JOB TITLE: Asset Management Officer CLASS: ASO3 POSITION NO.: SA0017 This Position Reports to: Project Manager, Asset Services ORGANISATION: South Australian Fire & Emergency Services Commission DIRECTORATE: Corporate Services SECTION: Asset and Procurement Services Positions Reporting to this Position: Nil Primary Purpose of Position Create and maintain asset records and assist in the development of processes and systems to meet whole of government reporting requirements, including energy efficiency, Government Office Accommodation Committee (GOAC) plans and property management requirements of Premier and Cabinet Circular 114 and Department for Transport, Energy and Infrastructure (DTEI) Building Management. In liaison with agency staff, assist in the delivery of a range of asset management services, including the compiling and monitoring of asset management data and supporting the development of asset management plans. Support project management and asset management systems and procedures for key stakeholders across the emergency services sector. Assist with the acquisition of property and assist with the management of fixed assets across the emergency services sector, including facilities management. Assist with the development of plans and accommodation strategies and projects including new construction, refurbishment and modifications. Transfer, maintain and reconcile data for asset management systems. Assist with the preparation and submission of reports (including financial reports) with recommendations for consideration to Senior Management. Outcomes Contribute towards meeting whole of government policy requirements of GOAC and DTEI Building Management, Premier and Cabinet Circulars and the Financial Management Toolkit. Contribute towards planning and management of accommodation projects including new construction, refurbishment and modification managed within specified scope, cost, quality and time objectives. Contribute towards the development of an integrated asset management system. Resource Management Responsible for working within approved budget levels. Desirable Attributes Knowledge of land systems and tenure. Tertiary qualifications in a relevant discipline and/or equivalent experience. Experience in Project Management principles and practices. Experience in contract management. Experience in asset management. Experience in using personal computers and office software packages such as Microsoft Project. Awareness of the activities of the emergency services sector, including the SA Metropolitan Fire Service, the SA Country Fire Service and the SA State Emergency Service. Essential Attributes (Knowledge/Skills/Experience Requirements) Knowledge of asset and facility management principles and practices. Knowledge of project management principles and practices. Knowledge of asset and facility management systems. Sound written skills and ability to assist in the preparation of reports (including financial reports) and procedures for senior management. Key Relationships/Interactions Accountable to the Project Manager, Asset Services Works closely with the Project Manager, Asset Management and Project Manager, MFS Capital Works Manager, Assets and Procurement Works with Managers, Project Managers and other staff of the emergency services sector. Liaises with Emergency Services Organisations Managers, key project staff and stakeholders. Key Challenges Contributing efficiently and effectively to a range of initiatives within agreed timeframes and resources as part of a team. Ensuring the application of Government and sector policies, procedures and protocols. Contributing to the integration of relevant services and standards across the Emergency Services sector. Employment Conditions Employment conditions will be governed by the Fire and Emergency Services Act 2005 (SA), and the SA Government Wages Parity (Salaried) Enterprise Agreement 2010 The incumbent will be expected to work in a manner consistent with the Code of Ethics for the South Australian Public Sector. The incumbent must be prepared to be assigned to another position at this remuneration level or equivalent.
