4 The Hydrogen Council - Mandate Strategic Council Not directly involved in calls or providing funds Gives input to priorities and further efforts in the area of hydrogen: Technologically Marketwise Societally Safety, regulations, codes and standards Establish an Action Plan

5 Action Plan Strong national industrial actors: Hydro, Statoil, Statkraft Recommended a " Major well-concerted Norwegian Hydrogen Initiative" Suggested: Establishment of Transnova Equal incentives for FCEVs and BEVs (tax exemption, free toll roads etc) Demonstration of fuel cells for auxiliary power for ships 22 other action points

6 Action Plan Industrial actors have pulled back Increasing political engagement Few new SMEs established International efforts are increasing FCEVs ready for market in 2015 Hydrogen's role in grid-balancing and as energy storage of RES Research Council of Norway, Transnova and FCH JU play key roles

7 Areas where Norway may play pivotal role Provider of technology to the market Early market for FCEVs based on the world s best incentives Exporter of hydrogen in a perspective.

8 The Hydrogen Council recommends a national vision: «Norway pioneering sustainable hydrogen» and a corresponding high and increasing national level of ambitions for the effort

9 The Council's view on fleet applications Fleet vehicles (buses, taxies and delivery vans) constitute highly relevant applications areas for H 2 Cannot be covered by Battery Electric Propulsion Geographically limited operation, higher utilization of refuelling infrastructure, reducing cost of H 2 refuelling High annual fuel consumption and correspondingly high potential for emission reductions May additionally reduce noise, particle and NOx-emissions Hydrogen Council recommends Transnova to establish a Program for Public Support for purchasing Fleet Vehicles

10 Main recommendations ( I/II) - for the period Establish incentives ensuring operation of hydrogen refuelling stations Maintain and strengthen incentives for fast introduction of zero emission vehicles Substantially increase Transnova's budgets Increase the support to transport related research

11 Main recommendations (II/II) - for the period Involve Norwegian SMEs in the emerging market for hydrogen technologies Finance at least 2 large national light house projects within hydrogen technology Assess and reveal the potential for large scale export of sustainable hydrogen from Norway Set requirements for the share of ZEVs in public procurement of vehicles & transport services.
