1 Identification Section BENCHMARK EVALUATION Position Title: Supervisor s Title: Department: Branch/Unit: Director, Human Resources Deputy Minister Health and Social Services Human Resources General Summary This position manages the Human Resources branch, provides advice on human resource management issues to departmental management, and is a member of the departmental senior management team. Branch Overview The branch provides a range of human resource management functions for the department including recruitment and staffing, reintegration, accommodation, employment equity, staff relations, employee development, long-term planning, organizational and job design, and pay and benefits administration. The department is considered the largest in the Yukon government in terms of number of employees (1,800+) and the most complex due to the human resource challenges of managing a large staff complement, having programs delivered in every Yukon community, the remoteness of the communities, nature of programs that include numerous and varied care facilities that operate 24/7, the types of staff relations issues, and the many hard to recruit for professionals. The department is made up of the following program areas: Continuing Care provides residential care, home care, palliative care, respite care, regional therapy and other community based services. Health Services provides a variety of health care, disease prevention and treatment services as well as vital statistics, communicable disease control, health promotion, dental health, environmental health, hearing services and mental health services. Social Services provides programs for seniors, persons with disabilities, persons with inadequate financial resources, and persons with substance abuse problems as well as a range of programs for family and children including child protection, family support, young offenders, adoption, foster care, child care, early childhood prevention and support, and child abuse treatment. 2 Principal Responsibilities 1. Directs the provision of a range of human resource management functions and services, establishing branch goals and priorities and meeting with staff to discuss strategic plans and branch goals to ensure that client needs are being met. 2. Develops, implements and evaluates short and long term human resource management plans and implementation strategies, e.g. recruitment and retention, employee development, succession. 3. Researches, identifies and addresses trends, opportunities, issues and potential problems in human resource management and organizational development. 4. Establishes and maintains effective working relationships with departmental managers and supervisors; provides information and advice on a wide range of human resource management issues. 5. Leads the development of the department s position on the content and implementation of corporate legislation, policies and directives. 6. As a member of the department s senior management team, provides input to decisions relating to the management and allocation of human, financial and materiel resources, strategic direction and departmental planning. Budget Budget year: 2010/11 Branch payroll 1,817,000 Department payroll 71,700,000 Working Conditions The position works in a normal office environment with some travel required. It has frequent interactions with angry or upset employees and individuals unhappy with the results of a competition. Page 2 of 2

3 Subordinate Summaries Manager, Human Resources This position provides day to day leadership to branch staff and departmental management and supervisors in the provision of human resource management support and services. This includes developing strategies and service delivery models and procedures for the delivery of services; allocating work; coaching, mentoring and evaluating staff; resolving day to day issues; investigating complaints about branch services; providing guidance and support to assistant deputy ministers, directors, managers and supervisors; developing effective relationships with the union to discuss issues and agree on a proactive approach for resolving conflicts; working with the director to develop and implement branch strategies. Administrative Assistant Provides a range of administrative, clerical, financial support and reception services to the director and the branch. Page 3 of 3

As a full business partner and member of the senior management team, the position must fully understand the department s business and be able to develop a strategically aligned human resource plan for the department. II Manages an integrated support program having several distinct components for a large department with diverse program areas. 3 Utilizes a critical level of human relations skills to motivate and develop staff, to promote human resource management principles within the department, and to mediate disputes and resolve issues with the union, departmental management and staff. Problem Solving: E+ The position delivers corporate programs and services to its department within a clearly defined legislative and policy framework. The push reflects that it applies broad human resource management principles to define and resolve complex issues. Strategic and tactical planning are essential to address and balance the operational needs of the department and impacts on employees. 4 Evaluative thinking is required in developing solutions to situations that vary widely, given the diversity of health and social services programs provided by the department, the high profile nature of issues, and the fact that the department has program staff in every Yukon community. 5 Accountability: E+ Position is responsible for delivering a human resource program to the department, and is accountable for the quality and responsiveness of services provided by the branch to departmental management and employees. It receives a push because it reports to the Deputy Minister. 4- Impacts a large department in a significant way. The push down reflects that services are provided within a corporate framework provided by the Public Service Commission, and that not all human resource management functions have been delegated to departments. Short Profile: B Position is responsible for a corporate support program, which has in equal measures an operational (results) and a research / planning (thinking) focus. Working Conditions: Physical Effort: 2 Minimal physical effort required. Physical Environment: 4 Works in a normal office environment with little if any exposure to unpleasant or disagreeable conditions. Occasional travel is required. Sensory Attention: 7 Mediates disputes and attends grievance hearings, requiring concentrated listening and observation skills.
