5 Strategies to ensure the citizens access to the therapetuic innovation Correctly define therapeutic innovation Improve the evaluation of the therapeutic innovation (TI) Show the Ministry that the TI is not only about the expenses Create a fund for the TI Implicate the technical experts and the key stakeholders at the starting phases Finance the TI specifically for the chronically ill patients Reinforce the role of the INFARMED (National Authority of Medicines and Health Products) and/or create an institution to evaluate the health technologies

6 Barriers in accessing the therapeutic innovation Drug financing model: There is no prospective budget which includes innovation Payment model to the health care institutions for the acquisition of new drugs Time delay between the negotiation of the Hospitals Contracting Programs/contracting indicators and the approval of new innovative drugs Different evaluating/decision institutions intervening in the decision process Absence of participated and transparent negotiating capacity among the implicated stakeholders for the introduction of innovation
