(All Commission Districts) SUMMARY Recommended to approve a2015 Department of Homeland Security (DHS) State Homeland Security Program (SHSP) grant passed through the State of Nevada Division of Emergency Management for $100,000.00; no match required; retroactive from September 01, 2015 through August 31,2017. This ongoing project has produced updated emergency management guidance for warning, alerting, and informing citizens of disasters. The goal of this year's phase is a subscription renewal of the Integrated Public Alert and Waming System (IPAWS) and to contract with the Nevada Broadcaster's Association for public service announcements. The IPAWS system allows digital alerts, including cellular telephone messages, to the traditional analog system that has been in place since the 1950s. The project builds upon our existing base to implement the FEMA and DHS guidance for building and sustaining preparedness through proactive public outreach as well as community-based and private sector programs for a unified approach. The State issued this award retroactive from the date they received DHS funding. Strategic Objective supported by this item: Safe, secure and healthy communities. AGENDA rrem # 5E3
2 Washoe County Commission Meeting Page2 of4 PREVIOUS ACTION November 13, The Washoe County Board of County Commissioners approved a 2012Department of Homeland Security (DHS) State Homeland Security Program (SHSP) grant passed through the State of Nevada, Division of Emergency Management for $255, November l2r20l3 - The Washoe County Board of County Commissioners approved a 2013 Department of Homeland Security (DHS) State Homeland Security Program (SHSP) grant passed through the State of Nevadq Division of Emergency Management for $165, October The Washoe County Board of County Commissioners approved a 2014 Deparfinent of Homeland Security (DHS) State Homeland Security Program (SHSP) grant passed through the State of Nevad4 Division of Emergency Management for $155, BACKGROT]NI) This FFY15 Department of Homeland Security (DHS) State Homeland Security Program (SHSP) grant is the continuation and sustainment of the citizetinformation and warning initiative begun in FFY 12. This project is an extension of the actions to build and sustain preparedness through public and private sector collaboration to provide proactive public information. This is being accomplished by using a digital, Common Access Protocol (CAP) compliant, interoperable emergency alerting system (EAS). This project remains in the top five Nevada Homeland Security Commission priorities. Prior to this initiative, emergency managers had to telephone a radio station to record and send emergency alerts. Since the advent of this initiative, Federal Communications Commission (FCC) Required Weekly Tests (RWT) and FCC Required Monthly Tests (RMT) have been successful launched in digital format from the REOC in the interest of providing for safe, secure, and healthy communities. Benefit to Washoe County Residents: The benefit of thisfunding isfor notification of emergency preparedness for the protection of life and property in the regionfrom hazards and disasters.
