3 Board Resolution June 2015 The UBC Board of Governors requests that Administration set international student tuition fees at levels that reflect UBC s standing as a global university and the value of a UBC degree. While ensuring that the university maintains healthy enrolment of international students and attracts a diverse range of students, the fees should support the mission and excellence of the university and should be comparable to those at peer institutions. 3

4 Approach used to ascertain benchmarked tuition levels The proposed program-specific tuition was determined through a robust, multi-stage collaborative process, with each of the Faculties. For each program: Faculty and Administration work group Individual Dean feedback 1. Peer program benchmarking based on tuition and ranking focus on Canadian peers validation & potential re-calibration based on global peers Proposed Benchmark tuition range 2. Benchmark placement within range & risk assessment based on: program demand differentiators labor market outlook Proposed Benchmark tuition level 3. Approach to reach proposed benchmark tuition level phasing Proposed New Tuition Amounts for 2016/17 to 2018/19 Peer group of Canadian/International/UBC internal comparators determined by: English-speaking, primarily public institutions Times Higher Education university ranking Comparable program pre-requisites/credentials Faculty guidance & survey data* Applications/acceptances/admissions ratios* Quality of student applicant pool* Faculty input on program differentiators Faculty or subject ranking Survey data* Program-specific labor market prospects Tuition and enrolment trends at other universities Enrolment targets* * Where available 4

UBC base tuition assumes 2015/16 rate plus a 3% increase. 5
