Early Childhood Special Education Program MARSE : Program code 191 Minimum 144 days / 360 hours (.8 FTE) FTE calculated by dividing total hours by 450 Students must be present at least 1 Friday during count period for ANY of the Fridays in your schedule to count. 3 Special Education Services for Ages Birth to Three MARSE : Program code 270 Children on IFSP Often delivered in the home 72 hours of CALENDAR year ( e allows for less) FTE calculated by dividing total hours by 180. Expect to see monthly ranges written on IFSPs due to year round calendar. Early On Component ISD personnel are responsible for reporting Early On data in the MSDS The Special Education Component must also be reported at the district level for children who are receiving special education services on an IFSP. 3
4 Initial IEP Do not report an Initial IEP for children birth through two years, six months old (birth to 30 months). These children eligible for Michigan Special Education will only have an IFSP. Initial IFSPs will be reported by the ISD. Program Service Code 4
5 Code Individualized Family Service Plan (IFSP) Birth through age 3 Reported as Individualized Education Plan (IEP) 2 years 6 months old through age 5 Reported as 272 A child between 2 years 6 months to age 3 may have either an IFSP or an IEP. If an IFSP is active, the child will be designated as program code 271. Code 270 There will be staging area and certified reports available for districts to see, prior to and after collection certification, how their children reported with program code 270 will break out according to their reported age and IFSP/IEP status. This report will provide both summary and student-level data. 5
