1 Plan now to attend the South Carolina Chapter of the American Planning Association (SCAPA) Winter 2015 Conference at the College of Charleston in Charleston, South Carolina. This is sure to be a fun, informative day with sessions on community resiliency, environmental justice, emergency planning and preparedness, lessons learned from hazards around the state, and plenty of time for networking. SCAPA one-day conferences offer affordable opportunities for achieving continuing education, certification maintenance, and networking within the planning and design community. Come join more than 100 planners, managers, administrators, board members, engineers, architects, landscape architects, and allied professionals at the SCAPA Winter 2015 Conference. For questions concerning the conference, please contact Andrea Pietras, SCAPA President-Elect/Programs Chair at (843) or apietras@charlestoncounty.org. Thursday, March 19, 2015 College of Charleston, Stern Center Ballroom 71 George Street, Charleston, SC 29424
2 Thursday, March 19, 2015 College of Charleston, Stern Center Ballroom 71 George Street, Charleston, SC Conference Agenda 8:00 am - 8:30 am Registration and Continental Breakfast 8:30 am - 8:40 am Opening Remarks Ernie Boughman, AICP, SCAPA President; Andrea N. Pietras, AICP, SCAPA President- Elect/Progams Chair; and Kevin Keenan, Ph.D., AICP, Director, College of Charleston Urban Studies Program 8:40 am - 9:00 am Welcome Glenn F. McConnell, President, College of Charleston 9:00 am - 10:15 am Evolving Understandings of Resilience and Vulnerability in Planning Theory (1.25 CM*) Kevin Keenan, Ph.D., AICP, Director, College of Charleston Urban Studies Program; and Caitlin Dyckman, J.D., Ph.D., Clemson University This interactive presentation will explore the evolving understanding of resilience and vulnerability in planning theory and application. The ideas of resilience and vulnerability to both gradual and discrete hazard events (i.e., terrorism, accelerated sea-level rise) will be defined, and the complexity of these ideas will be explored via application in emerging planning practices. 10:15 am - 10:45 am Networking Break 10:45 am - 12:00 pm Community Resiliency: Environmental Justice Communities Have Visions Too! (1.25 CM*) Wannetta Mallette, Project Manager, City of North Charleston; Sheryl Good, Environmental Scientist, EPA Region 4 Office of Environmental Justice and Sustainability; Myra Reece, Chief, S.C. DHEC Bureau of Air Quality; and Reggie Barnes, CEO, Community Development & Improvement Corporation (CDIC) Natural or man-made environmental disasters are often the catalyst for the development of pre- and post-disaster plans. All too often, Environmental Justice (EJ) community representatives are omitted from the planning process despite the fact that they are the first responders to a myriad of socioeconomic challenges their communities face on a daily basis. When a community is actively engaged in the planning process, it becomes empowered to identify needs and the resources that may be used to address them. This session highlights two master plans developed at the grassroots level and provides guidance from state and federal regulators for the active engagement of EJ populations in the planning process. 12:00 pm - 1:15 pm Lunch
3 1:15 pm - 2:30 pm Lessons Learned: A Panel Discussion on Resiliency When Disaster Strikes (1.25 CM*) Rick Martin, Planning Director, City of Georgetown, SC; Glenn Miller, Mayor, Town of Branchville, SC; Clay Killian, County Administrator, Aiken County, SC; and Jason Patno, Charleston County Emergency Management Director Every community has experienced or may in the future experience unexpected natural and man-made disasters. Three very different disasters occurred in South Carolina in recent years: the Georgetown fire, the Branchville tornado, and the Graniteville train wreck in Aiken County. Panelists will recap these events and focus on how their communities dealt with the disasters and how they have adapted policies and plans since the disasters occurred to become even more resilient. 2:30 pm - 3:00 pm Networking Break 3:00 pm - 4:15 pm Planning Resources for a Resilient Community (1.25 CM*) Tola Adeyemo, Spatial Analyst, TBG on contract to NOAA s Office for Coastal Management; Nate Herold, Physical Scientist and Coastal Change Analysis Program Federal Project Lead, NOAA s Office for Coastal Management; Matthew Pendleton, Spatial Analyst, TBG on contract to NOAA s Office for Coastal Management; and David Betenbaugh, Spatial Analyst, TBG on contract to NOAA s Office for Coastal Management Challenging might be the best way to describe the average workday for local planners. Municipalities and counties continue to add residents and development at a time when planners are striving to promote the economic and environmental health of their communities, prepare for intensified natural hazards, and adapt to climate change impacts such as sea level rise. Planners are finding these challenges a bit easier to tackle with the Digital Coast, which provides free data, training, and tools. During this presentation, easily accessible web-based products will be discussed as well as case studies of how they have been applied. The American Planning Association is a partner in the Digital Coast effort, which is led by the National Oceanic and Atmospheric Administration (NOAA). 4:15 pm - 4:30 pm Closing Remarks 4:30 pm Networking Social at King Street Grill (304 King Street) Continue the great conversations you started during the conference by joining us for a Dutch Treat style networking social at King Street Grill! *AICP Certification Maintenance All sessions have been submitted to the American Planning Association and are pending approval for Certification Maintenance (CM) credits at this time. Based on the content of the sessions and the credentials of the presenters, it is anticipated that CM credits will be approved in advance of the conference date. SC Planning Education Requirements All SCAPA conference sessions are approved for continuing education (CE) required by SC Code et. seq., Educational Requirements for Local Government Planning or Zoning Officials and Employees. SCAPA will provide the confirmation in the form of a certificate of attendance within a few weeks of the conference.
