South Australia Police POSITION INFORMATION DOCUMENT Stream: Career Group: Discipline: Classification: Service: Branch: Position Title: Administrative Services Consultancy and Information AO ASO-6 Information Systems and Technology (IS&T) Project Delivery Services Business Analyst LEVEL CHARACTERISTICS The position has been classified at the ASO-6 level by virtue of the requirement to: work under broad direction; be responsible for the definition, development, and justification of significant work programs/projects within and/or across the agency in accordance with corporate goals and government policies; exercise significant levels of discipline knowledge and competence gained through experience, training or tertiary education; provide expert advice and undertake duties of a sensitive, innovative, critical or complex nature, and/or provide a consultancy service to a wide range of clients within and/or across agencies, with a diverse range of skills; POSITION SUMMARY The Business Analyst is accountable to the Program Manager, SHIELD Project. The purpose of this position is to carry out a full range of business analysis tasks for the project, including requirements planning and management, requirements elicitation, analysis and documentation, and communicating requirements to stakeholders. In addition, the Business Analyst will collaborate on the design and implementation of appropriate solutions, and will assess and validate them against requirements. The Business Analyst may also undertake other specific analysis and research tasks when required. POSITION CHARACTERISTICS South Australia Police provides a diverse range of services to the community, aimed at producing a safe and peaceful environment by the minimisation of crime and disorder. It is a large complex organisation which, because of the nature of its operations, is constantly subject to public scrutiny and accountability. It provides services 24 hours a day, 7 days a week, to a range of different locations (over 100) spread across the State. The IS & T Service is responsible for the provision of IT and communications services within SAPOL, and is therefore vital to the achievement of SAPOL s core objectives. In consultation with its

customers, IS & T plans, develops and installs new facilities, and provides on-going support to existing facilities, to agreed quality and service levels. The Business Analyst reports to the Program Manager, SHIELD to provide analysis expertise in order to support the implementation of a COTS police records management system. The incumbent may represent IS & T Service on internal and external committees as required by the project. The position draws on a foundation of previous experience in IS & T related business process modelling, business architecture, project coordination and monitoring, and technology awareness and implementation. It requires an enquiring mind, the ability to build and maintain sound business relationships, to apply strategic and lateral thinking, highly developed analytical skills, and a high level of written/verbal communication. The SHIELD Program is the major software program for SAPOL for the next 5 years and will provide SAPOL with a software package for operational policing from a leading vendor that will be central to policing in South Australian for the next decade. SHIELD will be a central part of the software for criminal justice in South Australia. The primary software package selected for implementation for the SHIELD Program is a COTS product called Niche RMS. ORGANISATION Supervisor Reports to: Supervisor's Position: Subject Position: Positions supervised: Manager Project Delivery Services Branch Program Manager, SHIELD Business Analyst Nil STATISTICS RELEVANT TO THE POSITION IS & T provides services to over 5000 SAPOL employees throughout the State of South Australia. Other IS & T customers include the state policing jurisdictions across Australia, Federal policing bodies, and State and Federal Government agencies or their authorised service providers. The IS & T Service comprises around 100 permanent staff most of whom are located in the city centre of Adelaide. The Service operates capital and recurrent annual budgets of the order of $9m and $15m respectively. Responsibility for approximately $15-30m of technical infrastructure is shared between SAPOL, Justice Technology Division and EDS. This includes over 1300 radio handsets and other vital radio and telephony equipment, the EDS mainframe, a mid-range computer, more than 30 local area networks, networking equipment, 2000 desktop computers and 700 printers located throughout the State. The infrastructure delivers essential communications services and a large number of major online mainframe applications, as well as local applications and Microsoft Office and Mail facilities. The SHIELD Program is the major software program for SAPOL for the next 5 years and will provide SAPOL with a software package for operational policing from a leading vendor that will be central to policing in South Australian for the next decade.
