1 Summer Academy Democracy at School in cooperation with the Ministry of National Education of Poland, the Centre for Education Development, Poland, The European Wergeland Centre and the Council of Europe Warsaw/Sulejówek, July 2015 PROGRAMME The Summer Academy: Democracy at School offers a one year training programme that aims to develop participants competences in the field of Education for Democratic Citizenship and Human Rights Education (EDC/HRE). It consists of three phases: online pre-seminar activities, one-week residential seminar in Poland, and a follow-up phase for project implementation in schools. The pre-seminars activities and implementation of school projects are supported online on EWCs platform Share&Connect. Aims: - To disseminate democratic values and EDC/HRE principles at schools and in local communities through the Council of Europe EDC/HRE Charter and manuals. - To support implementation of EDC/HRE principles in schools through projects developed by participants and aimed at democratic changes in different dimensions of school life.

2 Objectives: - To enhance understanding of principles of Education for Democratic Citizenship and modern concept of Human Rights. - To stimulate participants reflection upon different aspects of school life, taking into account the main principles of EDC/HRE. - To facilitate partnership and cooperation between all actors of the educational process. - To further develop participants competences in EDC/HRE project planning. - To discuss the Framework of Competences for a Democratic Culture which is currently developed by the Council of Europe (CoE). - To raise awareness of different forms of discrimination and develop skills to prevent them at schools. - To support participants in using CoE manuals in their educational practices. - To facilitate sharing of experiences and best practices in EDC/HRE. - To support development and implementation of EDC/HRE projects. A manual for combating hate speech online through human rights education Outcomes: After completing the online preparatory phase and the residential training seminar, participants go back to their schools and in September 2015 initiate a whole school analysis of their school / community culture taking into account the aims and principles of EDC/HRE (based on recommendations of the Charter and experience gained during the training). Based on the results of this analysis, resources and ideas of all school stakeholders, a school team develops a project aiming at changes in one of the spheres of their school culture. The project should engage teachers, students, parents and local community representatives. The schools that have relevant experience and resources are encouraged to create local EDC/HRE networks. The projects will be implemented in schools between October 2015 and May Starting from September 2015, to ensure ongoing collaboration between the participants and high quality of the projects, one trainer will support and follow-up the development and implementation of the projects online, on the EWCs Share&Connect platform. After the project implementation phase the participants are expected to report about their activities using a pre-designed form prepared by the organizers. The best practices will be disseminated widely through the CoE and other partners. An online certificate for participation in the training course will be granted to those participants who completed all three phases of the training, including the successful implementation of the project and active communication on Share&Connect. 2

3 Pre-seminar activities (2 May 2 July 2015): May: Presentation of each participating schools and organisations. Facilitated by Larissa Vassileva May: Read the Council of Europe Charter on EDC/ HRE and provide examples of its practical implementation that you can observe in your everyday activities. Facilitated by Andrey Ioffe May 5 June: Assess your competence compared to the description provided in the CoE manual. Which competences would you like to develop further? Facilitated by Marzena Rafalska June 2 July: Prepare 3-4 questions on each of the four topics for the round table discussions with experts which will take place during the official opening: Council of Europe policies and practices in EDC / HRE. Prevention of all forms of discrimination at school. Significance of partnership and cooperation between stakeholders in education for a sustainable democracy. Framework of Competences for a Democratic Culture (CDC) developed by the Council of Europe. Facilitated by Ruben Krikiyan June 2 July: Think how you would like to present one best practice (one practical example or some concrete change) that was achieved in your school, which can illustrate one of the articles of the CoE Charter. It may be an example from your own school or an example that you know from other sources. During the residential seminar you will be asked to create a poster to promote this example. You may bring booklets, pictures, drawings, etc. PLEASE NOTE that Power Point presentation is not possible.
