and professional academies that meet the requirements of s , F.S. Registration window is between July 15 and September 15 for High School academies and September 16 to October 15 for Middle School academies. Superintendents certify that each registered academy meets all of the requirements in statute. 18

19 Registered Academies Registration process creates a 3-digit identifier for the academy This identifier is used to identify students enrolled in the academy and reported in Surveys 2, 3, and 5 Academies must be re-registered each year. District registrations are published in Appendix Y of the database manual for the K-12 Student Information System 19

20 Career Themed Course Career-themed course (CTC) is a course, or a course in a series of courses, that leads to an industry certification identified in the Industry Certification Funding List. CTC s have industryspecific curriculum aligned directly to priority workforce needs established by regional workforce boards or DEO. Districts shall offer at least two CTC s. CTC s must meet the same criteria as a CAPE academy. 20

21 Career Themed Course Registration Districts are required to annually register careerthemed courses that meet the requirements of s , F.S. Registration window will be in the late fall through a separate process than CAPE academy registration Superintendents certify that each CTC meets all of the requirements in statute. Career-themed courses may be any course in the course code directory. District registrations are published in Appendix FF of the database manual for the K-12 Student Information System 21

24 Issue 2: Reporting Students Enrolled in Career and Professional Academies (Surveys 2, 3, and 5) Data on students in a registered career and professional academy is reported on the Federal/State Indicator Status format for Surveys 2, 3, and 5 and CTE Course Schedule Format for Survey 5 for students attempting an industry certification, using the Career and Professional Academy Identifier element. However, the primary source for enrollment data is the Federal State Indicator Status format. For industry certifications, districts will have until the final close date for Survey 5 to update these records. For example, in the reporting cycle, Survey 5 was closed on February 28, The survey period dates are approved and published by the Department on an annual basis. 24

25 Issue 3: Reporting Academy Students Attempting to Earn Industry Certifications (Survey 5) Data on industry certifications is reported on the Career and Technical Education (CTE) Student Course Schedule format, Survey 5 Districts must report on all industry certifications taken, including those which a student did not successfully complete. To report industry certification activity, we need: Course Number Career and Professional Academy Identifier Industry Certification Identifier Industry Certification Outcome The academy identifier is only reported if the students attempted an industry certification. 25

26 Issue 3: Reporting Academy Students Attempting to Earn Industry Certifications (Survey 5) Up to three certifications can be reported linked to a single course. For dually enrolled students, certification can be reported by linking to a postsecondary course number. Career and Professional Academy Identifier must be reported on the CTE Student Course Format for students earning industry certifications in an academy 26

27 Issue 4: Reporting Students Attempting to Earn Industry Certifications in Career-Themed Courses (Survey 5) Districts will provide a list of career-themed courses (CTC) by school to the Department on an annual basis. This is published as Appendix FF. Any course for secondary students can be a CTC (even if it is not a career education course). If a student attempts an industry certification in a registered CTC, then the identifier and outcome should be reported on the CTE Student Course Schedule format, Survey 5. 27

28 Issue 4: Reporting Students Attempting to Earn Industry Certifications in Career-Themed Courses (Survey 5) If the CTC in which the certification was earned is not part of a career education program, then: Program Code should be reported with all zeros. No matching CTE Teacher Course record required. 28

29 Issue 5: Prior year reporting in limited circumstances Districts may report certifications earned during the prior reporting year, in cases where the certification could not have been earned by the end of the update period. Example: Student had to be 18 to earn the certification and the 18 th birthday fell after the standard update period. This method cannot be used to correct data reporting errors. District may report prior year by using the following elements: School Year Record Submission element equals current reporting year. School Year Course Taken element equals the prior year. 29

30 Other Reporting Issues Certifications should be reported in the year that they were earned. Students should not be reported with the same industry certification identifier more than once in the survey. The outcome reported should be the final outcome for the reporting year. For a student earning an industry certification in a prior year (value of P on industry certification outcome), the student may not be reported with that same industry certification identifier in a subsequent reporting year. For example, ADOBE012 - This certification often has software updates and new version of the software and subsequent exams are released. If a student earned the ADOBE012 certification in , the student may not be reported as attempting or earning that industry certification in any following year. 30

31 Other Reporting Issues For certifications or assessments with work experience requirements, an industry certification identifier may be reported as an attempt when all exams have been taken and any requirements other than work experience are satisfied (i.e., report valid identifier on Industry Certification Identifier element and outcome of "F" on the Industry Certification Outcome element). Students may not be reported with an F for two consecutive years if the only certification requirement outstanding is the work experience. 31

32 Teacher Bonus New Language New Teacher Bonus Language added: For industry certifications earned in the school year and in subsequent years, the school district shall distribute to each classroom teacher who provided direct instruction toward the attainment of an industry certification that qualified for additional full-time equivalent membership under subparagraph 1. a. A bonus in the amount of $25 for each student taught by a teacher who provided instruction in a course that led to the attainment of an industry certification on the Industry Certification Funding List with a weight of 0.1. b. A bonus in the amount of $50 for each student taught by a teacher who provided instruction in a course that led to the attainment of an industry certification on the Industry Certification Funding List with a weight of 0.2.

33 Teacher Bonus New Language Bonuses awarded pursuant to this paragraph shall be provided to teachers who are employed by the district in the year in which the additional FTE membership calculation is included in the calculation. Bonuses shall be calculated based upon the associated weight of an industry certification on the Industry Certification Funding List for the year in which the certification is earned by the student. Any bonus awarded to a teacher under this paragraph may not exceed $2,000 in any given school year and is in addition to any regular wage or other bonus the teacher received or is scheduled to receive.

34 Teacher Bonus For certifications earned and later Applies to additional FTE funding received in the FEFP A portion of the funds provided in s (1)(o), F.S. must be distributed in accordance with the new teacher bonus language

35 Teacher Bonus Implementation Recommendation Districts should be developing processes internally for identifying teachers whose instruction leads to the attainment of an industry certification. All teachers whose instruction leads to the industry certification attainment must receive the bonus Bonus is not pro-rated among the eligible teachers This will be an issue for certifications that are end of program rather than end of course. The district will not be able to rely upon the teacher of record for the final course in which the certification was reported.

36 Data Reports on Funding Calculation Student level reports on students included in the funding calculation can be downloaded by districts: F71102 Includes Student ID, First Name and Last Name F71297 Includes the following elements: Student ID, First Name, Last Name, School of Instruction, Industry Certification ID, and Year Earned Will be adding course and teacher information for data and beyond

37 Program Funding Requirements s (1)(o), F.S. Each district must allocate at least 80 percent of the funds provided for industry certification, in accordance with this paragraph, to the program that generated the funds. Districts must have a methodology for determining how the funding should be distributed to meet this statutory requirement
