5 History Unlike most of its neighboring states, Pennsylvania did not have a statewide broadband network to serve the ever-expanding needs of colleges and universities, healthcare centers, economic development entities and others for whom high speed Internet access is essential. In 2009, a once-in-a-generation opportunity arose to create such a network with the offering of competitive grants through the National Telecommunications and Information Administration (NTIA). In an historic collaborative effort, the Keystone Initiative for Network Based Education and Research (KINBER), which included representatives from every sector of higher education, healthcare, economic development, and other partners, applied to NTIA for one of the grants to design and manage a 1,600-mile broadband superhighway that would stretch across the Commonwealth, with access points in 39 counties, most of which are considered unserved or underserved based on their limited access to affordable broadband services. In February 2010, KINBER was awarded a $99.6 million grant by NTIA, which was matched by over $29 million in cash and in-kind contributions from KINBER, contractors and members. As a result of the grant, the first segments of the new broadband network known as PennREN went into service in KINBER is a not-for-profit corporation established to work with its members to create an environment that fosters collaborative research and promotes the innovative use of digital technologies among educational, healthcare, media and other community anchor institutions to improve the quality of life in communities throughout the Commonwealth. Its mission is to provide broadband connectivity and outstanding services to its current and future members. Strategic Plan Page 5

7 Vision Framework VISION STATEMENT KINBER envisions the day when every individual, community and organization has fair, ubiquitous and comprehensive access to educational, research, employment, healthcare, cultural, and social networking opportunities that improve the quality of life and contribute to the vibrancy, sustainability and economic stability of the Commonwealth of Pennsylvania. MISSION STATEMENT KINBER is a not-for-profit membership organization that provides broadband connectivity, fosters collaboration, and promotes the innovative use of digital technologies among learning, health, media and other anchor institutions that improve the quality of life for communities in Pennsylvania through research, education and public service. GUIDING PRINCIPLES KINBER s Board of Directors and staff are dedicated to upholding the following guiding principles: Ensuring fair and equitable access to broadband and network services Governing by the will of its member organizations Being trustworthy, transparent and accountable to its members, partners, and funders Cultivating an internal culture of collaboration and innovation Being a thought leader and participant in regional, national and global conversations about the value and importance of network-based education and research networks Educating citizens, community anchor institutions, and corporations engaged in research and development about the value of KINBER Maintaining organizational and financial sustainability Strategic Plan Page 7

8 Goal 1: Expand Access to Networks The PennREN network will enable KINBER to deliver services and access to underserved areas in Pennsylvania. By working to identify additional content that can travel the KINBER network, we can further expand and enhance K-20 opportunities that benefit all PA residents. STRATEGIC INITIATIVES 1.1 Activate and maintain PennREN, a middle-mile network of more than 1,600 miles of fiber connecting over 70 locations throughout Pennsylvania 1.2 Be a leading resource for broadband and network services related to connectivity, cloud solutions, communications, collaboration, software, business applications, data centers, consulting, digital media production/ distribution/management, health information exchanges, telemedicine, and educational programs 1.3 Help learning, health, media and other anchor institutions to recognize the value and secure appropriate funding, capacity and support for the acquisition and management of network services that will enhance their research, education and public services activities 1.4 Provide access to other regional, national and global networks for research, education and public service 1.5 Encourage last-mile providers to increase the quality, reliability and affordability of Internet services in underserved regions of Pennsylvania Page 8 Strategic Plan

9 Half of our students participate with the Study Abroad program. For those who do not, we can collaborate with students in other countries. Perhaps by having them work together on a project lasting a few weeks or months, we will give them more exposure to other cultures. PennREN will create additional opportunities for our students and faculty in various disciplines to collaborate with Geisinger on mutual research initiatives. Strategic Plan Page 9

10 Goal 2: Connect individuals, communities and organizations Connect like-minded individuals, communities and organizations through meaningful dialogue and opportunities for collaboration using networkbased solutions that transcend physical, geographic, cultural and socioeconomic barriers. STRATEGIC INITIATIVES 2.1 Build a robust social network of members, users and allies who appreciate and understand the value of network-based education, research and public service 2.2 Convene face-to-face and virtual meetings for members and users interested in exploring the potential for network-based solutions to enhance the quality and delivery of educational, healthcare, media and related services 2.3 Foster new and deeper relationships between learning, health, media and other anchor institutions to inspire collaborative projects and initiatives that create social, economic or cultural benefits to individuals or communities in Pennsylvania Page 10 Strategic Plan

11 Goal 3: Spur innovation in learning, health and public media Spur innovation in Pennsylvania s learning, health and public media sectors to improve the quality of life for residents and contribute to the economic growth of the Commonwealth. STRATEGIC INITIATIVES 3.1 Elevate the Commonwealth s reputation as a center for innovation in network-based education and research through thought leadership and strategic communications 3.2 Promote and spotlight the innovative and collaborative network-based project work of members through digital storytelling, publications and messaging campaigns 3.3 Lead strategic initiatives in higher education (e.g., federated identity management, PreK-12 partnerships), healthcare (e.g., telemedicine, health information exchange), and public media (e.g., shared digital archives) 3.4 Challenge and inspire members to leverage and apply their expertise in network-based education and research to relevant social and economic issues in the Commonwealth, including job training and creation, public safety, healthcare reform, environmental sustainability and community revitalization, among others Strategic Plan For years, many members of The Hospital & Healthsystem Association of Pennsylvania (HAP) have been frustrated that insufficient and costly broadband service in their area made it difficult for them to get the connectivity they needed to support their staff and patients effectively. With passage of the federal American Recovery and Reinvestment Act of 2009, HAP worked with higher education to secure grant funding for KINBER s Pennsylvania Research and Education Network. With KINBER, the service delivery improvements for the healthcare industry are vast. Initially, healthcare providers may seek commodity internet and access to research networks through KINBER. As KINBER evolves, they also may take advantage of various services, ranging from data storage and hot sites for disaster recovery to clinical applications such as remote ICU apps, telemedicine, advanced research and health information exchange. Harnessing the technology will provide a value to Pennsylvania and, in particular, healthcare in Pennsylvania. 12 Goal 4: Deliver exceptional membership value Deliver exceptional membership value to a growing, diverse and loyal base of member organizations. STRATEGIC INITIATIVES 4.1 Develop a strong and widely recognized brand identity for KINBER that communicates its mission and value to members, sponsors, and partner organizations 4.2 Increase membership among higher education, PreK-12 education, healthcare, public media and related community institutions and consortia through targeted marketing and outreach campaigns and the delivery of vital, high quality member benefits and services 4.3 Cultivate member loyalty through relationship building, assessing and responding to changing needs of current members, and rewarding longstanding and/or high value members 4.4 Engage members in strategic planning, event planning and other major organizational decisions Page 12 Strategic Plan

13 One benefit we get from membership besides the physical network is interacting with the staff from the other members. We get exposure to their ideas, the challenges they face and learn about how they meet those challenges. We can also discuss how higher education, public TV, K-12 and healthcare can work together. It is a huge positive intangible. Because of the commonality of PennREN, we are now at the same table for the first time. 14 Goal 5: Demonstrate stewardship Demonstrate responsible and accountable stewardship of public, private and member investments. STRATEGIC INITIATIVES 5.1 Ensure that the Board of Directors represents the institutional, experiential and geographic diversity of KINBER s members 5.2 Inspire a culture of philanthropy, learning and engagement throughout the organization to ensure that the Board, staff and members have meaningful opportunities to contribute their time, expertise, wisdom and resources and work together to advance KINBER s mission 5.3 Publish and present an annual report to members and the community 5.4 Develop appropriate staffing and volunteer capacity, infrastructure and support for brandraising, development, membership recruitment and services, network operations and management, and strategic communications 5.5 Secure long-term financial viability by creating operating and capital reserves, exploring the feasibility of an endowment and/or related fundraising strategies, and maintaining strong financial controls Page 14 Strategic Plan

15 The University of Pittsburgh is initially interested in using PennREN as an alternative to leased network services providing connectivity between our main campus in Oakland and our four regional campuses. The increased bandwidth possible will help to facilitate increased collaboration in teaching and research among all campuses. In addition participation in the network by UPMC and Carnegie Mellon University will enhance and expand collaborative efforts among those institutions. The Three Rivers Optical Exchange (3ROX) has provided such opportunities already. We also see faculty thinking about the possibilities for intra- and inter-institution collaborative efforts, distance learning, and other initiatives. We have no doubt that PennREN and other KINBER initiatives will increase the potential for such opportunities and we plan to foster those initiatives.
