19 Emergency Response Plan - OBJECTIVES Establish command response procedures for all emergency situations for all facilities through activation of the Water Services Emergency Operations Center (WSD-EOC) Integrates the Emergency Operation Plan, Integrated Contingency Plans, Laboratory Emergency Plans, and security documents Directs preparedness efforts and as a resource and reference document for emergency responders Prepared in compliance with the Public Health Security and Bioterrorism Preparedness and Response Act of 2002

28 Fugitive Agent Monitoring Program Phoenix Operates an Advanced Water Quality Laboratory Capabilities of detecting organics, chemicals, metals, microbiologicals, toxicologicals, etc. New Analytical Instruments Purchased to Detect 102 Fugitive Agents Associated with Intentional Contamination Lists Narrowed Many have methods of dispersal more effective than application to drinking water. Some will not chemically dissolve in water or would rapidly degrade. Currently test for 74 of the 102 fugitive agents. Included readily available industrial chemicals Currently test for 130 industrial chemicals, including others not on the fugitive agents list.
