Hong Kong está dispuesto a aceptar en el marco del Acuerdo General sobre el Comercio de Servicios los compromisos iniciales que se indican en la lista adjunta. Esta oferta está condicionada, entre otras cosas, a la solución satisfactoria de la cuestión dei trato n.m.f. Hong Kong se reserva su derecho a modificar, ampliar o reducir esta oferta en cualquier momento antes de la conclusión de las negociaciones sobre servicios en función dei grado en que las demás partes presenten ofertas equivalentes y mutuamente aceptables y en función también dei texto definitivo dei Acuerdo sobre Servicios y sus anexos. Hong Kong se reserva además el derecho a introducir en su oferta modificaciones de carácter técnico. En función dei resultado de las negociaciones sobre servicios de transporte maritimo, Hong Kong está dispuesto a examinar nuevos compromisos iniciales sobre: a) fletes maritimos b) servicios de fletamento maritimo (es decir, alquiler de buques con tripulación) No figuran en la lista como limitaciones, condiciones o salvedades al acceso a los mercados o al trato nacional las prescripciones vigentes en materia, por ejemplo, de consideraciones cautelares, reglamentarias o de competencia profesional.
