2 Our Leadership Dear Friends, 2013 was a year of unprecedented change at Family Health Centers, Inc. (FHC). The past year included the adoption of electronic health records, the transformation to become a patient centered medical home, groundbreaking on two health center expansion projects, and the launch of outreach and enrollment services to help our uninsured patients navigate the insurance plans made possible under the Affordable Care Act. In addition, we were faced with financial pressures brought about by the arrival of additional Medicaid Managed Care plans in the Louisville region, which resulted in our first significant operating deficit in the organization s history. Despite the many transitions, FHC remained focused on increasing access to quality health care for all. The planning, preparation, and systems changes of the past year have positioned FHC to continue to be a leader in providing high quality primary care services well into the future. In the coming year, we will expand services at our East Broadway health center and strive for meaningful use of our electronic health record. We will continue to engage our patients to improve their health and better coordinate their care, especially for those with complex medical and social needs. We continue to work with our community partners to adapt to changes related to health care reform. Our continued growth and success would not have been possible without the ongoing support of the community. With sincere gratitude, we look forward to a promising 2014 and beyond. 3 Our Work, Our Patients The mission of Family Health Centers is to provide access to high quality primary and preventive care services without regard to the ability to pay. Our services include adult primary care, pediatrics, women s health, dental, behavioral health, on-site labs, radiology, and pharmacy, health education classes, and programs for refugees and the homeless. Patients and community members also receive in-person assistance signing up for health care insurance through kynect, Kentucky s health benefit exchange. Our vision of service is to provide our patients the same care we would want for our family and ourselves. 4 Our Year In Review 2013 was a transformational year for Family Health Centers. FHC undertook a number of projects in 2013, to ensure that we remained a provider of choice in our community and maintained the affordability of our services. Beginning in February, FHC staff launched transform-fhc, the Electronic Health Record (EHR) and Patient Centered Medical Home (PCMH) projects. These projects fundamentally changed how FHC operates. The implementation of the EHR began in June with FHC-Southwest, and continued through January of 2014, with one site going live on EHR each month. During this same period, each of our health centers launched Quality Improvement teams to assist in changes to meet PCMH Joint Commission accreditation standards and other restructurings to improve our services and efficiency. 5 who no show for an appointment and amount of time a patient waits for an appointment. In addition, FHC launched an outreach and enrollment team to assist uninsured individuals in enrolling into health care coverage through kynect. The Affordable Care Act helped to fund the EHR, PCMH, and outreach and enrollment projects, and provided more than $5 million for the renovation and expansion projects of FHC- East Broadway and FHC-Phoenix. These projects broke ground in 2013 and FHC is funding more than $1 million of the capital expenses through reserves and fundraising efforts. The East Broadway and Phoenix sites are expected to be completed in 2014 and once done, will provide the physical space to serve an additional 10,000 patients annually. 6 Our Business, Our People As a mission driven non-profit organization, Family Health Centers leverages its resources to the benefit of the patients we care for and the community we serve. FHC provides its services on a sliding-fee scale, where individuals who live at or below the Federal Poverty Line pay a nominal fee for our services. This ensures that all individuals have access to affordable primary and preventive care was a fiscally challenging year for our organization. In January of 2013, Region 3 Medicaid market opened to three new Medicaid Managed Care Organizations. In addition, implementing the EHR reduced our capacity to see patients significantly while our staff learned the new system. Overall, visits were reduced by nearly 13% in 2013, as compared to The combination of these events resulted in FHC having a $2.5 million loss by the end of the fiscal year. This was the organization s first financial loss in more than 11 years. The reduction in funding and decreased capacity were anticipated, and overall expenses were slightly reduced in an effort to mitigate our losses during this transition period. Furthermore, our reserves and investments funds were sufficient to help the organization maintain our financial viability.
