1 REGULATIONS CONCERNING A MASS EVENT a Football Match Pursuant to Article 6(3) of the Law on Security of Mass Events of March 20, 2009 (Journal of Laws No. 62, item 504), hereinafter referred to as the "Law", the following Regulations concerning Mass Events Football Matches are stipulated herein. Chapter I Applicability 1 1. The Regulations refer to Mass Events Football Matches organised by Legia Warszawa SA (the "Organiser") at the stadium located at ul. Łazienkowska 3 in Warsaw, including the area immediately adjacent to the stadium, separated by a permanent fence from Czerniakowska street and the side pitch. 2. The Regulations stipulate the rights and obligations of the Organiser, the terms of participation and the rules of conduct of the participants of a Mass Event, including in particular the provisions governing: a. organisation of a Mass Event; b. obligations of Mass Event participants; c. terms of participation in a Mass Event; d. rights of Mass Event participants; e. liability of Mass Event participants for violating the Regulations. Chapter II Organisation of a Mass Event a Football Match 2 1. The Organiser is responsible for ensuring safety during a Mass Event and on its premises. 2. The participation in the event is payable. Only the persons holding passes to a Mass Event a Football Match (single tickets, season tickets, personal invitations, etc.) and, in case they are introduced, personal Fan Cards issued, according to the competency, by the Organiser of the event, the entity managing professional league games or, subject to agreement with the latter, by the Club. 3. Only the persons holding an identity document or, in case it is introduced, a personal Fan Card, are allowed to purchase or receive for free passes mentioned in paragraph Documents allowing to enter the venue of a Mass Event are personal and cannot be transferred or resold. 2 2 5. Organised groups of supporters of a visiting team are hosted according to separate regulations of the Polish Football Association and/or Ekstraklasa SA. Chapter III Obligations of a participant of a Mass Event a Football Match 1. A participant is obliged: a. not to disturb the public order; 3 b. to comply with the provisions of the present Regulations and the regulations of the facility; c. to have the document authorising them to enter the venue and to participate in the event, their identity document, and, if it was issued, their Fan Card with them and to show these documents each time a member of security services or information services securing the Mass Event requests them to do so. d. to take the seat specified in the document which grants its holder access to the Mass Event; e. not to jeopardise the safety of other participants of the Mass Event; f. to adhere to the disciplinary orders given by members of the security services and information services of the Mass Event Organiser (including the speaker of the competition) and in the case of intervention of Police officers, National Fire Service, the Border Guard, Military Police or other authorised personnel departments and bodies to carry out their orders. 2. For the sake of safety of a Mass Event, the Mass Event participants are obliged, at the request of security services or information services, to take different seats than those specified in the documents authorising them to enter the venue or to refrain from leaving the occupied seat after the competition is over. 1. A person: Chapter IV Terms of participation in a Mass Event a Football Match 4 a. with an issued ruling denying them the access to a Mass Event or ordering them not to attend the venues of Mass Events; b. with a foreign football banning order or with a football banning order; c. not willing to comply with the measures referred to in Article 20 of the Law on Security of Mass Events; d. noticeably under the influence of alcohol, intoxicating and psychoactive substances or other substances causing similar effects; e. behaving in a manner which is aggressive and provocative or in some other manner which causes danger to security or public order; Legia Warszawa SA Regulations concerning Mass Events, January 18, 2013 Page 2/7
3 f. who is a minor below 13 years of age, and who is not under a guardianship of an adult person, is not allowed to enter at the venue of a Mass Event. 2. During a Mass Event a Football Match, it is in particular forbidden to: a. use an item of clothing or an object to cover one's face and thus prevent or significantly hinder one's identification; b. proclaim and display slogans of obscene, vulgar, offensive, racist, or otherwise objectionable content, to incite to ethnic, religious, social or ideological hatred, as well as to induce other participants to preach such content, e.g. by chanting or shouting; c. throw objects; d. bring, possess or consume alcohol outside the area designated for that purpose by the Organiser; e. use intoxicants or psychotropic substances; f. persistently stand outside of the area of the sectors designated by the Organiser; g. start and stoke up fire, as well as to smoke outside of the areas designated for this purpose; h. possess explosives, pyrotechnical materials and other substances with similar effect; i. place banners or flags in a manner limiting visibility to other participants of the event or in the manner limiting visibility of advertising materials or escape exits; j. satisfy physiological needs outside the toilets, litter the stadium and destroy its equipment; k. unjustifiably occupy places on traffic routes and in the area of escape routes; l. use the stadium equipment in a manner inconsistent with its intended use; m. engage in physical violence or formulate threats against other participants of a Mass Event. 3. It is forbidden to bring in and carry during a Mass Event a Football Match any: a. weapons, ammunition or other dangerous objects which could be used as weapon; b. explosives, pyrotechnical materials and other substances with similar effect, as well as any flammable materials; c. liquid and product containers, including those for food products the Organiser may, where justified, allow the objects mentioned herein to be brought; d. intoxicants, psychotropic substances or other substances causing similar effects; e. helmets and umbrellas; Legia Warszawa SA Regulations concerning Mass Events, January 18, 2013 Page 3/7
4 f. materials containing racist, abusive, political, xenophobic or vulgar content; g. gas sprays, caustic or colouring substances; h. objects which, due to their shape and/or size, cannot be put under a seat; i. trumpets and electro mechanical instruments; j. laser pointers; 4 k. marketing materials, except for those accepted by written consent of the Organiser of the event/ the owner/ manager/ user of the object; l. animals, except for seeing eye dogs. 4. The Organiser reserves the right not to accept video cameras, cameras and other similar devices which register sound or images, as well as devices used to transfer images, sounds and descriptions of events via Internet for commercial purposes. 5. The Organiser reserves the right not to accept an object to be brought if there is a reasonable suspicion that it may be used to commit an offense, as defined by law or the present Regulations. 6. It is forbidden to enter the areas not intended for the public. The ban refers particularly to: the area in which the competition takes place, facilities and equipment not intended for public use, facade of the object, fences, walls, fences, roof of the stadium, lightning, filming equipment, trees, all kinds of poles. It is also prohibited to access places, equipment and facilities, which can be used only by specialist services or representatives of the event Organiser. 7. Anyone who accompanies or helps others to conduct actions which are forbidden pursuant to paragraphs 2-3 and 6 above shall also be considered to have violated the present Regulations. Chapter V Rights of a participant of a Mass Event a Football Match 1. A Mass Event participant has a right to: 5 a. stay inside the stadium during the event, i.e. from the moment the object is made available by the Organiser until the end of the Mass Event. b. participate in the event and express their emotions in an unfettered way. The right is limited only by the need to comply with generally applicable law and the provisions stipulated in the present Regulations, as well as by the need to respect the rights and dignity of other participants of a Mass Event; c. be informed about the localisation of medical assistance, information, gastronomic and sanitary points and facilities, as well as about safety requirements set out by the Organiser or emergency services; Legia Warszawa SA Regulations concerning Mass Events, January 18, 2013 Page 4/7
5 d. use the equipment made available for general use, including hygienic and sanitary facilities, in a manner consistent with its purpose; e. get medical assistance at the venue; f. use the depository, after having informed about it the security services or information services of the Organiser. 2. A participant of an event is also entitled to: a. immediately inform the Organiser about damages incurred by him during a Mass Event and on its premises, as well as to advance potential claims, b. claim reimbursement from the Organiser in relation to unused tickets or passes entitling to participate in the Mass Event, according to the rules determined by the Organiser in separate regulations, c. lodge complaints and requests. Chapter VI Specific provisions on professional league games 6 1. By purchasing a Fan Card, ticket, season ticket or by getting a document which grants its holder access to a Mass Event Football Match a participant of the event automatically gives consent for their personal data, needed to meet the requirements of the Law on Security of Mass Events, to be processed by the Organiser, the entity managing professional league games, its subsidiaries or associated football clubs and to be transferred to other entities on the basis of and within the scope specified in the above mentioned Law. 2. The data referred to in paragraph 1 must be processed in accordance with the provisions of the Act on personal data protection. 3. The data mentioned above can be processed no longer than for a period of two years counting from the date of the last Mass Event the Football Match in which the participant took part. 6 6 Chapter VII Final provisions 7 1. Entering the venue constitutes a consent to have one's image used in connection with producing, presenting, advertising or using a film, a video and audio recording of the Mass Event and/or each part of the match presented in the media around the world. 2. Individuals disrupting public order or acting contrary to the Regulations concerning a Mass Event can be removed from the venue of a Mass Event. 3. The Organiser of a Mass Event which is a Football Match may issue a football banning order against a person who breaches the Regulations, which means that the person will not be allowed to participate in subsequent Mass Events promoted by the Organiser. The punished person has the right to appeal from the issuance of the football banning order to a proper entity managing competitions within the deadline and in the manner specified by the latter. 4. In the cases referred to in the Law on Security of Mass Events, services of the Organiser are entitled to capture persons who pose a direct threat to the secured goods or who commit prohibited acts, in order to immediately transfer them to the Police. 5. Notwithstanding the provisions of the present Regulations, the Organiser's services shall not allow a person to enter the venue of a Mass Event in the cases referred to in Article 22.1 of the Law on Security of Mass Events;. 6. If a participant of a Mass Event a Football Match is captured by information services or security services of the Organiser of the Mass Event due to the fact that the participant have violated the provisions of the present Regulations, the Organiser of the Mass Event reserves the right to temporarily retain and/or suspend the document which grants its holder access to a Mass Event. Such document shall be returned to the participant and/or renewed on their demand immediately after the Organiser decides not to issue the football banning order, and if the order is issued, within 3 days after the order is executed. 7. The Organiser reserves the right to: a. change the date of the event. In such case, the Organiser has to guarantee a refund for previously purchased passes, provided that the change will be announced by the Organiser immediately after the decision is made; b. use approved technical equipment to measure breath alcohol level; c. claim for damage caused by a participant of a Mass Event; Legia Warszawa SA Regulations concerning Mass Events, January 18, 2013 Page 6/7
7 d. invalidate a Fan Card, identifier, season ticket or any other document which grants its holder access to a Mass Event, in accordance with applicable law. 8.
