2 DAY 1 Inaugural Programme Shri Vivek Velankar inaugurated the Executive Programme. Dr. S Haridas gave a welcome speech to the participants. BCS and SOG short-films were shown to the participants. Prof. Parimal gave the Vote of Thanks!

3 Session on Right to Information Act By Shri Vivek Velankar Participants come to know about the origins of Right to Information (RTI) Act and struggles happened for it. Important provisions of the act were elaborated to the participants. They were trained in how to draft the RTI application, how to make an appeal at higher authorities under the RTI Act and how to utilize the information received under RTI.

4 Session on Functioning of Local Self-Government & State Government By Adv. Hemangini Shah Participants came to know about different tiers of government in India. Focus of the session was on functioning of Gram Panchayat, Panchayat Samitee and Zilla Parishad on the one hand and Municipalities on the other hand. Powers and responsibilities of members of these elected bodies as well as bureaucrats were elaborated. Role of state governments in supporting and monitoring the functioning of local self-government was discussed in this session.

5 Day 2 India, World Economy and Public Policies By Dr. Girija Lagad The session discussed India s rise in world economy as one of the spectacular events of 21 st century. Indian economy s ups and downs in a globalized world in last 20 years was elaborated to the participants. The session discussed the strengths of Indian economy to stand out to the occasional fall out of world markets and challenges it is facing to overcome domestic stagnation. How the public policies can make the difference and help in boosting the economy was discussed in this session.

6 Session on Political Leadership By Dr. R. Pillai Dr. Pillai effectively dealt with what should be the outstanding leadership qualities a political leader must possess and what should be the ethical framework of political leadership! The session discussed how to obtain high moral and ethical ground in politics. Outline of Chanakya-niti was provided to the students for incisive insights into development of political career. Dr. Pillai emphasized that today, when politics has become super-competitive, it is time for aspiring political leaders to revisit Kautilya and obtain wisdom from his timeless thoughts.

7 Day 3 Session on Constitution of India By Prof. Parimal M S Participants were introduced to the salient features of the Indian constitution and the political framework of the constitution. The fundamental rights and duties as well as directive principles of state policy were discussed to elaborate role of the government. The division of powers among legislature-executive-judiciary and balance of power among them constitute an important principle enshrined in the constitution. The constitution amendment process was discussed with prime examples and judicial review.

8 Session on Current Political Scenario By Dr. Sanjot Apte The session eloquently discussed India s political scenario, which has changed drastically after 14 th May India re-entered into a majority government period from the coalition era. But the most fundamental shift that happened was replacement of Congress by the Bharatiya Janata Party as the pan-india political formation. Is this a sustainable change? What will be the future of grand old party, i.e. Congress? And what role the regional parties will play? The session deliberated on all these aspects.

9 Day 4 Confidence Building & Public Oratory By Gp Capt (Retd.) D. P. Apte Self-Confidence is the base of public oratory. The session provided mantra of selfconfidence to the participants. Body language constitute an important part of impressive public oratory. Similarly, connect with the audience, recitation of poems/shlokas etc, citing stories are helpful in leaving an impact on the audience. The session elaborated how to incorporate these components in the speech and how to use them with confidence. How to give a key message in the speech was discussed in this session.

10 Session on Campaign Management By Prof. Manish Kelkar Winning the election depends on how your campaign is being organized in the constituency. Campaign management in a scientific way was discussed in this session. Different aspects of campaigns candidate s own appearance and connectivity, reaching out to maximum people in limited days, use of print and electronic media was discussed in the session. Strategies for social media reach-out was elaborated for its effective utilization.

11 Day 5 Session on Parliamentary Procedures By Shri Nandan Sharayala Parliament s functioning in India is at the heart of democracy. The session discussed the rules and norms of parliamentary proceedings in India. The distinction between upper house and lower house was elaborated. Functioning of different committees of Rajya Sabha and Lok Sabha was explained in the session. Powers of Lok Sabha Speaker and Chairperson of Rajya Sabha was discussed. Procedures to pass the bills including Joint Sessions of the Parliament was elaborated to the participants.

12 Session on Budget Formation of Fiscal Policies By Shri Narendra Jadhav Union Budget formation process is one of the most complicated and taxing responsibility of the Finance Ministry. How does the ministry handle different pressures from interest groups was discussed in the session. How does ministry seek opinions of different stake-holders and consolidate opinions into budget policies was elaborated to the participants. The tact of balancing between popular demands and fiscal discipline was elaborated in the session.
