2 Welcome to CHC60312 Advanced Diploma of Community Sector Management This qualification is ideal for professionals who are responsible for coordination and management of small and large organisations. These people may work independently and report to executive management or boards of management. They also may undertake a range of functions requiring the application of knowledge and skills to achieve results in line with the organisation s goals and strategic directions. Strong leadership is linked with delivery of quality programs and improved outcomes for children. From January 2012, education and care services were required to implement the National Quality Framework (NQF). Strong and dynamic leadership is vital for the implementation to be successful. Critical elements of leading and implementing the NQF are embedded in each module which are grounded in current research with early and middle childhood settings and leadership theories and practice. Working through the modules, leaders will be undertaking learning that links to their current and future practice and the NQF requirements. Participants in the program will develop their knowledge of distributed leadership theory and engage in practical projects within their own workplaces. They will build on their capabilities and knowledge of the early education and care profession as well as develop their own leadership skills. Participants will be encouraged and motivated to engage in life long learning and learn how to motivate and support others in the same. This qualification is linked to Quality Area 7 (Leadership and Service Management) under the National Quality Standard. Entry Requirements To gain entry into CHC60312 Advanced Diploma of Community Sector Management, participants are recommended to: 1. Hold a qualification at Diploma level or above relevant to work in the community sector AND/OR 2. Have sufficient relevant experience and knowledge of community work and/or community services to indicate likely success at this level qualification in a job role involving: The application of skills and knowledge with depth in some area and demonstration of a broad range for technical and other skills; A wide range of tasks and roles in a variety of contexts, with complexity in the range and choices of actions required; The exercise of discretionary judgement and decision making under general guidance. Please be aware that you will need to have access to perform a variety of activities within your workplace at management level. You may need to work with your employer to ensure that you are able to conduct such activities. Course Structure The following pages provide an overview of the Advanced Diploma of Community Sector Management qualification, including assessment requirements. The program will be delivered through tasks that will link with sector requirements and the National Quality Framework for education and care settings in Australia. In addition, all learners will be applying knowledge learned into practice within existing work environments over the duration of the course. Community Child Care Co-operative Ltd (NSW) 2
3 A range of teaching and learning strategies will be used to deliver the competencies. These include practical tasks and projects, group work and practical application in work environments There are a number of components to completion of the qualification: 1. Face to face workshops face to face sessions will be held. These days are intensive and you must come to sessions having completed any pre-reading or activities. 2. Online - these sessions are self directed and will require a computer with a fast, stable internet connection. You will be provided with log in details to access this system. Additional support for the material covered in these sessions will be provided at face to face sessions. 3. Webinars webinars require a computer with a fast, stable internet connection. You will be required to participate in sessions using a microphone and speakers. These are hosted by facilitators in real time with a group of participants. As all learners will be in a current leadership role within education and care settings, the assessments and activities will be linked to requirements in their current role and will support enhancing their application of leadership. Below are the individual modules and the units of competency which are linked with them. In some cases a unit of competency is split over two modules, requiring the student to complete both modules before the competency is completed. This course will be delivered through integration with other units of competency, rather than as a stand-alone learning program and includes assessment of employability skills that are embedded in the training packages. Concepts explored include leadership in children s services settings, leadership styles, organisational culture, leadership capabilities, managing change, planning for engagement and participation of staff teams, developing vision and service philosophy, innovation and continuous improvement and engaging the community through shared ownership and understanding - key requirements of the National Quality Framework. Module 2: Taking Charge of the NQF CHCORG610B Manage change in a community sector organisation BSBMGT608C Manage innovation and continuous improvement CHCORG611C Lead and develop others in a community sector workplace 3 x 2 hour webinars This module supports leaders to take charge of the National Quality Framework in their settings by engaging educators, staff, children and families. It explores structures to support the National Qualification Framework implementation such as policies and procedures, keeping up to date with new information, implementing government policies, understanding the regulations and legal responsibilities, governance structures, evaluation processes and practices, self assessment and developing Quality Improvement Plans, and strategic planning models for long-term planning for service. Module 3: Professionalism and Educational Leadership for the NQF Module 4: Action research CHCORG627B Provide mentoring support to colleagues CHCCOM504B Develop, implement and promote effective workplace communication CHCCS502C Maintain legal and ethical work practices CHCPOL701B Use research evidence to advance policy and practice 4 days face to face These modules explore outcomes for children and the role of educational leaders, engaging educators and working within the vision and philosophy of the service, exploring image of the child, professionalism, systems of mentoring and coaching educators, leading with integrity and ethics, leading program and pedagogy, the learning frameworks beyond quick implementation, leading programs and pedagogy, leading learning communities and assessment and documentation including authentic assessment, reflection, critiquing practice and dilemma stories, understanding accountability, critical analysis of situations, codes of conduct, complexities of ethical issues and the need for analysis, professional culture and critical reflection. The Action Research project is linked with the theory and practice of leadership Community Child Care Co-operative Ltd (NSW) 5
6 and supports the practical elements of implementing leadership learning. It explores the identification and evaluation of current trends, research and evidence based practice in children s services settings. It supports leaders to use evidence from research and evaluation to identify areas for change and to develop a strategy for achieving best practice outcomes. Module 5: Managing finances for the NQF CHCADMIN604B Manage the finances, accounts and resources of an organisation Online This module explores developing and monitoring budgets linked with service outcomes, utilisation, setting parent fees, managing financial systems including analysis and reporting against budgets, managing the use of funds, developing and recommending options for managing financial implications of the National Quality Framework requirements, developing and implementing proposals and monitoring resources, property and equipment. Module 6: Manage workplace WHS processes HLTWHS501A Manage workplace WHS processes Online This module explores Workplace Health and Safety systems, records and information management, managing WHS risks, responding to WHS training needs of staff and developing and managing an WHS continuous improvement process. Module 7: Manage risk for the NQF BSBRSK501B Manage risk Online This module explores reviewing organisational processes, procedures and compliance requirements for undertaking risk management, analysing risks and developing strategies and action plans to respond to, prevent or lessen the impact of risks. Module 8: Working with people and Leading Professional Learning for the NQF CHCORG605B Manage HR in a community sector organisation CHCORG607D Manage workplace issues CHCORG611C Lead and develop others in a community sector workplace 3 x 2hour webinars 3 days face to face This module explores building the professional identity of your organisation, selecting a workforce that fits with your organisation s philosophy, vision and ethics, developing HR systems including models of best practice, HR policies, awards and conditions, job and person specifications, induction and orientation processes, staff appraisal systems, exploring issues of power, influence and conflict, analysing and managing conflict and performance management including work performance plans, performance counselling and terminating staff. The module delves into professional development, leading learning, creating learning communities in your organisation and with local community, workplace learning environments, facilitating professional dialogue, developing professional learning plans and linking professional learning with strategic plans, staff appraisals and your Quality Improvement Plan. The total cost of this course is $4500. Payment must be made in four instalments as follows: Payment 1/4: $500 on receipt of enrolment form Payment 2/4: $1500 February 2015 Payment 3/4: $1500 June 2015 Payment 4/4: $1000 November 2015 The initial payment (Payment 1/4) will be invoiced to you or nominated payee on acceptance of your enrolment form or payment can be made with the submission of the enrolment form via cheque or credit card. Subsequent payments (Payments 2-4/4) will be invoiced to the payee nominated on the enrolment form. Refunds? A full refund of Payment 1/4 will be provided prior to course commencement for cancellations received prior to 11 January If you cancel between 11 January and 11 February 2015, a 20% administration fee will be charged. No refund of Payment 1/4 will be provided after 11 February 2015 for cancellations or withdrawals. If you cancel or withdrawn from the program after 11 February 2015 (the start date of the course) the following will apply: Cancellation/Withdrawal between 11 February and 31 May 2015 you will be liable for 45% of full course fee ($2025) Cancellation/Withdrawal between 31 May and 31 October 2015 you will be liable for 80% of full course fee ($3600) Cancellation/Withdrawal on or after 1 November 2015 no refunds will be provided. Assessments may be conducted at the Community Child Care Co-operative (NSW) during workshop sessions, through practical work application or any combination of these. As the unit requirements are completed, assessment tasks can be undertaken and when completed, forwarded to Community Child Care Co-operative (NSW) for assessing. Support will be provided at the face to face sessions, as well as via phone and . Due dates will be provided for all assessments. Extensions to these dates may be provided, after written requests have been received from the participant by CCCC. Course Materials For each unit participants are provided with comprehensive learner and assessment guides as well as reference materials. These are provided as hard copies and/or soft copies.
