4 APPENDIX: Selection of Indicators This report utilizes over 150 quantitative indicators to benchmark Michigan s competitiveness in seven categories, or vectors, of competitiveness: Human Investment, Financial Resources, Innovation Resources, Infrastructure, Business Costs, Globalization & Vitality, and Quality of Life. In order to synthesize this large amount of data and to provide high-level analysis and conclusions, SRI has developed the Competitiveness Foundations Web Model to score and rank states in each of the seven vectors. The web model provides a visual and summary depiction of Michigan s competitiveness using a pared down set of indicators drawn from the 150 indicators used throughout the report. For simplicity and efficiency in analyzing the data, only 74 indicators were actually used to calculate the web model scores. Indicators were eliminated from the web model for a variety of reasons, primarily their similarity to other indicators and redundancy. To prevent the large state bias that can easily occur in this type of analysis, many of the indicators were normalized for size (e.g., measuring exports per capita). A detailed list of the indicators used in the web model is provided at the end of this Appendix. The majority of the indicators used in calculating the web model scores have remained the same since the 2002 benchmarking report, but a handful of indicators have changed due to changing data availability or have been added to reflect factors that have become increasingly important in today s economy. Scoring and Ranking The Competitiveness Foundations Web Model provides a single score for each state in each Competitiveness Foundation vector. To make the scoring process as objective as possible, the SRI team assigned points for each indicator based on a state s overall rank for that indicator. For example, Michigan had the third highest number of new corporate facilities and expansions among the 50 states, and therefore received 48 points for that indicator. Alaska had the lowest number, and therefore received only 1 point. A state s points for each indicator were then totaled, and a score was assigned for each Competitiveness Foundation vector, based on the percentage of total possible points the state received. For example, Michigan received 169 out of a total possible 300 points (or 56.3 percent of the total) for Financial Resources, giving Michigan a score of 56.3 for the Financial Resources vector. 1 Because the scores are scaled in this fashion, the maximum possible score in each vector is 100. Because scores are based on state rankings, the U.S. average score in each vector is 50. After each individual Competitiveness Foundation vector was scored, the SRI team totaled each state s scores to arrive at an overall score and rank for the state s overall Competitiveness Foundations. The maximum possible score across all seven vectors is In those few cases where a state was missing data for a particular indicator, the SRI team made the necessary adjustments in the point totals to account for the missing data and to arrive at a score for the state. 5 Depending on one s perspective on economic development or the relative importance of different variables, one could assign different weights to each indicator in calculating the points and scores. The different Competitiveness Foundation vectors could also be weighted when calculating the overall state score. For the purposes of this analysis, however, SRI chose to give each indicator and each Competitiveness Foundation vector equal weight. Doing so helps to remove some of the subjectivity implicit in choosing weights for different variables, and it produces a scoring system that more evenly addresses the various factors that affect the competitiveness of each state. 2 Plotting the Results Michigan s scores for each Competitiveness Foundation category are plotted on a web graphic with seven axes or vectors. Each axis represents Michigan s score in one Competitiveness Foundation category. Average scores for the benchmark states, for Midwestern/Northern states, and for the entire United States are superimposed on Michigan s web, in order to draw comparisons between Michigan s results and the results of other groups of states. 2 In a few cases, two or more indicators were combined to create a single indicator. For example, electricity prices for commercial users and electricity prices for industrial users were combined to create a single indicator of electricity prices. In these cases, each indicator was weighted equally a state s points for electricity prices/commercial users and electricity prices/industrial users were each weighted by 0.5 and summed together to create an overall electricity prices indicator with a weighting of 1.
