JOB SPECIFICATION 1. Summary of the broad purpose of the position in relation to the organisation's goals The Registered Nurse (RN) applies clinical experience and professional competence to plan, implement and evaluate a comprehensive and integrated range of evidenced based, recovery oriented services across the multi-disciplinary Local Health Network Inc. Mental Health Service (CHSALHN MHS) appropriate to the needs of the consumer and the local community. The RN provides clinical nursing services to deliver integrated clinical mental health care to consumers within community, acute and rehabilitation service settings. The RN utilises a combination of preventative, early intervention, therapeutic and evaluative approaches such as individual and family therapeutic approaches, group programs, health promotion and community development programs Employees at this level possess at least 3 years post registration experience and accept accountability for their own practice standards, activities delegated to others and guidance and development of less experienced staff. 2. Reporting/Working Relationships The RN: Reports operationally to the Manager, Integrated Mental Health Team through to the Regional Manager; Reports professionally to the Registered Nurse/Midwife at a level 3 classification or above for clinical practice issues and standards, where the direct line manager is not a Registered Nurse/Midwife; Develops and maintains cooperative and productive working relationships with all members of the multidisciplinary MHS service, and members of the hospital teams; Liaises with MH consumers, carers, members of the public, community organisations, external service providers, contractors, and stakeholders across other government and non-government departments; and Supports and works collaboratively with less experienced members of the nursing staff. 3. Special Conditions It is mandatory that no person, whether currently working in SA Health or not, will be eligible for appointment to a position in SA Health unless they have obtained a satisfactory Background Screening and National Criminal History Clearance. Prescribed Positions under the Children s Protection Act (1993) must obtain a satisfactory Background Screening and National Criminal History Clearance through the Screening and Licensing Unit, Department for Communities and Social Inclusion (DCSI). Approved Aged Care Provider Positions as defined under the Accountability Principles 1998 made in pursuant to the Aged Care Act 2007 (Cwth.) must obtain a satisfactory National Police Certificate (NPC) through the South Australian Police confirming clearance for working in Aged Care. Prescribed Positions will also require a NPC general probity clearance. Background Screening and National Criminal History Clearances must be renewed every 3 years thereafter from date of issue. The incumbent will be required to participate in the organisation s Performance Review & Development Program which will include a regular review of the incumbent s performance against the responsibilities and key result areas associated with their position and a requirement to demonstrate appropriate behaviours which reflect a commitment to SA Health values and strategic directions. The incumbent will be required to fulfil all SA Health and CHSALHN requirements to ensure registration is maintained including participation in ongoing professional development and relevant clinical supervision requirements. Participation in an on call after-hours roster; flexibility and some out of hours work may be required. The incumbent must be eligible to work in Australia. Statement of Key Outcomes and Activities 4.1Assist with the provision of professional high quality evidenced based, recovery oriented consumer care within MHS aimed at improving consumer outcomes 4.1.1 Improve nursing/midwifery and consumer care procedures and practices: The incumbent will: Provide proficient clinical nursing/midwifery care and/or individual case management to consumers within a mental health setting; Assess consumer needs; plan, implement and coordinate appropriate service delivery options and communicate changes in condition and care; Oversee the provision of nursing/midwifery care within a service/unit; Provide health education, counselling and/or therapeutic/rehabilitation programs to improve the health outcomes of individual consumers or groups; Plan and coordinate services including those of other disciplines or agencies as required to meet individual and/or group health care needs; Monitor consumers plans and participate in clinical auditing and/or evaluative research to ensure appropriate consumer care outcomes are achieved on a daily basis; Act to protect the rights and safety of consumers in the least restrictive manner, and balance the rights and safety of other parties such as children of the consumer; Integrate advanced theoretical knowledge, evidence from a range of sources and own experience to devise and achieve agreed consumer care outcomes; Work within and promote a Mental Health model care; Apply knowledge, skills and values in working directly with consumers, their network and the wider community to enhance recovery and self-determination in accordance with least restrictive practice; Utilise service eligibility and prioritisation frameworks to inform work plans and services in accordance with community needs; Apply knowledge of the National Mental Health Strategy, Mental Health Standards and relevant legislation; Provide services relevant to the needs of the consumers, and with the support of family and carers, enable them to make appropriate decisions concerning their health in culturally appropriate ways; Develop and strengthen existing consumer support networks through collaboration, mediation, counselling and referrals in consultation with carers, family, friends, local communities, health professionals and other services; Support and empower the consumer by identifying, advocating and acting on behalf of them in their personal interests; Plan transitions between levels of service with the consumer, family/carer, community mental health team and other services; Collaborate with consumers to set, implement and develop ways to review their own goals; and Job & Person Specification Page 4 of 8
