5 5 Understanding Cloud Computing - Definition Cloud Computing is the use of computing resources (hardware and software) that are delivered as a service over a network (typically the internet). Five Essential Characteristics (per National Institute of Standards & Technology) 1. On-demand self-service a consumer can request & receive computing capabilities at any time without requiring human interaction 2. Broad network access - capabilities are available over the network from a variety of user devices (mobile phones, tablets, laptops and workstations) 3. Resource pooling the provider s computing resources are pooled to serve multiple customers using a multi-tenant model (similar to multiple apartments in a single apartment building) 4. Rapid elasticity capabilities can be elastically provisioned and released based upon customer demand. To the customer, the capabilities available appear to be unlimited. 5. Measured service automatically control and optimize resources by metering some appropriate measurement such as number of users, storage used, bandwidth consumed or computing cycles used.

22 22 Selecting Cloud Solutions - Considerations State & Agency Security Standards Public Records requirements Must consider record retention & disposition schedule Greater focus on records retention procedures & records handling Plan for vendor or service expiration how to transfer files back from the vendor onto a local system or other vendor Plan for security, confidentiality, ownership, ease of data removal/portability and disaster recovery. Notice of breach without unreasonable delay (both government entity and cloud provider)
23 23 Selecting Cloud Solutions - Considerations Understanding & Negotiating Service Level Agreements (SLAs) SLA serves as the covenant between the consumer and the service provider for the expected level of service SLAs must be enforceable and address specific remedies Default agreements for public cloud providers typically do not provide adequate safeguard measures for agency security & privacy needs Typical SLA components Performance & Monitoring metrics such as uptime/reliability, throughput, and service response times. May want a neutral 3rd party to monitor the vendor s performance Data preservation, data privacy and security Confirm all desired business and legal requirements are met in writing Compensation establishes what the service provider pays based the on the number of hours the system/service is down Ultimately the consumer is responsible for understanding how the provider will honor its contractual obligations
24 24 Selecting Cloud Solutions - Considerations Business and Disaster Recovery plans Objective: ensure the State s ability to deliver essential services under any circumstance Availability operational performance and user access to the system. Uptime is the amount of time the system can be expected to run without interruption. Downtime is the failure to deliver the expected service. Planned Downtime includes any time planned for applications to be offline to perform system maintenance or upgrades. Unplanned Downtime occurs when there is hardware or software failure. Considerations: What are the operational consequences if the cloud is down? Can you quantify the cost to your agency? What do you consider a reasonable or acceptable amount of time to be down? How might downtime affect user experience or perception of the agency if you are delivering content to your citizens via the cloud? Levels of required availability will drive the costs of cloud computing. Be sure your requested availability is appropriate to the business need as cost may increase dramatically if you demand 24/7 service or hot sites.
25 25 Selecting Cloud Solutions - Considerations Business and Disaster Recovery plans (con t) Integrate a Cloud-specific contingency plan with your existing Continuity of Operations Plan (COOP) Address operational needs, requirements of storage, classification of data & determine acceptable risk levels Considerations to address offsite data held in the cloud What data is most critical for continuing operations? What data is contains sensitive or personally identifying information? Determine data retention period & backup frequency How will employees communicate if they lose access to or data? Possibly use a 3 rd party for an additional copy of data Some applications & data can withstand downtime without significant impact Some mission-critical data might be maintained locally, especially if it could create a security and/or legal risk if breached.
26 26 Selecting Cloud Solutions - Considerations Business and Disaster Recovery plans (con t) Review Service Providers Disaster Recovery plan and how it relates to the SLAs Understand what constitutes a disaster Know who can declare a disaster Be aware what measures are in place to minimize impact to operations Know the Recovery Point Objective this defines how current the data must be & how much data loss can be tolerated Know the Recovery Time Objective this defines how quickly the agency needs to be operational after a disaster Review Service Providers underlying technology & resources Is the underlying technology reliable? Is the technology capable of providing the service level? Can the vendor host content at multiple sites? Are the vendor s capabilities in place to meet Continuity of Operations Plan (COOP) and Disaster Recovery? Test your Disaster Recovery plan
27 27 Selecting Cloud Solutions - Considerations Governance Cloud computing can simplify operations & reduce costs, but it may require greater governance & oversight Develop organizational controls that align with in-house technology practices Develop & deploy a comprehensive audit system or workflow process to ensure that data is stored, protected and used in accordance with office practices. Compliance Laws & regulations may complicate security & privacy for cloud computing adoption as specific data requirements applicable to your office must be followed regardless of where the data lives. Requirements pertaining to government or industry-related regulations, confidentiality, and privacy controls must be addressed by the service provider before you begin to use their technology. Access Control Define the process of controlling and granting access to the cloud and ensuring that data is protected.
28 28 Selecting Cloud Solutions - Considerations Costs Key benefit of the cloud is reduced IT costs & allow you to shift more resources to core functions Beware of hidden costs Develop a Return on Investment (ROI) analysis Savings: hardware, infrastructure, personnel, increased efficiency Costs: monthly subscription costs Potential additional costs: Data migration & download fees do they charge for data transfers in/out the cloud based on data volume? Additional software license fees how many licenses are required to manage the system (seat licenses vs concurrent licenses)? Integrating with other applications if integrating with other applications, are there additional integration costs? Bandwidth is your current bandwidth sufficient or will you need additional bandwidth to use the cloud application? Data backups are there additional fees for regular data backups?
29 29 Selecting Cloud Solutions - Considerations Avoid Vendor Lock-in What will happen upon termination of your vendor contract? How will your data be retrieved? What format will your data be in? If your data is enriched in the cloud, will you get the enriched data? What transition period is supported by the vendor? Data Ownership SLAs should clarify your ownership rights of your data in the cloud SLAs should provide for returning or destroying data as you direct Clearly articulate the level of data portability required Jurisdictional Issues confirm the vendor stores data in jurisdictions where the agency is prepared to defend litigation as cloud servers may be located in other states, federal circuits or even another country.
