5 Requesting a Disbursement EBP funds are provided to members on a reimbursement basis only Purchase transaction closing must have been completed The EBP mortgage is executed at the time of closing securing the grant funds to the subject property An EBP note is executed detailing the terms and conditions of the program The closing attorney to record the EBP mortgage and provide a copy Allow 15 business days for review by FHLB Boston once all documents have been received Member will be contacted to mitigate any deficiencies An incomplete disbursement request may be denied after 30 calendar days NOTE: Disbursements can only be requested through the online system 4

11 EBP Funds Used for Rehabilitation Rehabilitation Assistance Funded by EBP: Eligible use In connection with a purchase transaction only 100 percent of the rehabilitation work must be completed prior to disbursement of EBP funds HUD 1 Settlement Statement must evidence escrowed funds Documentation required to support the transaction: Copies of paid invoices detailing scope of work completed Evidence of disbursement(s) from escrow account Copies of checks paid to the contractors/builders and the homebuyer Final inspection and/or member confirmation that repairs have been completed in a satisfactory manner 10

26 Managing the EBP Pipeline After the Closing No long term monitoring is required All grant obligations are forgiven upon completion of the five year retention period: Five years from the date of closing If a property is scheduled for sale or refinancing within the five years, the household will need to contact the originating member for instructions: Refinancing requires a subordination agreement to be executed Sale or transfer of the property requires a recapture calculation Foreclosure does not trigger recapture of EBP funds: FHLB Boston must be sent copies of the foreclosure documentation for tracking and reporting purposes 25
27 Monitoring and Retention Member Responsibilities: Manage the closed EBP pipeline Remain a point of contact for the household throughout the retention period Provide contact information to the homebuyer Maintain a separate file on each homebuyer with all pertinent documentation for at least five years Copy of the EBP Mortgage Copy of the EBP Note Copy of the Homebuyer Information, Household Members and Income Worksheet and the Authorization to Release Monitor and process discharges for the EBP mortgages at the expiration of the five year retention period 26
28 General EBP Reminders Provide fully executed documents at all times Enrollments are good for 90 days from the time of approval Extension requests should be timely and will be approved on a case by case basis Disbursements cannot be requested until recorded EBP Mortgage is submitted Maximum cash back at closing is $250 Principal reductions applied at closing MUST be approved in advance by the Bank with an explanation from the member Earnest money deposits cannot be provided back to the homebuyer at closing 27
