4 Biography In Maryland, we have done more, not less, to create new jobs in new industries; to build a modern economy an economy, with a human purpose. We have done more to improve our children s education, more to rebuild our infrastructure, and more to make college opportunity more affordable for all. served as Governor of Maryland from 2007 to Under his leadership, Maryland recovered 100 percent of the jobs lost during the national recession and was one of seven states to maintain a AAA bond rating. The College Board organization named Maryland one of the top states in the nation in holding down the cost of college tuition, and Education Week recognized Maryland as having the best public schools in America for an unprecedented five years in a row. He also took action to restore the health of the Chesapeake Bay and reduce greenhouse gas emissions. He worked to uplift the dignity of all Marylanders by signing marriage equality into law and passing the DREAM Act to expand the opportunity of a college education to more Marylanders. During his tenure as governor, O Malley also abolished Maryland s death penalty. Prior to serving as governor, O Malley served two terms as the mayor of Baltimore, where TIME named him one of American s top five big city mayors. He also served two terms as Chair of the Democratic Governors Association. Governor O Malley received his bachelor s degree from Catholic University and his law degree from the University of Maryland. Governor O Malley and his wife, Katie, a District Court judge, live in Baltimore with their four children. 3 4

A Focus on Education National Leading Rankings Education Week magazine ranked Maryland s public schools #1 in America five years in a row. Maryland has ranked #1 in AP performance for eight consecutive years, according to the College Board. Keeping Tuition Down Governor O Malley made higher education a budget priority and froze tuition for four years in a row. College Board data shows that Maryland is #2 in the nation in keeping down college costs since Expanded Pre-Kindergarten Governor O Malley and Lt. Governor Brown expanded pre-kindergarten to 1,600 more children in Maryland last year and laid the groundwork for a further statewide expansion in the future. Marriage Equality DREAM ACT Voting Rights Economic Success Minimum Wage Governor O Malley led the successful effort to pass marriage equality in the Maryland General Assembly and helped Maryland become the first state in the nation ever to defend marriage equality at the ballot box. Governor O Malley passed the DREAM Act, which provides in-state tuition to Marylanders regardless of their immigration status. While other states around the nation push stricter voter ID laws designed to limit people s ability to exercise the right to vote, Governor O Malley made it easier to vote in Maryland by expanding early voting and same-day voter registration. Maryland ranked #1 for innovation and entrepreneurship for the third year in a row, according to the U.S. Chamber of Commerce. Maryland also ranked as one of the top three states for economic mobility based on workers ability to move up the earnings ladder, according to the Pew Center on the States. And Maryland achieved a faster rate of job creation than its neighbors Virginia or Pennsylvania. Governor O Malley brought people together, forged consensus, and raised Maryland s minimum wage to $ Hundreds of thousands of Maryland workers will receive a raise, creating stronger customers for local businesses and good-paying, family-supporting jobs. Governor O Malley helped drive violent crime down to its lowest point since 1975, a 27.3% decrease since 2006, and homicides down to their 2nd lowest level since 1985, a 29.3% decrease since Driving Crime Down In The State In 2013, Governor O Malley signed legislation enacting common-sense measures to reduce gun violence, including a handgun qualification license requiring fingerprint background checks, an assault weapons ban, and a magazine capacity limit. Common Sense Gun Protections Governor O Malley established the Maryland Commission on Climate Change tasked the Commission with developing a Climate Action Plan. Under O Malley, the state signed a Greenhouse Gas Reduction Act, and reduced emissions by nearly 10%. The state grew its renewable energy generation by 41%, and its solar industry grew from near zero production to 173 MW by Combatting Climate Change Under Governor O Malley, the number of Marylanders added to the state s health system increased nearly 650,000. Maryland now enrolls more than 100,000 each year to the private health exchange. Maryland s uninsured rate dropped 40%, the 9th largest drop in the United States, between 2013 and Expanding Health Coverage 5 6
6 O Malley clearly believes income inequality and declining wages will be the defining issues of the 2016 campaign, and he s adopted a platform that echoes a lot of Warren s so-called 8-point plan to grow the middle class.
