1 UNIVERSITÀ DEGLI STUDI DI BRESCIA Reg. 416/2015 Prot. n Subject: CALL of Competitive Examination of Post-Graduate Research Courses XXXI Cycle THE CHANCELLOR HAVING REGARD TO art. 19, paragraph 1, of Law no. 240 dated 30 th December 2010, amending art.4 of Law no. 210 dated 3 rd July 1998, implementing the standards governing Research Doctorate Courses; HAVING REGARD TO the Decree of the Ministry of Education, Universities and Research Regulation laying down the procedures for the accreditation of offices and doctorate courses and criteria to establish the research doctorate courses by accredited bodies, no. 45 dated 8/2/2013; HAVING REGARD TO the University Statute issued with Chancellor s Decree no. 68 dated 2 nd December 2011; HAVING REGARD TO the Regulation for the establishment and operation of the research doctorate courses, issued with Chancellor s Decree no. 336 dated 27 th June 2013; HAVING REGARD TO the opinion expressed by the Assessment Unit convened on 27 April 2015, concerning the existence of the suitable requirements provided for by national law and by the University Statute; HAVING REGARD TO the Note, protocol n dated 06 th July 2015 issued by the Ministry of Education, Universities and Research (MIUR) informing that the National Agency for the Evaluation of the University System and Research (ANVUR) has delivered a favourable opinion in respect to the accreditation of the research doctorate courses as they have been proposed by the Universities, and believing, with regard to the implementation of the new cycle, that the universities, pending the issuance of the decrees of accreditation, can proceed to calling the public competition for admission; HAVING REGARD TO the resolution protocol n. 317/5843 of the Academic Senate dated 29 May 2015 that establishes the 31 cycle of Research Doctorate Courses; HAVING REGARD TO the resolution protocol n. 272/15932 of the Board of Directors dated 07 July 2015 that allocates the grants available for the Research Doctorate Courses; HAVING RESERVE TO any amendments, updates or additions to this Call, they shall be notified exclusively through publication on the website: HEREBY DECREES Art. 1 IMPLEMENTATION 1. The 31 cycle of Research Doctorate Courses, having the statutory office at the Università degli Studi di Brescia (University of Brescia) and a three-years length opens a competitive examination for the admission onto the following research doctorate courses relative to the 31 cycle, for the academic year 2015/2016: Page 1 of 32

(1) One scholarship is reserved for a candidate having achieved academic qualifications at Universities abroad. (3) Three scholarships are reserved for candidates having achieved academic qualifications at Universities abroad The Courses last three years and start on 1 st November For each of the courses referred to in this article, the information relative to: activated curricula, places available, research topics, admission requirements, selection methods and criteria and candidate assessment for the purposes of establishing the rankings are reported in Annex A- Doctorate Course Sheet, which is an integral part of this Call. 3. This Call is published on the online court notice board of the University of Brescia at the following address: This publication is equivalent to notification for all effects and purposes including for the aim to convening entrance exams, where provided for. The notice about this Call will also be published on the website of the European EURAXESS and that of the Ministry of Education, University and Research. 4. Any amendments, updates and integrations to the Call and its Annexes will be released exclusively via publication on the website of the University of Brescia at the following address: This publication is equivalent to notification for all effects and purposes. 5. The submission of admission applications through the online procedure, as referred to in art. 5, constitutes acceptance by the candidate of the rules contained in this Call, and in the internal Regulation for the establishment and operation of the Research Doctorate courses. 6. Failure to comply with the rules contained in this call will lead to exclusion from the competitive examination. 7. Any personal communication to candidates will be sent via to the address provided by the candidate during the online enrolment procedure. The University accepts no responsibility for lack Page 2 of 32

3 of communication due to incorrect contact details submitted by the candidate or from failure or late communication of the change of such details, nor due to postal or on-line information and communications service problems. Art. 2 - ADMISSION REQUIREMENTS 1. Applicants having one of the following academic qualifications may participate in the selection process, without limitations of citizenship: a) A specialist or master s degree; b) Equivalent academic qualification obtained abroad recognised as equivalent to the qualifications referred to in letter a); c) Qualification obtained abroad comparable by duration, level and disciplinary field to the qualifications referred to in letter a). Graduate applicants having obtained their academic qualification at universities abroad may apply for the reserved seats. 2. Candidates who submit an application for admission to the selection process within the deadlines provided for in this Call and who will have obtained the qualification referred to in paragraph 1 before and no later than 31/10/2015 are admitted conditionally. Within 3 days of obtaining such qualification, the candidates must send a self-declaration (or the certificate obtained, in the event the qualification was obtained abroad) to the U.O.C Dottorati (UOC Research Doctorate Department), by fax number: ; this certificate shall include the name of the University issuing the qualification, the date of achievement, the type of degree (old Italian University system - a 5 year undergraduate degree -, specialist/master s) and the marks awarded, together with a copy of a valid identification document. 3. Candidates who fail to communicate the attainment of the qualification within the deadlines provided for, or who provide documents that are incomplete, incorrect, or sent via means or to recipients other than those indicated above shall be excluded from the selection process. 4. All candidates are eligible for selection, subject to verification of the self-declarations pursuant to Italian Presidential Decree no. 445/2000 and subsequent amendments and additions. The University may, at any time during the procedure, even after the Research Doctorate course has begun, perform verifications on the truthfulness of the declarations made. In the event of false declarations, the University may order at any time, with justified reason, the exclusion of the candidate from the selection procedure or from the Research Doctorate course, without prejudice to criminal liability arising therein. ART. 3 QUALIFICATIONS OBTAINED ABROAD 1. The suitability of the qualifications achieved at universities abroad is assessed by the Admission Selection Committee for the sole purpose of admission to a Research Doctorate course, in compliance with the law in force in Italy and in the Country in which the qualification was awarded, in accordance with international treaties or agreements concerning the recognition of qualifications for further studies. 2. The online completion of the admission application leads to the simultaneous implicit request to verify the validity of the qualification. To this regard, candidates must attach the following documents to the online application, under penalty of exclusion from the selection process: - Certificate of the academic qualification obtained, specifying the exams taken and marks awarded; - Any other document deemed useful to assess the suitability of the academic qualification obtained. 4 The aforementioned documents, if not issued in Italian or English languages, must be accompanied by a translation in Italian or English language, and signed under the responsibility of the candidate, under penalty of exclusion from the course; If the academic qualification has already been declared equivalent to the Italian degree, the candidates must state the Italian University and the details of the provision that declared it equivalent. 3. Candidates having academic qualifications obtained abroad, if successful, must submit, before 31 st December 2015: the original Degree Diploma with translation, legalisation and the declaration of equivalent value in situ, issued by the Italian diplomatic authorities in the Country in which the qualification was awarded. The declaration of equivalent value should state, inter alia, that the academic qualification held is valid in the Country in which it was awarded for enrolment onto a University course corresponding to a Research Doctorate. 4. If the declaration of value in situ is not available by the date of , the candidate shall submit a document certifying that the request has been sent to the competent diplomatic authorities. The student shall send the declaration of equal value as soon as possible, and in any case before 31 st October 2016, without exception and under penalty of exclusion from the course. Candidates shall also be excluded in the event that, following verification, it appears that the qualification is not in compliance with the requirements set forth by this Call and does not allow enrolment onto the Research Doctorate course. ART. 4 DOCUMENTS TO BE SUBMITTED AND RELEVANT QUALIFICATIONS 1. Candidates are required to submit (by attaching them to the online application form referred to in the previous article) under penalty of exclusion from the course, the following documents and qualifications mandatory for admission to all the Research Doctorate courses referred to in this Call: a) Identity document: identity card or passport, particularly with pages showing the document number, issuing authority, place and date of issue, photograph, personal details and expiry date; b) Academic qualification: -For candidates who obtained the qualification in Italy Statement of self-declaration (form can be downloaded from certifying the achievement of the academic qualification, the issuing University, the date of achievement, the final mark and a list of the exams taken and the marks awarded to them. - For candidates who obtained the academic qualification abroad The documentation referred to in article 3, paragraph 2. - For candidates waiting to obtain the academic qualification Declaration in lieu (or certificate in the case of non-eu citizens) of registration to the degree examination session inclusive of a list of the exams taken and the marks awarded to them; c) Curriculum vitae. 2. The application must also be completed by attaching the required and optional documents and qualifications set out in Annex A - Research Doctorate Sheet, for each Research Doctorate course. Candidates may apply, contextually with their application for online registration, to be evaluated for one of the topic scholarship available, if any. For these successful candidates of ordinary places with scholarship a topic scholarship will be allocated on a preferential basis and according to the ranking. Page 4 of 32

The documents referred to in paragraphs 1 and 2 must be written in Italian or English languages, or translated into Italian or English languages and signed under the responsibility of the candidate. 4. Only the qualifications held by the candidate at the expiry date of this Call are subject to evaluation, without prejudice to what is set out in article 2, paragraph 2. Art. 5 APPLICATION FOR ADMISSION TO THE COMPETITIVE EXAMINATION 1. Submission for applications opens on 23 July 2015, at a.m (Italian time) and ends without exception on 31 August 2015, at p.m (Italian time). 2. Application for admission must be submitted, under penalty of invalidity, using the dedicated online procedure, which envisaged two stages: - REGISTRATION TO THE UNIVERSITY WEBSITE: a prerequisite for online submission of the application for admission to the test is the registration of the candidate at the University website: using their personal details, click the link Registration on the left. Those who have registered in previous years at our University and have graduated, or left the course, incurred forfeiture, or moved to another University (in any case those who are on the University of Brescia s IT system) will be recognised by the system, and in the event that they do not longer have the credentials previously issued, must activate the recover credentials procedure. Once registered, the candidate s credentials will be provided (username and password - to be saved to a file or printed for future login); - LOGIN AND ENROLMENT IN THE COMPETITIVE EXAMINATION: proceed to login (insert username and password). Click on the headings SECRETARIAT>ADMISSIONS TEST> ENROLMENT IN COMPETITIVE EXAMINATIONS and follow the procedure provided for, which also involves the compulsory uploading a passport size-photo in bitmap (*.bmp) or jpeg (*.jpg) format with a maximum size 3x4 cm at 500 dpi (equivalent to 576x768 pixels). Once the procedure is complete, the candidate must print the admission application form in PDF and keep it as proof of enrolment in the competitive examination. 3. Documents, qualifications and publications referred to in article 4 must be submitted in electronic PDF format and attached to the online application. Each file and/or folder, compressed in ZIP or RAR format, cannot be larger than 10 MB. The candidate may add, remove or modify the attached documents even after completing the online application procedure referred to in paragraph 3, provided that it is before the deadline of the Call set for 31 August 2015, at hrs p.m. (Italian time). 4. The name of the attached files must contain the surname of the candidate and the name of the course (e.g. surname_filename_coursename). In the event the Research Doctorate course is organized in different curricula, the candidate may be asked to choose more than one, providing their priority choice (see the sheet relating to each Research Doctorate course in Annex A). 5. Enrolment in the competitive examination does not involve the payment of any fee. 6. The candidate may submit large publications (files and/or folders, compressed in ZIP or RAR format no larger than 10 MB) separately, accompanied by a list and a copy of the online application form. The publications must be submitted without exception no later than hrs (Italian Time) p.m, on 31 August Submission of the above-mentioned additional documents can be made via the postal service or private courier to the following address: Università degli Studi di Brescia, U.O.C. 6 containing the aforementioned publications is also permitted, before the aforementioned deadline, to the same U.O.C, from Mondays to Fridays from 9.00 hrs. to hrs. (Italian time). The package must report the name and surname of the candidate and the words: Concorso di ammissione al Dottorato in [identification of the Research Doctorate course] (Admission to the Research Doctorate in [identification of the Research Doctorate course]). 7. The documents must be received by the date set for the application deadline; the date on the postal stamp does not constitute proof of on time submission. 8. Applications that are incomplete, irregular or not sent according to the means and terms set in this article shall not be valid. 9. Candidates who intend to participate in the competitive examination for multiple Research Doctorate courses must submit multiple online applications, attaching the required documentation to each (art. 4). 10. Candidates with certified disabilities or specific learning disorders may report the need for assistance by attaching suitable documentation to the online application. 11. The University administration does not accept responsibility in the event of the impossibility to read the documentation submitted in electronic form due to damaged files or folders. 12. Candidates are advised not to wait until the last few days before the application submission deadline; the University does not accept any responsibility for any malfunctions due to technical and/or uploading problems of the communication line and/or application systems. Art. 6 ADMISSION EXAMINATIONS 1. The admission examination provides for the assessment of the qualifications and any tests (written and/or oral), according to the methods and the dates provided for in Annex A - Research Doctorate sheet, which is an integral part of this Call. 2. The dates of the examinations set in the sheets constitute official convening for all effects and purposes of the law. The dates of the competitive examinations not set in the sheets attached shall be published on the University of Brescia website, at the address: at least 20 days before the completion of the same. Any amendments or additions to the examination schedule shall be exclusively published on the same website. These publications are equivalent to notification for all effects and purposes, therefore candidates are required to attend, without further notice, the test location, on the day and time provided for, showing a valid identity document. Absence of the candidate will be considered as withdrawal from the competitive examination, whatever the cause. 3. Oral tests, only and exclusively if provided for in the sheet relative to the Research Doctorate course chosen, may also be completed in a language other than Italian. Candidates, where provided for in the Research Doctorate sheet, may take the oral test at a distance on the date provided for, using an audio and video teleconferencing tool via the internet (e.g. Page 6 of 32

7 Skype), attaching the related request form called online oral examination to be found on the University website, to their online application. The candidate must provide contact details in the admission application for selection and ensure the use of a webcam to allow their identification by the Admission Selection Committee. This Committee establishes that the conditions necessary to ensure the regularity of the performance of the test are met (by assessing the identity of the candidate and the right connection for the purposes of the interview). The University accepts no responsibility in the event of technical problems that do not guarantee the proper conduct of the oral examination. Art. 7 SELECTION COMMITTEE FOR ADMISSION TO THE COURSES 1. The Admission Selection Committee is appointed by the Coordinator of the Course upon the proposal of the Doctoral School Committee, and is made up from at least three professors and/or established university researchers. 2. The Selection Committee assigns scores and, at the end of the test notifies the results on a piece of paper posted at the University facility where the test was taken. 3. The Selection Committee sets out the assessment criteria and the scores assigned to qualifications before the completion of the tests, where provided for, taking into account what is already specified in Annex A Research Doctorate Course Sheets. 4. The final ranking for each course is unique and is granted by adding up, for individual suitable candidates, the scores obtained in the assessment of qualifications and in any other tests taken. Art. 8 - RANKING 1. Those who are admitted to the Research Doctorate course are candidates who, in respect to the number of places available, are placed in a good position of the final ranking of each course, composed on the basis of the overall scores reported. The ranking will be published on the website: The dates and the procedures to enrol, without exception, at the Research Doctorate courses will be published contextually of the publication of rankings. This publication is equivalent to official communication to those concerned, therefore written communication shall not be sent. 2. If any of the candidates withdraw from the ranking, before the beginning of the courses, the next candidate in the ranking will take their place. The ranking of those admitted and the expiry date for registration will be published on the website 3. In the event of equal merit in the ranking for a place with a scholarship, the assessment of the economic situation of the candidate s household shall prevail, determined pursuant to the regulation in force on the Right to Education. In the event of equal merit for a place without a scholarship, the youngest candidate shall prevail. In the event in which the candidate comes top in several rankings, he/she must opt for a single Research Doctorate course. The choice of the Research Doctorate course, made at the moment of enrolment, is final and it cannot be changed in anyway. Page 7 of 32

8 Art. 9- ENROLMENT IN COURSES Enrolment must be completed, under penalty of exclusion, according to the procedures and before the deadline set by the publication of the ranking. Successful candidates who do not respect the deadline provided for, shall automatically lose their place, and the vacant places shall be made available to other suitable candidates according to the order of the final ranking. Successful candidates must submit or send/hand-over to the U.O.C. Dottorati, Via S. Faustino 74/B - Brescia (public opening hours: from Mondays to Fridays from a.m to p.m Italian time), the documents listed below: a) Enrolment application for the Research Doctorate course (the form can be downloaded from the website: including the following declarations in lieu: To have a specialist/master s degree or a degree according to the old Italian University system (a 4 or 5 year undergraduate degree); To have/not have already previously benefitted, even only partially, of other study grants for a Research Doctorate course; To not be enrolled and to agree not to enrol in another undergraduate course (according to the old Italian University system, a 4 or 5 year undergraduate degree), undergraduate course (current Italian University system), postgraduate/master s degree, University Master or Research Doctorate for the whole duration of the above indicated course; To not be enrolled and agree not to enrol in a non-medical Postgraduate Specialist School. If enrolled, hereby commits to resign before the beginning of the course, where possible and, if enrolled in the final year, to complete the specialist training before the date of the beginning of the Research Doctorate course; a) Photocopy of the front and back of a valid identity document; b) Original of the passport-size photo attached to the online application form of the competitive examination; c) Receipt of payment of the enrolment tuition fee, as referred to in Article 10; d) Only for the candidates beneficiaries of scholarships, it shall also be necessary to submit a declaration in lieu, on plain paper, provided pursuant to Article 38 of Italian Presidential Decree 445/2000, substituting the affidavit, which must include: The commitment not to cumulate the scholarship with other scholarships awarded for whatever reason except those awarded by national or foreign institutes which serve to supplement stays abroad for research activities; The current bank account code, with the IBAN number to paying-in of the scholarship; Copy of opening a social security account for self-employment workers at the Italian INPS Agency (National Social Security Institute). Candidates, having QUALIFICATIONS OBTAINED ABROAD, must also submit the documents as referred to in paragraph 3 of article 3. The application to enrol, complete of the aforementioned documents attached, can also be sent via registered post with proof of receipt, to the address: Università degli studi di Brescia U.O.C. Protocollo, Piazza Mercato Brescia, and must be received without exception, under penalty of forfeiture, before the deadline set for enrolment. Page 8 of 32

9 The following text must be reported on the envelope: domanda di immatricolazione al Dottorato di ricerca in., that is: application for enrolment to the Research Doctorate course in.). In the event that the application is sent via postal service, the date on the postal stamp does not constitute proof of on time submission. Applications submitted via fax or shall not be accepted. If, subsequent to verification, the documents submitted are found to contain false declarations, without prejudice to the sanctions provided for in the criminal code and by special laws on the subject (articles 75 and 76 of Italian Presidential Decree 445/2000), the candidate shall be declared to be revoked. The University Administration shall recover any benefits granted (such as grants or tuition fees reductions for students) and shall not proceed to any type of reimbursement of the tuition fees paid. ART. 10 TUITION FEES AND CONTRIBUTIONS FOR ACCESS AND ATTENDANCE 1. The following rates and contributions for students enrolled on Research Doctorate courses have been set for the academic year 2015/2016: Students granted a scholarship (including those who have waived the grant): Revenue Stamp duty Contribution to regional Right to Education Total Students not granted a scholarship: Revenue Stamp duty Contribution to regional Right to Education Enrolment fee 199,58 Total 355,58 2. Besides, the following Research Doctorate students are exempt from the enrolment fee (with the exception of the contribution for the right to education): a) those suitable to benefit of the scholarship awarded by the U.O.C Right to Education ; b) persons having a disability equal to or above 66%; Art. 11- SCHOLARSHIPS 1. The scholarships provided for in the Call shall be assigned according to the order defined in the rankings of merit as formulated by the Selection Committee. In the event of equal merit, the candidate will prevail based on the assessment of their economic situation as determined pursuant to the Presidential Decree of the Board of Ministers dated The scholarships, of the current amount of 13, per annum, gross of the expenses charged to the candidate, shall be paid in monthly instalments in arrears. The amount of the scholarship may be increased by 50% for periods of research abroad, authorised by the Doctoral School Committee, and having an overall duration no longer than 18 months. 3. The doctoral scholarships cannot be cumulated with other scholarships awarded for any purpose, except those granted by foreign or national institutes that serve to supplement stays abroad for doctoral research activities. Those who have benefitted scholarships in the past, even partially, are not eligible for scholarships. Scholarships are annual and are renewed provided that the student has completed the programme of activities provided for the previous year, following verification by the Doctoral School Committee. 4. Effective as of the second year each student is ensured a budget for research activities in Italy and abroad of an amount no less than 10% of the amount of the scholarship. Page 9 of 32

10 5. Scholarships aimed at implementing a specific research topic bound the beneficiary student to carrying out research on that specific topic. Art INCOMPATIBILITY Enrolment in Research Doctorate courses is incompatible with the simultaneous enrolment on Undergraduate degree courses, Postgraduate Courses, subject to the provisions of Article 5 of the University Rules for Research Doctorate courses, master s courses or other Research Doctorate courses in Italy or abroad, except in cases of international Research Doctorates and Research Doctorates in co-supervision of theses. Art. 13 OBLIGATIONS OF RESEARCH DOCTORATE STUDENTS 1. Research Doctorate students are required to respect the obligations referred to in the internal Regulation for the establishment and operation of the Research Doctorate courses. 2. Research Doctorate students are required to comply with the activities provided for by their educational curriculum, and dedicate exclusive and full-time commitment to the individual and guided study programmes and the performance of research activities as assigned. Art. 14- AWARDING OF TITLE After passing the final examination, the title of Doctoral Degree is awarded to the student who, upon conclusion of the Research Doctorate course, has achieved results of relevant scientific value, documented by a final written dissertation. ART. 15 PROCESSING OF PERSONAL DATA By implementing the Italian Legislative Decree 196/2003 ( Codex on the protection of personal data ) the University Administration agrees to use the personal data supplied by the candidate only for the completion of the selection procedures and for institutional purposes. Participation to the competitive examination implies, in agreement to the principles of the aforementioned law, tacit consent that the names of the candidates and those relative to the competitive examinations are published on the University website. 20 Evaluation criteria The Evaluation Committee will proceed by first evaluating only items 1, 2 and 3 as specified above. The Evaluation Committee will not evaluate the Candidates whose curriculum is judged as "not in line with the scientific interests of the doctoral program" will be excluded from the evaluation. Also candidates who should not have submitted the Research Project Proposal will be excluded from further examination. The maximum score for the evaluation of the documents submitted as items 1, 2 and 3 is 36 points, which the Evaluation Committee will assign on a comparative basis taking into consideration the following elements: Final mark obtained in the MSc program (or average mark for those who have not yet completed the program, only in case the Call allows them to participate); MSc thesis project and subsequent scientific activities related to the scientific interests of the doctoral program; Awards, honors, and other titles International activities (such as, for example, stages, thesis abroad, participation in the ERASMUS program, etc.). Next the Evaluation Committee will proceed with the examination of the Statements of Motivation and the Research Project Proposals. Candidates who score less than 20 points in the evaluation of their titles will be excluded from further evaluation. The maximum score for the evaluation of the Statement and Project is 32 points. Candidates who score less than 20 points in the evaluation of their Project will be excluded from further evaluation. The Committee will then interview (either in in Italian or English as requested by the Candidate) the remaining Candidates; the interview will touch upon topics of interest for the Doctoral Course. The interviews will take place in presence or at distance (Skype connection) if the candidate so requests by filling the form ON- LINE ORAL ENTRANCE EXAMINATION. The maximum score available for the evaluation of the interview is 32 points. Candidates who score less than 10 points in the evaluation of the interview will be excluded from the final ranking. After having determined the final ranking of those candidates that are considered suitable for a PhD position within the doctoral course DRIMI, the Committee will evaluate if these candidates meet the requirements necessary for those fellowships that are linked to a specific research topic.
