THE YOUNG MEDITERREANEAN VOICES DEBATE CLUBS The Anna Lindh Euro-Mediterranean Foundation for Dialogue between Cultures (ALF) was officially established in April 2005, and has its Headquarters in Alexandria, Egypt. Recognised as a unique institution, it fulfils an intercultural mission to promote knowledge, mutual respect and exchange between the peoples of the region, in the framework of the Euro-Mediterranean Partnership. The Foundation works as a Network of 42 national Networks 1, gathering almost four thousand civil society organisations, playing the role of a facilitator to bring people together, promoting dialogue between cultures, nurturing shared universal values, supporting the participation of citizens in building open and inclusive societies, and fostering the human dimension of the Euro-Mediterranean Partnership. Its policies and programmes are scrutinized and endorsed by an intergovernmental Board of Governors, and an Advisory Council guides its strategic developments. During the last decade, the ALF has affirmed itself as one of the most significant regional institutions for dialogue and civic participation in the Euro-Med region. Since 2011, The Anna Lindh Foundation established a programme Young Arab Voices in response to the historic events taking place in the Arab region. The programme, rolled-out across Algeria, Egypt, Libya, Jordan, Morocco and Tunisia, aimed at providing opportunities, tools, and capacity building for the involvement of youth in running and managing effective informed debates. The YAV external strategic review implemented by the international evaluation agency I-SCALE in 2014 underlined that if not for YAV, many debate and dialogue activities in the region would not exist and underlined the importance of investing in its continuation. More than 100,000 young people benefited from the public debate activities and debating hubs. The programme had a significant visibility impact, with major institutional bodies and international figures associated to it engaged across the region through digital media outreach work. For the year 2015, the Young Mediterranean Voices programme foresees to launch a call for proposals inviting the CSOs in Morocco, Tunisia, Egypt, Lebanon and Jordan to set up debate clubs which will contribute to the achievement of the programme goals and principles. ALF, in the past four years, focused mainly its activities in Morocco and Egypt as countries of operation in line with the previous successful achievements, the Foundation intends to maintain its presence in the Countries to further strengthen the results. In the current years, for this phase, ALF targets Jordan, Tunisia and Lebanon, where Tunisia and Jordan are new for ALF funded Youth debate Initiative. Efforts will be increased in Tunisia to enhance impact and visibility to the Programme. YMV program, on the other hand, will be in a starting phase in Lebanon, completely new Programme Country. The action in Lebanon will aim at expanding and introducing the program in the nearby neighborhood. 1 ALF Networks are established in each and all of the countries for the Union for the Mediterranean: Albania, Algeria, Austria, Belgium, Bosnia- Herzegovina, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Egypt, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Israel, Italy, Jordan, Latvia, Lebanon, Lithuania, Luxembourg, Malta, Mauritania, Monaco, Montenegro, Morocco, Netherlands, Palestine, Poland, Portugal, Romania, Slovak Republic, Slovenia, Spain, Sweden, Tunisia, Turkey and the United Kingdom. 2

4 The Call for Applications for Young Mediterranean Voices Debate Clubs is open to all CSOs in Morocco, Tunisia, Egypt, Lebanon and Jordan and is launched on 15 th of November 2015, with deadline for submission on 29 th December 2015, that is 45 days after the opening of the call. B. AIM, SPECIFIC OBJECTIVES AND TARGET GROUPS B.1 Aim of the YMV Debate Clubs The YMV Debate Clubs initiative aims to promote a culture of debate and participation among youth, and increase their skills for public debate by providing platforms for youth from diverse backgrounds to meet and exchange views. B.2 Specific Objectives of the YMV Debate Clubs The ALF is supporting the establishment of YMV Debate Clubs leading activities with the following specific objectives: Promoting intercultural dialogue through structured and sustainable debates in the targeted countries. Providing young people open spaces for debate and stimulate exchange of views on issues of common concern with the local community; Enhancing young people skills for advocacy and to actively participate to social dialogue within their societies the Youth Mediterranean Voices Debate Clubs will have the task, through the implementation of their activities and methodology they propose, to prepare and train young people to debate in public. The best performers will be invited to participate to a public debate tournament/competition. B.3 Target Groups The main target group of this of this call is represented by the civil society actors at large, governmental and non-governmental organizations as well as private and public bodies in Egypt, Morocco, Jordan, Tunisia, and Lebanon. The beneficiary of the activities organised by the Club Debates will be Youth. Women will be preferably targeted, as recognised key actors for change. The involvement and participation of: Civil society actors working in the field of youth, education and culture and/or other forms of dialogue, acting as multipliers; Schools and Education centres Discriminated social groups, as the most vulnerable component of society;local stakeholders having an influence on the social context where the project is implemented will be considered an asset. 3

5 C. FINANCIAL ALLOCATION The overall amount allocated to the YMV Debate Clubs Programme is 70,000 Euros. However, the ALF reserves the right not to award all available funds. C.1 Size of the Grant: The size of the awarded grants will be between the following minimum and maximum amounts The minimum size of the awarded grants will be Euro The maximum size will be 14,000 Euro depending and in line with the proposed action plan and budget. The ALF financial support represents the 100% of the total eligible costs of the project. C.2 Terms of Payment: Payments will be made in accordance to the following schedule: Pre-financing instalment (60%) upon signature of the contract and receipt of request for pre-financing payment by the ALF; Final payment (balance) upon submission of the Final Narrative and Financial Reports and relevant Audit certificate, and assessment and approval by the ALF. D. ELIGIBILITY CRITERIA FOR THE PRESENT CALL All submitted applications must fulfil each and every one of the following criteria in order to be considered eligible and to be reviewed by the Evaluation Committee. D.1 Eligibility of the Applicant: who may apply? In order to be eligible applicants must fulfil all of the following criteria: Be a legal person (not a physical person) such as non-governmental organisations, educational, cultural, academic or research institutions, media, foundations or local authorities, private entities; Being an organisation having sufficient management and financial capacity 2 ; AND Being an organisation promoting youth empowerment and participation Being a member of one of the 5 ALF National Networks in Egypt, Jordan, Lebanon, Morocco, and Tunisia prior to the 20th of January 2015 is considered an asset. Anna Lindh Foundation s Head of Network Institutions in the 5 target Countries may respond to this call. 2 It has to be understood a yearly turnover of at least the same value of the proposed project/action 4

6 Private for profit entities can apply or be a Partner provided that the purpose and the activities of the project proposal are not for profit. Private for profit entities will be required to sign a statement declaring this. It should be highlighted that, If selected and awarded, the applicant organisation will be responsible for the management of the grant and the final reporting. D.2 Eligibility of the partners In order to be eligible as a Partner in a project granted by the ALF, Partners must be a legal person (not a physical person) such as non-governmental organisations, educational, cultural, academic or research institutions, non-profit media, foundations or local authorities, private entities, etc. Project Partners may or may not be members of ALF National Networks. In other words, membership in ALF National Networks is NOT mandatory for the Partners associated to the project. But Partner Organisation(s) must be officially registered and established as an NGO, an association, an institution, etc. under the national law of one of the 5 target Countries. Project Partners participate in designing and implementing the project, and the costs they incur are eligible in the same way as those incurred by the applicant. The financial responsibility of the project will remain fully with the Leader who will be considered accountable for the management of the ALF Grant. Private for Profit Entities can be Partners provided that the purpose and the activities of the project proposal are not for profit. Private for Profit Entities will be required to sign a statement declaring this. D.3 Eligibility of the contents and type of activity(ies) 3 A project is a coherent set of activities developed in the framework of clearly defined and reachable objectives, target groups, and planned results to be accomplished within a limited timeframe. The general programme of activities of an organisation/institution cannot be considered as a project to be funded by the ALF. Projects should be designed in response to the specific needs of the target groups and an analysis of the context. Only projects that fall under article II of the statutes of the ALF are eligible for funding ( alf_statutes_0_0_0.pdf). Youth Debate Clubs The proposed activities may include the following formats: Capacity building sessions and local community debates (a minimum of 2 one day capacity building session addressing debate skills and competencies). Debate practice sessions. Large scale and/or high visibility events (a minimum of 1 event) The ALF encourages projects where creative ideas based methodology and innovative/artistic tools for debate are introduced. 3 The above mentioned activities are stated only as guidance. The proposals shouldn t be limited to them. 5

7 The ALF will facilitate coordination of the action and relation between project applicant and ALF Head of Network in the country as well as the British Council (the ALF main partner in this initiative). The ALF will recommend the mobilisation and the involvement, in the selected Debate Clubs activities, of persons previously trained according to the YMV debate methodology. The following types of Actions are ineligible: Projects with an ideological objective which is not in line with the ALF mission; Projects fully or mainly concerned with individual sponsorships for participation in workshops, seminars, conferences, congresses; Projects fully or mainly concerned with individual scholarships for studies or training courses; feasibility studies. D.4 Eligibility of the duration of implementation The duration of implementation must be a minimum of 3 and a maximum of 6 consecutive months. The duration should include the implementation of all the activities indicated in the application and in the contractual documents, as well as their evaluation; The duration of implementation must fall within the period between 27 January 2016 and 27 July 2016, where 27 January is a provisional start date; It should be taken in duly consideration that the key milestone event debate tournament will take place in March 2016 (provisional date); It has to be understood that, within the implementation period, 1 month is given for the preparation of final narrative and financial reports, audit certificate and related annexes. D.5 Eligibility of location(s) and origins of participants Activities should not take place outside the countries of ALF Network in the countries targeted by this call: Egypt, Jordan, Lebanon, Morocco, and Tunisia,, Projects should involve persons with official residence in one of the Euro- Mediterranean countries. Any exception for participation of nationals of the EuroMed countries 4 who are resident outside the geographical zone will have to be agreed with the ALF before any cost is engaged. The grant cannot cover expenses for persons who are non-nationals AND non-residents of a member State. Actions funded by the Anna Lindh Foundation should not have profit-making purposes. Any profit generated by the Action funded by the ALF must be re-injected in the budget of the Action itself. Sub-granting is not allowed. Costs for persons from Libya and Syria participating in the activities may be eligible with prior approval of the ALF. 6

8 D.6 Communication and Visibility Communication should be a central component of the proposed project, planned clearly in the work plan and budget. An effective plan of communication and visibility actions is a way to: (a) increase participation and social impact through the engagement of people and Partners; (b) raise the visibility of the ALF and its intercultural dialogue mission to opinion-leaders and policy-makers related to Euro-Mediterranean cooperation. In addition, the budget allocation related to the communication and visibility activities is recommended to be at least 10% 5 of the project direct cost. The communication and visibility actions must ensure the applicant : Complies with the ALF communication guidelines ( ), with particular attention to the Co-Funding of the Anna Lindh Foundation and use of the Foundation s logo in promotional materials; Clarifies and details the main aims of the communication and visibility actions, including clarity on the target groups to be reached; Describes which resources will be required to deliver the specific activities and which tools can be used (including networks, available digital media tools, the communication resources of the ALF and Partners). D.7 Eligibility of Cost D.7.1 Eligible / non eligible costs Only eligible costs can be taken into account. These are detailed below. The budget is therefore both a cost estimate and a ceiling for "eligible costs". Costs incurred before the starting date agreed in the grant contract are considered ineligible. Eligible costs must be based on real costs, not lump sums. Per-diem costs (subsistence costs) for missions and activities consist of accommodation, meals, intra-city transportation (within the same city), and sundry expenses (e.g. internet and telecommunication charges). These should be calculated based on actual expenses and duly justified by relevant invoices. However, their daily total per person should not exceed the Per-Diem rates approved annually by the European Commission published on the following link: Recommendations to award a grant are always based on the submitted budget It is therefore in the applicant s interest to provide a clear, realistic, non-excessive and cost-effective budget. 5 It should be recalled large scale and/or high visibility events are part of the requested activities to be implemented 7

9 D.7.2 Eligible Direct costs Eligible direct costs are: Costs arising directly from the requirements of the contract (dissemination of information, audit, translation, printing, insurance, etc.); Taxes, including VAT, if a declaration is provided to ALF indicating that these taxes are non-reclaimable by the applicant. To be eligible under this Call, costs must: Be necessary for carrying out the proposed action; Be foreseen/indicated in the grant contract budget and comply with the principles of sound financial management, in particular value for money and cost-effectiveness; Be recorded in the Partner s accounts or tax documents, be identifiable and verifiable, and be backed by original supporting documents. Subject to these conditions and, where relevant to the contract-award procedures, eligible direct costs should be balanced between human resources, transport, accommodation & meals, communication, materials, publications and other costs, and include: Human resources : The cost of staff assigned to the project, corresponding to actual project staff salaries plus social security charges and other remuneration-related costs or fees. Salaries and fees of staff assigned to the project must not exceed 20 % of the Grant and to be approved by the ALF. Travel and subsistence costs for staff or participants taking part in the activities; The cost of equipment rental and other services, provided they correspond to market rates; The cost of publications, consumables and supplies. The budget must be realistic; any excessive, unrealistic or unjustified estimation can exclude the proposal from financing or require a lengthy process of clarifications and revision. D.7.3 Eligible Indirect Cost (administrative costs/overheads) An amount not exceeding 7 % of the direct costs of the Action may be claimed as indirect costs to cover the administrative overheads incurred by the selected organisation/ association for the Action. Indirect costs are eligible, provided that they do not include costs assigned to another heading of the budget. Overheads can be cost of stationery, telephone, fax, internet, courier expenses as well as financial service costs (in particular the cost of bank transfers and financial charges). Overheads have to be justified with supporting documents and must be based on real costs, not lump sums. 8

10 D.7.4 Contingency reserve. A contingency reserve not exceeding 5% of the direct costs may be included in the Action s budget. It can only be used with the prior written approval of the ALF. Ineligible costs The following costs are not eligible: Purchases of equipment, furniture, land or buildings; Currency exchange losses; Debts and provisions for losses or debts; Interest owed; Items already financed in another framework; Scholarships or direct cash contributions; Sub-granting. D.8 Financial and managerial capacities Applicants for an ALF grant need to have the necessary financial and managerial capacities to carry out the Action to the end. This means that, if the project is selected and if additional sources of funds have been foreseen in the application, the organisation will need to declare that all such sources of funds are secured in order to implement the project as described. Furthermore, the selected grant beneficiaries will be asked to submit copy of their financial report/accounts. D.9 Reasons for Exclusion Applicant will be excluded from participation in this Call for YMV Debate Clubs if: - They are bankrupt or being wound up, are having their affairs administered by the courts, have entered into an arrangement with creditors, have suspended business activities, are the subject of proceedings concerning those matters, or are in any analogous situation arising from a similar procedure provided for in national legislation or regulations; - They, or persons having powers of representation, decision making or control over them, have been convicted of an offence concerning their professional conduct by a judgment of a competent authority of a Member State which has the force of res judicata; (i.e. against which no appeal is possible); - They have been guilty of grave professional misconduct proven by any means which the contracting authority can justify, including by decisions of the European Investment Bank and international organisations; - They are not in compliance with their obligations relating to the payment of social security contributions or the payment of taxes in accordance with the legal provisions 9

11 of the country in which they are established or with those of the country of the contracting authority or those of the country where the contract is to be performed; - They, or persons having powers of representation, decision making or control over them, have been the subject of a judgment which has the force of res judicata for fraud, corruption, involvement in a criminal organisation, money laundering or any other illegal activity, where such an illegal activity is detrimental to the EU s financial interests; - They are currently subject to an administrative penalty referred to in Article 109(1) of the EU Financial Regulation (for programmes funded by the EU budget and the 11th EDF) and in Article 99 of the 10th EDF Financial Regulation (for programmes funded by the 10th EDF). Furthermore, Applicants are also excluded from the award of grants if, at the time of the application, they: - are subject to a conflict of interest; - are guilty of misrepresentation in supplying the information required by the contracting authority as a condition of participation in the contract procedure or fail to supply this information; - find themselves in one of the exclusion situations for this procurement or grant award procedure. Applicants must provide a declaration confirming that they do not fall into any of the above listed categories.. The partner cannot take any kind of direct or indirect personal benefit from the grant allocated. E. SUBMISSION OF THE PROPOSALS An applicant can submit more than one proposal in the framework of this call. However, an applicant cannot be awarded more than one Grant under this Call for Proposals. An applicant can be Project Leader in one project and Partner in another. In this call, priority will be given to applicants (Leaders) who have not previously received multiple Grants from the ALF. E.1 Application: general instructions Applying to the ALF Call for Proposals requires the submission of all the following documents: - Application form - Work Plan - Logical Framework - Budget 10

12 - Legal Entity File - Financial Identification File - Partnership agreement (if any) - Sworn Statement Applying to the call must be done electronically, using the forms available on Applications should be in English or French. Applicants must strictly follow the format of the application and its related annexes available on line. All the application sections and related annexes should be properly filled in. In case the proposal is sent to any of the ALF staff members addresses, the application will be rejected immediately. Guidelines and Application are available in Arabic for your information only. Before filling it in, however, please carefully read the tips on how to fill in the budget at the end of the form. Supporting documents to Legal Entity File (LEF) As supporting documents to LEF, please send scanned versions of the official statutes or articles of association of the applicant. 11

13 The statutes must be stamped or published by an official authority of the country in which the applicant institution/organisation is registered. If not, a registration certificate is also required. F: Financial Identification Form The form must be filled in, signed and stamped both by an authorized representative of the Applicant institution and by the concerned bank and then sent as a scan. The bank account must be in the name of the Applicant institution and the details must necessarily include IBAN and SWIFT codes (please pay particular attention to the SWIFT, as the form does not contain a specific field for it). The bank must be located in the country where the applicant is registered. G: Partnership Agreement and Sworn Statement (if applicable) Please download the template, save, fill it in, sign, stamp and send its scanned copy along with the application Partnership Agreements must be prepared for EACH and all of the partners and must be signed by the Applicant and Partner(s). Applicants are kindly requested to submit also: Duly Authorized Signature documentation Please send an official document (statutes, power of attorney, notary statement, etc.) proving that the person who signs on behalf of the organisation is duly authorized to do so. Financial Capacity Please send scanned versions of the applicant s (leader s) most recent financial report and accounts (the profit and loss account and the balance sheet for no more than the last two financial years (2013, 2014) for which accounts have been closed) The financial report and accounts must be signed by an auditor and/or by an authorized representative of the leader association/organisation. If any of the documents mentioned for Annexes E, F and Financial Capacity are written in a language other than English, French or Arabic, a translated summary of the main points in English, French or Arabic (maximum one page) must be submitted. Translations must be signed and stamped by an official translator or by an authorized representative of the organization. 14 E.3 Deadline for receiving applications in response to the Call Applications should be submitted with the annexes no later than the 29 December 2015, by hrs Egypt time (GMT + 2). Queries related to the YMV call Queries related to the YMV Debate Clubs applications can be sent to the address ALF.YDC@bibalex.org until 21 days before the set deadline for submission. The question must clearly indicate the reference of the call for proposals (ALF/ YMV_DC/2015/01) In the interest of equal treatment of all applicants, no answers will be sent directly to the applicant who raised the question/s. Frequently Asked Questions will be uploaded within 11 days before the deadline. No further clarifications will be given after this date. F. EVALUATION PROCESS Shortly after the deadline for submission of applications, the ALF Secretariat will start the evaluation process on three levels: administrative, technical and financial. Administrative check The eligibility of the applications will be checked and the proposals will be immediately rejected if one of the following points applies: the applicant is ineligible; the project is not compliant to the duration and start date of these guidelines; the application is sent to the mailbox of an ALF staff member; the application is submitted after the deadline; The application is incomplete, missing some answers in the form or missing some of the annexes or not respecting the format; The requested ALF contribution is lower than the minimum or higher than the maximum allowed in these guidelines; any of the Annexes are missing. Upon conclusion of the administrative check, the applicants whose applications were rejected will receive an by the ALF Secretariat, indicating the reasons for rejection. Technical and financial evaluation 13

16 In order to be considered for award, a proposal must obtain at least 70/100 points in the above evaluation grid. The ALF reserves the right to ask for technical and financial clarifications as necessary. G. PROVISIONAL SELECTION The Evaluation Committee will submit to the Executive Director a provisional list consisting of: a. Projects Applications list that are accepted without conditions, ranked by score until the overall financial allocation of this call is reached; b. Reserve Projects Applications list (proposals that can be accepted under the condition that the financial resources are available or any of the accepted projects withdraw); c. Rejected applications. All successful applicants will be notified in due time. After the approval of the list by the Executive Director, and taking into consideration the possibilities of the financial allocation, the ALF will immediately start the contract procedure for the selected projects. This involves a final checking of the legal registration, as well as the itemization of the project description with the work plan and the budget. The applicants whose proposals were rejected will receive a letter by notifying it and indicating the reason for rejection. Documents to be provided by provisionally selected projects NOTIFIED by ALF AFTER THEY HAVE BEEN Applicants who have been provisionally selected will be requested to submit supporting documents according to the list below. The provisionally selected applicants will receive a notification letter listing the requested supporting documents to be presented and setting the deadline for the submission. If these documents are not provided before the deadline, the application will be automatically rejected. The association/organization: Scanned versions of the applicant s most recent financial report and accounts (the profit and loss account and the balance sheet for the latest financial year for which accounts have been closed and the year before). 6 The financial report and accounts must be signed by an auditor and/or by an authorized representative of the association/organisation. Scanned versions of the official statutes or articles of the association/organisation of the applicant The statutes must be stamped or published by an official authority of the country in which the association/organisation is registered. If not, a registration certificate is also required. 7 6 This obligation does not apply to States or public bodies, nor to international organisations. It also does not apply in the event that the accounts are in practice the same documents as the external audit report. Please contact the ALF if this is the case. 7 Where the applicant is a public body created by law, a copy of the said law must be provided. 15

17 o Duly authorized signature should be submitted if it isn t stated in the statutes who is the legal representative of the organization who is legally entitled to sign contracts and request for payments on behalf of the organisation. Scanned versions of the official statutes or articles of the association/organisation of the partner (if any) should be included as well. A Financial Identification Form 8 with details of the bank account to which payments will be made. The bank account must be in the name of the applicant association/organisation. The form must be signed and stamped both by an authorized representative of the association/organization and by the concerned bank. This bank must be located in the country where the applicant is registered. TRANSLATIONS If any of the documents mentioned above are in a language other than English, French, a translated summary of the main points in English, French (maximum one page) must be submitted. Translations must be signed and stamped by by an authorized representative of the association/organization or an official translator Exceptionally supporting documents in Arabic might be accepted. Following the positive checking outcomes and the related compliance of all the requested supporting documentation, the successful association/organization will be offered a Grant Contract.
