Planning Section 1: Commissioning for positive outcomes Identification of key priorities following needs assessment relating to commissioning system: Evaluate the implementation of HORIZON Review the 18-24 year old service which is being delivered by the Hub and monitor the effectiveness of the service and ensure that it does not have a detrimental impact on the young people s service To support the strengthening of the Blackpool Service User Group Evaluation of the Inpatient Detox framework for preferred provider list Set specific targets around successful treatment completions for both drug and alcohol treatment Review BBV pathways, improve access to testing & vaccination across the treatment system and explore new harm reduction interventions to further prevent the spread of BBV and drug and alcohol related deaths Implement the pharmacy testing campaign and evaluate the effectiveness of this intervention Review pharmacy role of those delivering needle exchange and develop audit tool to further engage the treatment naïve population with offer of testing and vaccination Review the pharmacy service level agreement and pricing structure for both supervised and needle exchange Support the Community Budget Pilot to ensure children are protected and families are supported. Public Health leads to monitor the uptake of residential rehabilitation and identify any blockages for clients accessing rehabilitation. To review packages of care that meet the needs of the clients i.e. reduced length of time within rehabilitation and structured day support given to clients who wish to be supported in the Community The partnership s ambition for a sustained recovering community will not only focus on a person s recovery, but on the reintegration of an individual s holistic needs by establishing links with quality housing, education, employment and the rebuilding of family and community networks. The partnership need to continue to build on the recovery agenda by exploring new models of working which will incorporate the four domains whilst establishing a vision for the population within Blackpool, mutual aid groups being an integral part of this agenda, and to support service users who are developing social enterprise initiatives e.g. Abstinent bar To refine the Key Performance Indicators so that they are specific for an outcome driven service in line with local and national strategy for both adult and young peoples treatment Continue to monitor the Community Contracts and Service Level Agreements with the providers to ensure that they have effective and robust governance arrangements in place Review the Practices of the Providers through NDTMS, TOPS, DIRWEB and the DIP dashboards to ensure that there is robust and accurate monitoring in place. The partnership will ensure the continued alignment of DIP, DRR and ATR with the local PPO scheme and expand further alignment with Integrated Offender Management The will work with the Providers to ensure that they improve the reporting mechanisms for NDTMS, TOPS, DIRWEB, DMIS and quality review reports. These are now all included within the Community Contracts and Service Level agreements and the HORIZON treatment system and the Hub Young Peoples service will be monitored on its performance The will work closely with the Providers to ensure that accurate information is recorded on all reporting systems. Planning Section 2: Maintaining and improving access to treatment Identification of key priorities following needs assessment relating to access to the drug treatment system: Continue engaging clients in effective treatment. Continue to ensure that children who are looked after, young offenders, pregnant young women are a priority accessing service provision. Continue with the successful collaboration between the Hub and CAMHs for young rs with mental health issues Support the development of Recovery champions throughout the horizon treatment system giving every individual an opportunity to be involved. The responsibility will lie with the newly appointed peer mentor coordinator to implement recovery champions in Blackpool. Recovery champions will spread the message throughout the treatment system that recovery is a worthwhile goal while being involved in the recovery movement nationally.
