3 Marche Region financial framework ERDF and ESF 2014/2020 ERDF + ESF 2007/ (UE share) = 225 meuro (ERDF ESF 111) ERDF + ESF 2014/ (UE share) = 330 meuro National co-financing equal to 50% (35% + State Region 15%), in total 636 meuro (+11-12%)
4 Financial Instruments (FIs) Implementation Opportunities Implementation of Financial Instruments (art. 38) Paragraph 1, a) Paragraph 1, b) FI set up at EU level Managed by the Commission. Contributions are provided by MAs, in accordance with the CSF objectives, in order to support actions and final recipients in accordance with the related OPs. FI set up at national, regional, transnational or cross-border level Managed by the MA or, in any case, under her responsability. They can be: FIs already existing or newly created which are specifically designed to achieve the intended purpose. standard FIs ( off the shelf ) defined according with the EU standards and rules.

Increasing mobility in sustainable urban areas 8% about 27 meuro Encouraging the use of public transport (eg, public fleet renovation through the purchase of more energy efficient vehicles) Low impact solutions for transport of goods and people (eg eco-friendly systems for goods distribution, promotion of electric mobility, improved cycling networks) Improve the sustainable use of bioenergy 1% about 3,5 meuro Logistics platforms and networks for the collection of biomass from short chain to be conferred to plants

11 Combining Grants with FIs % of grant (ERDF resources); % of preferential loan (Marche Energy Fund); ESCO equity with own resources and/or credit bank; and Using «Energy Performance Contract» and channel funds through ESCOs, with Third Party Financing scheme (TPF); A debt guarantee commitment by a third party; Energy bond as the «white certificates» in favour of the ESCo.

14 Ex-ante assessment (art. 37 CPR) It shall include: Analysis of market failures, situations, andinvestment needs Assessment of thevalue added suboptimal investment needs (project pipeline) added of the financial instruments Estimate of additional public and private resources to be potentially raised by the financial instrument down to the level of the final recipient (expected leverage effect)...
