1 CPWG/20- IP/03 27/10/2015 Twentieth Meeting f the Crss Plar Trans East Air Traffic Management Prviders Wrk Grup (CPWG/20) Agenda Item 5: Prvide Status f CPWG/19 Actins (Anchrage, Alaska Octber 2015) OUTCOMES OF VOLKAM/15 and PLANNING FOR VOLKAM/16 EXERCISES (Actin Item CP15-06) (Presented by State ATM Crpratin f Russia) SUMMARY This paper presents infrmatin n the utcmes f VOLKAM/15, planning f VOLKAM/16 and pertinent issues. 1. Intrductin 1.1 Tw steering grups were frmed by the Eurpean Air Navigatin Planning Grup (EANPG) Prgramme Crdinating Grup (COG) and Nrth Atlantic (NAT) Implementatin Management Grup (IMG) t ensure cntinuatin f regular vlcanic ash exercises in the EUR and NAT Regins. 1.2 The Eurpean and Nrth Atlantic Vlcanic Ash Exercises Steering Grup (EUR/NAT VOLCEX SG) plans n cnducting ne exercise in the secnd quarter f 2016 that is called VOLCEX16. Details f the exercise will be determined at the VOLCEX16 planning meeting that will be held at the ICAO EUR/NAT RO frm 8 t 9 December The Vlcanic Ash Exercises Steering Grup fr the (far) Eastern part f the EUR Regin (EUR (EAST) VOLCEX/SG) recently cnducted a vlcanic ash exercise frm 2200 UTC n 15 April t 0400 UTC n 16 April 2015 called VOLKAM15. VOLKAM15 simulated a vlcan eruptin f a vlcan called Ksudach lcated in suthern Kamchatka. The simulated ash plume mved sutheast t impact the nrthern pacific (NOPAC) and trans-east rutes, as well as Pacific Organised Track System (PACOTS). The assciated debrief meeting held in Paris n 22 April 2015 prduced several recmmendatins that are discussed in this paper. 2. Discussin 2.1 The bjectives f the exercise (in bld) were met, nting imprvements can be made in sme areas. Demnstrate crdinatin prcedures between all participating parties (Air Navigatin Service Prviders, Air Traffic Management Centres, Aernautical Infrmatin Services, Vlcan Observatry, Vlcanic Ash Advisry Centres, Meterlgical Watch Offices and users) Achieved successful as demnstrated by infrmatin flw as per prvisins, high participatin in telecnference calls, respnses prved by Air Navigatin Service Prviders

2 (ANSP)s t peratrs simulated re-rute requests (imprvements still needed and addressed in recmmendatins). Demnstrate tactical re-rutes in bth Russian Federatin and Japan Achieved sme airlines used the pre-determined rutes prvided in the exercise Letter f Agreement (LOA), while tw airlines psed cncerns with fixes related t re-jining R220 as they were nt defined in their flight planning systems. One airline used B241 instead f rejining R220 as this was a mre efficient rute given the destinatins. Suggest in real events that the airline peratr centre ntifies all the affected air traffic cntrl prviders f the revised flight plan (including fr thse in flight). This wuld require acceptance f these revised plans by ANSPs. 2

3 Demnstrate VAAC Tky and VAAC Anchrage handver Achieved with cnfirmatin frm Vlcanic Ash Advisry Centre (VAAC) Tky. Demnstrate transmissin f special air-reprts n vlcanic ash in accrdance t Annex 3 (aircraft->acc->mwo->vaac) Achieved ne reprt frm American Airlines (AAL) f n ash using vlcan crdinates prmpted a new Vlcan Observatry Ntice fr Aviatin (VONA) with a clur change frm red t range. Anther reprt frm AAL cnfirmed ash ver R220 later in the exercise. These reprts culd be viewed n SADIS. Other airlines stated they had sent reprts, but were nt bserved n the SADIS. Demnstrate infrmatin sharing via telecnferences and website Achieved test telecnference was successful, which reduced the risk f having prblems in the scheduled telecnferences. Vices were clear and mst participants jined the tw scheduled telecnferences. VOLKAM data frm was useful in that it allwed participants t review what wuld be discussed n telecnferences and reduced the risk f miscmmunicatin. These data frms may be sent t a web-based facility in the future. 2.2 The fllwing recmmendatins (in bld) were develped in the debrief meeting. Recmmendatin 1: Frmalize a permanent LOA between Petrpavlvsk-Kamchatsky, Fukuka Oceanic and Anchrage FIRs fr handling crss barder flights (including cntingencies) New rute(s) linking Petrpavlvsk-Kamchatsky and Fukuka Oceanic FIRs wuld need a flight check. LOA shuld be cncluded nce the target date fr implementatin f new rute(s) is knwn. Recmmendatin 2: Prcess f cmmunicating and accepting revised flight plans needs t be develped Crss Plar Wrking Grup (CPWG) expected t develp a matrix n hw ACCs prvide revised flight plans dwnstream t ther ACCs. The end gal is t harmnize such prcedures. ICAO t liaise with the apprpriate ICAO glbal grup fr pssible input t glbal prvisins in this regard. Recmmendatin 3: Clarify issuance f NOTAM NOTAM shuld be issued fr significant changes related t vlcanic activity (e.g. clur cde change) and pint t existing vlcanic ash prducts (Vlcanic Ash Advisry in text and graphic frm as well as SIGMET). The VOLKAM16 Exercise Directive will be updated accrdingly (sequence f events NOTAM issued nly fr clur cde change; and prvide crrespnding examples). 3

4 Recmmendatin 4: Use f VOLKAM Data Frm in supprt t Cllabrate Decisin Making Exchange VOLKAM Data Frm by web cnference (t be determined) instead f . Recmmendatin 5: Arrange telecnferences fr real events Define rules that wuld warrant a telcn (e.g. vlcanic ash clud >=FL300, expected impact t NOPAC and trans-east rutes as well as PACOTS, level f current and expected traffic n these rutes; and what determines wh leads the telecn) by VOLKAM16 planning meeting. Cnsider U.S. Cmmand Center telecn facilities. Need crdinatin between Oakland and peratrs fr prpsed changes t PACOTS (W bund tracks) wuld peratrs use the new tracks. Need crdinatin between Fukuka and peratrs fr prpsed changes t PACOTS (E bund tracks) wuld peratrs use the new tracks. Nte: new PACOTS rutes wuld avid ash, but the existing PACOTS rutes that maybe affected by the vlcanic ash wuld still be available t airlines Recmmendatin 6: Cnsider reducing the exercise time frm ending at 0400 UTC t ending at 0230 UTC The exercise duratin fr VOLKAM15 was frm 2200 t 0400 UTC. T increase the efficiency f the exercise, the secnd telecn culd ccur at 0200 UTC instead f 0300 UTC (a full hur after the VAAC handver cmmences). The exercise culd end after the secnd telecn at 0230 UTC reducing the exercise by 1.5 hurs. 2.3 The VOLKAM15 debrief meeting als agreed that the draft Guide n Operatins when Vlcanic Ash Impacts NOPAC, PACOTS and trans-east rutes be updated based n experience gained in VOLKAM15 and recirculated t participants fr input that may be cnsidered as an appendix t the EUR/NAT VACP. This task is als a fllw-up t the Trans-Reginal Airspace and Supprting ATM Systems Steering Grup (TRASAS) Cnclusin 4/ Fr mre infrmatin related t VOLKAM15, the meeting is advised t review the reprt f the assciated debrief meeting n the ICAO Prtal (grup EEVOLCEXSG). 2.5 The EUR (EAST) VOLCEX/SG/7 meeting was held in Petrpavlvsk-Kamchatsky, Russian Federatin frm 18 t 20 August 2015 which develped a first draft VOLKAM16 Exercise Directive. A simulated vlcan eruptin f a vlcan named Karpinsky lcated in the Nrthern Kuriles (Paramushir) will take place frm 2200 UTC n 21 April 2016 t 0130 UTC n 22 April The simulated vlcanic ash clud t FL400 will mve suth-east, east and then nrtheast in rder t impact trans-east rutes, NOPAC rutes and pssibly PACOTS. A revised bjective fr this exercise is t test the methd f transmitting changed r revised rerutes, including thse already in flight. A matrix as t the preferred methd in this regard fr each ACC was being develped by the Crss Plar Wrking Grup and culd be used by peratrs in the exercise. 4

5 2.6 In additin, VOLKAM16 will include a secnd ash clud t FL200 that will mve nrth t test VAAC Tky and VAAC Anchrage crdinatin in prducing VAA/VAG when crssing ver the bundary f respnsibility at 60N. Cnsequently, MWO Yelizv wuld test issuing SIGMET fr Petrpavlvsk- Kamchatsky FIR based n VAA/VAG prduced. Fr mre infrmatin, the EUR (EAST) VOLCEX/SG/7 meeting reprt will be psted and available under the grup EEVOLCEXSG. 3. Actin by the Meeting 3.1 The meeting is invited t nte the infrmatin presented. 5
