2 SECTION 1 : ACADEMIC BOARD COURSE PROPOSAL PART 2: DETAILS FOR ASSESSMENT OF PROPOSAL Purpose of the proposal This proposal has two purposes: Introduce a new articulated four year full-time course, the Bachelor of Sciences/ Master of. It will replace the articulated Bachelor of Sciences/ Master of information Management which will be deleted. The new combined Bachelor of Sciences/ Master of course is designed to respond to the changing needs of health professionals and health organisations in our increasingly electronic environment. The combined degree will provide students with the advantages of a generic preparation and an interdisciplinary learning experience. Students will be equipped with the required breadth and depth of knowledge, understanding and expertise in the design, implementation and use of information and communication technologies in health. The course is a graduate entry program for students who wish to pursue a career as a health informatics specialist or health informatician. Our aim is to graduate health informatics specialists who can make a significant contribution to the field Justification for proposal The Faculty of Sciences is undergoing an intense period of review of its structure and teaching and this combined degree is part of changes to courses that will emphasise interdisciplinary opportunities, more generic preparation and flexibility for students. These advantages, coupled with the professional entry available from the BHlthSci/MHI will better prepare students to meet the needs of the modern health system. The combined BHlthSci/ MHIM degree was first offered in During 2006, an extensive review of the Bachelor of Sciences was undertaken, resulting in the changes to the undergraduate component of the degree outlined in this proposal, and a repositioning of the articulated graduate course as a Master of. These amendments to the BHlthSci component of the combined degree, are the result of a review and repositioning of the BHlthSci as a flagship generic program in the Sciences. The generic first year of the Bachelor of Sciences provides an opportunity for students to investigate the health sciences more broadly and provides flexibility to articulate into a wide range of health science programs if the student s initial choice proves unattractive. A four year professional preparation program that culminates in a Master s degree is expected to be attractive to high-achieving students with an interest in the health sciences. This has been the experience of the combined degrees including the Master of Nursing which commenced in 2006, where the UAI has improved compared with that experienced previously by the undergraduate nursing degree. The amendments to the postgraduate component of the degree including a new Master of and deletion of the Master of Information Management, are the result of a review and repositioning of the MHI as the premier postgraduate informatics program in Australia. The changes are intended to attract a diverse range of students and to provide students with the opportunity to complete a premier informatics program related to information technology in health and e-health. A related new stand alone Master of planned for offer in 2008 will be aligned with the graduate components of this combined degree, with related resource advantages for the Faculty. These changes are in response to industry needs and the proposed national e-health agenda.

3 There is an urgent need for high level research and graduate education in health informatics highlighted in the recent Productivity Commission Report into the Australian Workforce. Australia is currently embarking upon the largest investment in health information systems in its history, including the goal of establishing a single national electronic health record system. This is being mirrored in the UK where the National System has committed 6 billion to build its national health information infrastructure and in the US, where the president in 2004 announced an Executive Order initiating the Decade of Information Technology. Better use of health information through improved management, analysis and communication has been identified as playing a key role in meeting the capacity and demand challenges for health systems of the future. The USA, UK and Australia have all identified current deficits in the requisite research and educational capacity to support their e-health agendas This proposal is in line with the University s priority, articulated in the Strategic Directions document (p. 6), to support articulation of our undergraduate programs with graduate-entry professional programs. The proposal is also in line with the strategic goals of the Faculty of Sciences for increased emphasis on graduate, postgraduate and advanced education and delivery of inter-disciplinary and interprofessional education programs linking disciplines and professions within the Faculty of Sciences Benchmarking, market research and analysis Benchmarking: There are two other Australian universities who offer health informatics programs at Masters level: Central Queensland University and the University of Wollongong. Central Queensland University offers a 2 year full-time Master of which is delivered entirely by distance mode. There are three key points of difference for the proposed Master of from The University of Sydney: linkage with world class research centres; curriculum content, and mode of delivery. The first key point of difference for the proposed program will be the link between the Information Management Discipline and the newly created Research and Evaluation Unit (under the direction of Professor Westbrook) and the National Centre for Classification in (under the leadership of Professor Richard Madden). These collaborative links provide a critical mass of knowledge and expertise in education and research in the management of health information and health informatics. This combination of education and research is vital to underpin the proposed MHI program, which will present as the premier postgraduate health informatics program in Australia. The proposed MHI focuses on three central knowledge areas: information and computer science; principles of health informatics, and research methods and analysis applied to health informatics. Each of these knowledge areas will underpin the philosophy of using information technology to improve quality, safety and cost efficiency of healthcare. The curricula has been designed based on recommendations from the International Medical Association (IMIA, 2000), the American Medical Association (Hersh & Williamson 2007) and taking account of identified future trends in health informatics (Mantas, 2004; Hasman & Haux 2004; Lau 2007; Hersh, 2006). The new course will provide graduates with a theoretical and practical understanding of the role of information and communication technologies in health care and the skills required for the successful integration of such technologies into the health system. The University of Wollongong offers a one year full-time program delivered face-to-face. The proposed MHI program from the University of Sydney will be two years full-time and delivered in a flexible mode which combines face-to-face block mode seminars with e- learning strategies. We have found that this combination works best with students who

4 are often working part-time as health or IT professionals. The Information Management Discipline at the Faculty of Sciences, The University of Sydney, was the first Australian university to offer a Master of in We have therefore accumulated several years experience in delivering these graduate programs. There are a number of courses offered internationally, particularly from the United States of America, Canada and Europe. The curriculum team developing the proposed MHI have reviewed the material provided by these programs on their web sites and other curriculum material in the informatics literature. Generally the curricula of health informatics programs reflect the Faculty where they are offered from, with some focusing more on bioinformatics or nursing informatics or computer technologies. The proposed MHI will utilise existing expertise in health information science and health informatics within the Information Management discipline, the Research and Evaluation Unit, the National Centre for Classification in, and other expertise from across the university Market research and analysis: Extensive market research in to the combined degree BHSc/MHI was undertaken in 2006, as part of the development of the previously approved BHSc/MHIM which commenced in 2007 and which this combined degree replaces. The previous undergraduate program (BAppSc(HIM)) which was replaced by the BHS/MHIM in 2007 was accredited by the Information Management Association of Australia ( ). Accreditation of the BHlthSci/MHI will be sought from this association. The other two professional bodies associated with the new program are, the Australian College of ( ) and the Society of Australia ( ) Course structure Aim and academic rationale. The aim of the course is to provide the educational preparation needed for graduates to enter the health information management profession and contribute to the growth of the profession through leadership in research and scholarly work. Minimum credit points and length.

7 The course is a four year combined degree using the 2+2 interleaved model approved by Academic Board for several courses which commenced in Students will undertake 48 credits point per year over four years, a total of 192 credit points (see Table 1). Overall course coherence. The credit points for the course will be split 50:50 between the BHlthSci and MHI units of study. These will be talented students with UAIs of 80 or more and a credit average (see next section for details), and so it is expected that they will be able to cope with the combined degree. The combined degree does mean a discount off their period of study but this discount is for the undergraduate part of their study. They will be doing the full weight of the Master s program. The units have been chosen and sequenced carefully to give students a fully integrated degree experience. Students will undertake the course in full time mode. Core professional material relating to the beginning practitioner competencies is incorporated in the units of study. Students may choose electives from the School or Faculty in each semester of year 4. The learning objectives for each unit allow each student to recognise how each unit contributes to the professional life of a health information manager. The course includes a strong emphasis on research with several research methods units and an opportunity for all students to undertake a research project in year 4 (Table 1). In addition, gifted students (with a Weighted Average Mark above 80) who are intending to continue their education with higher research degrees will be able to take two electives in year 4 Current Research in 1 & 2. These are companion units which will allow the student to plan and implement an investigation of an area of professional relevance and produce a treatise. This will enable them to meet current requirements for Honours 1 equivalence. Progression to completion. It is important that the course maintain the academic standard of a Master s degree. In part, this will be addressed through the admission and progression requirements. To meet the admission standard students must have a UAI of 80 or above (or equivalent). Continued enrolment in the MHI will require a credit level average to be maintained for the first two years of the course. Students who are unable to maintain this level of achievement will be able to convert their enrolment to the BHlthSci and credit transfer will be possible for any Master s units already completed. However credit transfer from Master s to undergraduate units is unusual and it is not practical to continue this requirement past the second year of the course because the equivalences cannot be sustained. The progression of a typical student through the units of study is set out in Table 1. Learning and teaching objectives. The skills, attributes and knowledge that a graduate can be expected to achieve include the generic attributes of students undertaking graduate courses at the University of Sydney and the specific objectives needed for professional entry and mastery of the content of the course. A list of objectives generalised across the whole course (rather than at unit of study level) is provided below. On completing the course the student should be able to: Demonstrate the knowledge and skills required for professional practice as a health information manager. Demonstrate thinking and problem solving skills and confidence in decision making. Evaluate current literature, information management practice and innovations. Derive inferences from professional and scientific literature and apply these to information management in clinical settings. Act ethically and professionally. Communicate effectively with clinicians, managers and members of the public. Demonstrate the personal qualities commensurate with leadership and teaching roles. Proposed teaching/delivery methods The Discipline and Faculty are experienced in teaching and delivery methods suitable for Master s level units of study through the existing coursework. Many of units in the BHlthSci/MHI already exist in other Masters degrees although the codes may have to change to reflect differences in credit points or titles. There are only a few completely new units. Research-led teaching will be emphasised in the learning and teaching strategies of the Master s units. These strategies will focus on inquiry-based learning and teaching such as problem-based learning, self-directed learning and evidenced based practice. The units of study will be delivered using on-campus, on-shore mode. All units will be managed using a learning management system such as WebCT. A range of e-learning tools such as on-line discussions and quizzes will be used. There will be a mixture of lectures, tutorials, practical skills classes, seminars, workshops and forums. Industry experience is essential to provide students with appropriate learning opportunities in a variety of environments, including public and private hospitals, general practice settings, health computing companies, government health departments and health funds Please indicate what processes are in place to guarantee the quality of academic staffing, available resources for teaching and provision of adequate curriculum delivery, assessment and authentication of student work. The degree is taught by research active academic staff who are specialists in their teaching areas. Teaching team leaders have senior academic appointments, and all teaching staff hold a PhD or are currently completing a PhD in an area relevant to their teaching. The BHlthSci/MHI is currently delivered as a four year program, delivered in 6 Credit point units. The revised program has the same structure and is to that extent net teaching resource neutral. All BHlthSci students will take Junior Units in Biology and Psychology, and this impact on Science Faculty Load is anticipated by the Faculty of Science. The Faculty of Sciences has recently recruited Professor Johanna Westbrook who has established a Research and Evaluation Unit (HIREU) and staff from this centre will provide valuable input into the program. A unit of study, Evaluation, has been developed by Professor Westbrook for inclusion in the new MHI and will be taught by staff from her unit. The National Centre for Classification in at the Faculty of Sciences will also provide input into the curricula related to health terminologies and classifications. Unit evaluations will run on every unit of study in every semester throughout the first cycle of the program. Assessment programs are reviewed annually at an Assessment Program Meeting. There is a system of peer review of teaching, assessments and marking Assessment procedures A variety of assessment procedures will be utilised and include: essays, reports, tests, exams, individual projects, group projects, on-line activities (eg online discussion questions), presentations and class participation. These assessment regimes support the achievement of the Faculty of Sciences generic attributes.

10 1.2.7 Student workload All units of study will be valued at 6 credit points. The student workload, at both undergraduate and postgraduate levels, will be in line with the Faculty of Sciences guidelines. The clinical units will require other forms of student workload and assessment that will need to reflect the professional bodies requirements for registration. No Unit of Study will have a total number of hours in excess of this. The distribution of hours between lectures and tutorials will vary between units of study. In general students will be involved in one large group teaching activity (eg lecture), a small group activity (tutorial/ seminar/ computer laboratory class), and additional reading/flexible learning activities each week. The two existing graduate courses, the MHIM and MHlthSc(HIM) are being deleted. Approval has been gained to advertise for a new professor in health informatics to replace Professor Beth Reid who is currently on long service leave and retires in February The addition of the Research and Evaluation Unit to the Faculty of Sciences, in 2007, will add further support to the program. The health classification and terminology expertise of the National Centre for Classification will provide further support to the academic staff of the Information Management Discipline Strengths of the department/school/faculty: The strengths of the Information Management discipline lie in their expertise in the delivery of post-graduate programs in health information management, health informatics and clinical data management. With the addition of the Research and Evaluation Unit (HIREU) they have internationally recognised research expertise in the area of health informatics evaluation and implementation of clinical information systems. The International Conference for Medical (Medinfo) is being held this year for the first time in Australia (Brisbane August 2007). Three staff from the Discipline and Research and Evaluation Unit are presenting at this conference and they will undertake marketing where appropriate ( The Third International Conference on Information Technology in Care: Sociotechnical approaches 2007 ( is being held in Sydney following Medinfo 07 and this conference will also be targeted for marketing the new program Media advertisements and articles in appropriate journals and magazines will be prepared (for example, International Journal of Medical, Journal of the American Medical Association, electronic Journal of, Information Management Journal, the Lamp, Image and Data Manager, Australian Nursing Journal, Private Hospital) Letters and information brochures will be distributed widely amongst stakeholders including previous graduates from our undergraduate health information management program and relevant professional associations A powerpoint presentation will be presented at targeted sessions with health facilities (public and private hospitals), computer companies, health funds and government health departments.
