3 The Faculty and Department of Education Central Institute of Education (CIE), also known as the Faculty and the Department of Education of the University of Delhi, was perhaps the first major institution of professional learning and research in Education established after independence. The first Prime Minister of India, Pandit Jawaharlal Nehru and first Education Minister, Maulana Abul Kalam Azad took considerable interest in CIE's establishment in 1947 and its activities and progress in those early years. Maulana Azad visualised the function of CIE not merely to "turn out teachers who will be 'model teachers', but to evolve into "a research centre for solving new educational problems of the country". The Maulana prophesised that CIE would grow into "a beacon light for training institutions of the country". Over these past decades, CIE has indeed grown into a pace-setting institution in Teacher Education and Educational Research. Recognised as the Institute of Advanced Studies in Education (IASE) and having launched the Maulana Azad Centre for Elementary and Social Education (MACESE), CIE has shaped its unique philosophy, which finds reflection in its academic programmes. Faculty of Education offers the following academic programmes: Bachelors in Education (B.Ed.) A full-time professional teacher education programme of the duration of two academic years, after graduate or post-graduate studies, leading to a Bachelor of Education (B.Ed.) Degree. This programme is offered at present at CIE (Department of Education, University of Delhi), as well as at two affiliated colleges of the University of Delhi. B.Ed. Special Education (VI) at Durgabai Deshmukh College. B.Ed. Special Education (MR) at Lady Irwin College B.El.Ed (Bachelor in Elementary Education) A full-time professional programme of four years, after 12 years of schooling, in elementary teacher education leading to a Bachelor of Elementary Education (B.El.Ed.) Degree. This programme is offered at eight affiliated colleges of the University of Delhi. Master in Education (M.Ed.) A full-time programme in Education of the duration of two academic years leading to a Master of Education (M.Ed.) Degree. Master of Philosophy - M.Phil. (Education). A full-time and part-time pre-doctoral research programme. Doctor of Philosophy - Ph.D. (Education). A doctoral research programme. 3

4 THE MASTER OF EDUCATION (M.Ed.) PROGRAMME The Master of Education Programme of the Department of Education (Central Institute of Education) was launched almost simultaneously with the Bachelor of Education Programme in the early years after the independence of our country. It was conceived as a professional programme for advanced study of the discipline of Education. From this year onwards, CIE will offer two years full time M.Ed. programme. ABOUT THE PROGRAMME 1. Programme Structure The Master of Education Programme is a full time programme for duration of two academic years. 2. Courses of Study* The objective of this programme is to develop in-depth knowledge and specialization in education among the students of the M.Ed. programme. This is in keeping with NCTE (National Council for Teacher Education) norms, which states that the M.Ed. programme should encourage students to extend as well as deepen their knowledge and understanding of education, specialize in select areas and also develop research capacities. The programme is divided into following five components: i. Research Methods: This will consist of two Courses and a Seminar Course to strenghthen the understanding of research. ii. Perspective Courses: This will help students to develop knowledge of different areas viewed as critical for education. Broadly, it will reflect areas, for example, philosophical, sociological, psychological, and historical and economic foundations of education. iii. Specialization Courses: It will comprise of a list of optional Courses to enhance understanding in a specialized field of study in education. This will include areas, for example, Elelmentary Education, Secondary Education, Science Education, Social Science Education, Languauge Education, and Curriculum Studies. iv. Seminar and Projects v. Dissertation *NOTE: The above structure is subject to approval of AC/EC of University of Delhi. 3. Programme Transaction Details The M.Ed. Programme involves lectures, discussions, practicum, student presentations, group work, school-based assignments, sessional tasks and seminars. 4

5 Medium of Instruction The medium of instruction for M.Ed. is English. The medium of writing research dissertation and examination can be either English or Hindi depending upon the student s choice. However, the medium of examination chosen by a student cannot be changed from one paper to another; it should remain same for the entire examination including the dissertation. Timings The working hours are 9.00 am to 5.00 pm (Monday to Saturday). Hostel Accommodation CIE has a small dormitory - type hostel providing residence and boarding for students. The application for a seat in the hostel is to be submitted immediately after admission, if needed. Attendance As per NCTE the minimum attendance of students shall be 80 % for Theory Courses and Practicum, and 90% for Field Attachment. ELIGIBILITY CONDITIONS (as per Gazette of India- Extraordinary 2014) The candidates seeking admission to the Master of Education Programme (M.Ed.) for the Academic session should have obtained at least 50% marks or an equivalent grade in the following programmes: i. B.Ed. ii. B.A. B.Ed.; B.Sc.B.Ed. iii. B.El.Ed. iv. D.El.Ed. with an Undergraduate Degree (with 50% marks in each).. SELECTION PROCEDURE: See e-admission Bulletin also. No. of Seats No. of seats for M.Ed. Programme - 50 Selection to the programme is based on the scores in the Written Test and Interview. All the eligible candidates for M.Ed. programmes will be required to take the written test at their own expense. The written test may be attempted in Hindi or English, but it should remain same for the entire Entrance Examination Written Test. 5

6 About the Entrance Examination: The Entrance Examination comprises a written test and an interview Note: 1. Written Test on Education- Duration 2 Hrs. Maximum Marks 40+45=85 The test will include questions to assess candidates understanding of educational theory, their research aptitude and their analytical and reflective abilities related to the contemporary Indian education discourses. The test will be divided into two parts. The first will be objective type (40 marks) and will qualify the candidate for the evaluation of the second part, which will include descriptive answer questions (45 marks). 2. Interview - 15 marks The interview will include questions to assess the candidate s self-expression and also the ability to substantiate arguments related to educational issues. All candidates whose qualifying examination results are awaited will be allowed to appear for the entrance examination provisionally. However, in accordance with the order of Hon ble Delhi High Court in LPA 903/2013 the candidates will be eligible for admission only after the result of the qualifying examination has been declared and the candidates meet the minimum eligibility criteria. Thus no provisional admission will be allowed to result awaited cases. Rounding of fractions will not be done while computing the percentage of marks for eligibility. It is the responsibility of the candidate to satisfy the Department authorities that the marks obtained by him/her in the qualifying examination are within the expected percentage in the aggregate or above. They must also ensure that the mark-sheets submitted by them clearly indicate that the marks obtained are in accordance with the maximum marks allotted for the examination. Any Candidate who is employed shall not be admitted to the M.Ed. programme unless (s)he produces a valid sanction of leave from the employer. M.Ed. students are not permitted to take up any employment. No M.Ed. student will be allowed to study for any other examination, while pursuing this programme. Age Requirement: As per Delhi University norms, there is no age bar for admission to the M.Ed. programme. CONDUCT OF THE ENTRANCE EXAMINATION Written Test 1. The test will be conducted by the Department of Education (CIE) on the dates and time specified on the Delhi University as well as C.I.E website. 2. Admit card will be sent by and also automatically generated. This card will indicate the test venue as well. 3. A seat with a roll number will be allotted to each candidate. Candidates must occupy their allotted seat before the scheduled time for the test. 4. Candidates who come after the time specified for the commencement of the test shall not be permitted to appear in the tests and interviews. 6

7 5. Candidates shall not be allowed to use any textual material, printed or written, bits of papers etc. inside the examination hall. 6. Each Candidate should use a Blue/Black Ball point pen for the entrance test. 7. No candidate shall be allowed to go out from the venue of the test until the completion of the entire test. Candidates should also not leave the examination hall without handing over their test booklets to the invigilators on duty. Interview List of candidates qualifying for the interview along with the corresponding venue of interview will be notified on the C.I.E. website prior to the interview. Interview of the selected candidates will be organised at the scheduled centres as per the date and time notified. Procedure regarding intimation of Written Test and Selection All admissions are subject to approval by the University of Delhi. All notifications pertaining to the lists of candidates called for written test, interview and final selection, depositing of the dues etc., will be put up on C.I.E. website, i.e. Both local and outstation candidates are required to check up their Names, Roll Nos. etc. from the lists displayed on the C.I.E. website. No telephonic enquiry will be entertained. Candidates may contact us through on ciemed2015@gmail.com RESERVATION OF SEATS: See Admission Bulletin also. (a) Scheduled Castes/Scheduled Tribes (S.C./S.T.) 22.5% of the total number of seats (15% for Scheduled Castes and 7.5% for Scheduled Tribes) is reserved for these categories. However, in the case of nonavailability of the eligible candidates, these reserved seats may be interchanged between the SC and ST. As per norms each Scheduled Caste/Scheduled Tribe candidate will be allowed a relaxation of 5% marks in the minimum eligibility requirement as per the NCTE norms. Scheduled Caste/Scheduled Tribe candidates while applying for admission will be required to submit a copy of the certificate from a competent authority as listed below along with the application for admission to the effect that he/she belongs to a Scheduled Caste/Scheduled Tribe: (1) District Magistrate/Additional District Magistrate/Deputy Commissioner/ Collector/ Additional Deputy Commissioner/Deputy Collector/First Class Stipendiary Magistrate/City Magistrate (not below the rank of a first class Stipendiary Magistrate)/Sub Divisional Magistrate/Taluka Magistrate/ Executive Magistrate/ Extra Asstt. Commissioner. (2) Chief Presidency Magistrate/Additional Chief Presidency Magistrate/ Presidency Magistrate. (3) Revenue Officer not below the rank of Tehsildar. (4) Sub-Divisional Officer of the area where the candidate and/or his/her family resides. (5) Administrator/Secretary to the Administrator/Development Officer (for Lakshadweep and Minicoy Islands) 7

8 (b) Other Backward Classes (OBC) In the light of reservation for OBC, 27% seats will be filled in accordance with Central Educational Institutions Act As per NCTE guidelines, these candidates will also be allowed a relaxation of 5% marks in the eligibility. Only those candidates who belong to the Non-Creamy layer and whose caste is listed under the Central List of OBC Category are eligible for admission under this category. Note: 1. Filling up of reserved seats will be done in accordance with the procedure prescribed by Law. 2. In case of non-availability of suitable candidates in the OBC category, the vacancies will be treated as non-reserved and will be filled accordingly. 3. All other conditions and requirements of admission for the reserved categories will be the same as for non-reserved categories. Supernumerary Seats: (a) Persons With Disability (PWD) 3% of the total number of seats is reserved for physically disabled (including visually disabled) other than deaf. These candidates will also be allowed a relaxation of 5% marks in the eligibility. (b) Children/Widows of Armed Personnel (C/WAP): (i) (ii) (ii) C/WAP candidates are allowed a relaxation of 5% marks in the eligibility requirements. 5% of the seats are reserved for the children/widows/wives of officers and men of the Armed forces including Para Military Personnel killed or disabled in action.. The cases of the wives/widows/children of officers and men of the Armed Forces including Para Military Personnel who died/were disabled while on duty will be considered for admission against 5% seats reserved in this category if any seat remains vacant after admission of persons according to point (ii) above. Admission to the C/WAP category will be made in the order of preference as specified by University of Delhi. In order to become eligible for the above relaxation, the C/WAP candidates will be required to produce the Entitlement Card issued by the Record Officer of the Unit/Regiment of armed personnel of the Armed Forces. (c) Foreign Nationals 5% seats are reserved for Foreign students in M.Ed. Programme. All eligible foreign students are to apply through the Deputy Dean, Foreign Students Registry Office, University of Delhi. They will be exempted from the Entrance test. However, they shall have to undergo a special test of proficiency in the English language and an interview conducted by the Department of Education. 8

9 ADMISSION FEE & UNIVERSITY DUES The actual chargeable fee and other dues will be notified by the Department of Education along with the list of candidates recommended for admission. Candidates will be required to deposit the total amount of fees and dues at the time of admission. INSTRUCTIONS FOR APPLYING FOR ADMISSION: See Admission Bulletin also. The entrance fee has to be paid by payment gateway using debit/credit card. Candidates must note the following: 1. Candidates are required to apply for admission only on the prescribed forms available online at by the last date as mentioned in the admission schedule. 2. Before proceeding to make payment and filling up the forms, the candidates are requested to check their eligibility to appear in the entrance examination as per the conditions laid down in the e-prospectus. 3. Candidates are expected to read all FAQs, Admission Bulletin and E-Prospectus available on before filling up the form. 4. Any application form, which is incomplete or has wrong information, will be rejected. 5. The acknowledgement generated after successful submission of online application form should be printed and kept safely for future reference. 6. The fact that a candidate has been allowed to appear in the written test/ Interview does not imply that the candidate is eligible for/ entitled to admission. GENERAL INFORMATION 1. Failure to submit any of the documents required at the time of admission along with fees, etc. will result in the cancellation of candidature. 2. Missing any stage including fee submission dates will lead to immediate cancelling of the candidature of the applicant. The admission committee will entertain no subsequent application in this regard. Students pursuing M.Ed. programme are not permitted to take up any employment or study for any other examination during the entire period of the programme until the conclusion of the academic session. 4. Selected candidates are required to deposit the fee (details of which will be notified on the Notice Board of the Department along with the First List of selected candidates) as early as possible after the announcement of their selection and in any case by the date and time notified for the purpose in the e-prospectus and admission Bulletin. 5. Selected candidates must join the programme on the opening day of the new academic session as notified in the admission bulletin. The orientation to the academic programme begins on the opening day itself. 9

10 6. If a candidate gets admitted on the basis of a wrong statement or information, the admission will be cancelled whenever it comes to the notice of the Department. All fees paid till then shall be forfeited and necessary disciplinary action shall be taken. 7. All selected candidates will be required to produce the following documents along with an attested copy of each of the following at the time of admission. High School/Secondary School Certificate for the purpose of verification of age. Detailed statements of marks of all the examinations passed including the qualifying. Examination(s) passed. Study Leave. Reserved category certificate(s) for establishing his/her claim for a reserved seat. Character Certificate (original) from the institution last attended. 9. All admissions are subject to the approval of the University of Delhi. CAUTION: If after verification, it is found that the information or certificate(s) produced is/are false, criminal proceedings will be initiated against the concerned person in addition to the cancellation of admission of the candidate and forfeiture of the tuition fees etc. Disputes, if any, arising out of or relating to any matter whatsoever, concerning the process of admission shall be subject to the exclusive jurisdiction of the competent court in Delhi only. 10
