Position: Place of Assignment: Starting Date: Duration of Contract: Global Program Coordinator in the Department for World Service Geneva, Switzerland To be negotiated Initial contract of 5 years The Department for World Service is the international humanitarian and development arm of the Lutheran World Federation. World Service works with local and international partners to alleviate suffering, combat injustice and poverty, and lay the foundation for a life in dignity for all. More than 5,000 committed staff persons work for World Service in remote areas and often insecure situations, touching the lives of over 2 million people across 33 countries in Africa, Asia, Latin America and the Caribbean. Required Qualifications: University degree or equivalent in development studies, agriculture, economics, technical or social studies. Proven working eperience at management level in humanitarian assistance or development oriented programs within an international environment and preferably with church-related or non-governmental organizations. Strong leadership, conceptual and analytical skills and demonstrated organizational, management skills. Broad knowledge of LWF, its member churches and related agencies and an appreciation of the Lutheran faith tradition. Knowledge and eperience of cooperation with United Nations, governmental agencies and international development cooperation in the field of refugee/idp assistance, advocacy and human rights, sustainable development and emergency is essential. Team-builder, fleible and ecellent communication skills. Fluency in English and proven working knowledge of French, German or Spanish. Portuguese would be an asset. Deputizes for the DWS Director during his/her absence and is a member of the senior management team of the department. Provides guidance and support to the DWS Geneva staff/colleagues. Provides analysis and interprets global work to stakeholders at appropriate levels. The responsibility requires a sound understanding of the concepts of Diakonia and Christian service, the role of churches and their agencies in development, and humanitarian service. Develops and maintains relations with other LWF departments, LWF member churches, related agencies, U.N., governmental and nongovernmental organizations. Main duties On Program Development and Coordination: 1. Ensures overall leadership and coordination for the program operations globally to achieve its goals and objectives based on the DWS Strategy and the appropriate Country Strategies. 2. Provides direct supervision, guidance and support to the team of Program Officers and Program Assistants to ensure well-functioning, efficient and high-quality Country Programs according to approved Country Strategies. 3. Ensures the application and compliance of policies and guidelines. 4. Facilitates financial and programmatic collaboration. 5. Monitors and reports on operational issues, opportunities, plans and achievements. 6. Oversees and supports institutional transition processes of Country Programs. 7. Participates in the negotiations of operational partnership agreements between appropriate stakeholders at local and international level, as needed. 8. Coordinates the planning and conducts global program related 2

5 forums and consultations. 9. Ensures implementation of the Program Cooperation Frame Agreement. 10. Fundraises actively for strategic projects coordinated from DWS Geneva. 11. Ensures and promotes the effective utilization of the planning and monitoring system including the new web based system review of program performance and results, and the appropriate follow up. 12. Provides acting direct supervision of a Country Program in case of need. On Policy Development: 13. Maintains awareness and knowledge of relevant contemporary issues and provides analysis and suitable interpretation for policy development and organizational learning. 14. Keeps abreast of changes of a major nature that has potential impact on the mandate of DWS programs globally. 15. Establishes and maintains appropriate systems as necessary management tools for learning and accountability. On Relations: 16. Relates with internal and eternal partners regarding programmatic issues. 17. Promotes and enhances participation and partnership with both local and international actors, faith based organisations, civil society and governments for the fulfilment of program goals. On Teambuilding: 18. Develops and fosters effective collaborations and cooperation among colleagues in the department to promote unity of purpose and teamwork. 19. Develops support mechanisms to ensure maimum use of capacity and efficient handling of difficult challenges and comple situations. 20. Cooperates closely with all other units of the departments. On Human Resources Related Matters: 23. Determines, in consultation with the DWS Director and the LWF Head of Human Resources, the appropriate handling of human resource matters and international staff requirements. 24. Ensures that performance reviews are conducted according to set guidelines. Keeps the DWS Director and the Management team informed on a timely basis of any program development, problems and actions to be taken. Special duties Major Challenges As may be assigned by the Director. To lead and coordinate the program team in the implementation of comple, multi-sectoral development and humanitarian programs in remote areas of developing countries frequently conducted under conditions of civil strife and personal danger for the involved population and staff. 3
