Its Headquarters is located in Addis Ababa, capital city of Ethiopia. The New Partnership for Africa s Development (NEPAD) is a programme of the African Union adopted in 2001 in Lusaka, Zambia, aimed primarily at poverty alleviation and promotion of economic growth and sustainable development in Africa. As a consequence of the integration of NEPAD into the structures and processes of the African Union, the NEPAD Planning and Coordinating Agency (NPCA) has been established by the Decision of the 14 th AU Assembly of February 2010 as the technical body of the African Union, in replacement of the NEPAD Secretariat. The mandate of the NEPAD Agency is to: i. Facilitate and coordinate the implementation of continental and regional priority programmes and projects; ii. Mobilise resources and partners in support of the implementation of Africa s priority programmes and projects; iii. Conduct and coordinate research and knowledge management; iv. Monitor and evaluate the implementation of programmes and projects; and v. Advocate on the AU and NEPAD vision, mission and core principles/values. The offices of the NEPAD Agency are located in Midrand, Johannesburg, South Africa. Based on the Host Agreement between the Government of the Republic of South Africa and the African Union for NEPAD to serve as the interim AU Office Operating Outside the African Union Headquarters, the NEPAD Planning and Coordinating Agency invites applicants who are citizens of African Union Member States for the post of Human Resources Officer Consultant (Recruitment, Training & Development and Talent Management). A. Post Job Title: Position Level: Duty Station: Supervisor: Human Resources Officer Consultant (Recruitment, Training & Development and Talent Management) P2 NEPAD Planning and Coordinating Agency, Midrand, Johannesburg, South Africa Head of Human Resources

B. KEY PERFORMANCE AREAS Under the supervision of the Head of Human Resources of the NEPAD Planning and Coordinating Agency (NPCA) or his/her delegate, the Human Resources Officer Consultant (Recruitment, Training & Development and Talent Management) will be responsible for the following duties: KEY PERFORMANCE AREAS 1. Ensure that the end-to-end recruitment process and infrastructure is aligned to the AU from inception to acceptance of the offer by the successful applicant with best in class service to the Programme/Division recruiting. 2. Support and facilitate the development and implementation of Training and Development Strategy and Policy. 3. Support the development of policy, processes and initiatives to meet NPCA aspirations on talent management, career development, succession planning and management development in line with the learning and development strategies in the NPCA. 4. Provide HR Management support. 1. Ensure that the end-to-end recruitment process and infrastructure is aligned to the AU from inception to acceptance of the offer by the successful applicant with best in class service to the Programme/Division recruiting. i. Provide Resourcing Strategies to Programmes/Divisions which include designing search campaigns, pre-screening, sourcing, selection, pipelining and induction as well as retention initiatives to ensure a robust, full lifecycle recruiting methodology. ii. iii. Take responsibility for the implementation of the Brand when recruiting. Utilise external benchmarking to ensure up to date knowledge of key recruiting techniques and assessment tools. Keep abreast of the changing legislation guiding recruitment procedures. iv. Work closely with the relevant HR Partner to ensure a sound and thorough understanding of the role being recruited for. v. Use the Job Profile to compile advertisements and interview guides. vi. Oversee the preparation of vacancy announcements. vii. Review applications, prepare a list of suitable candidates and send to the relevant Programmes/Division. viii. Assist line management with interviews and short-lists. ix. Advise line management on remuneration and post levels. x. Prepare letters of offer, with the assistance of the HR Assistant. xi. Follow up with the candidate, agree on a suitable start date, and ensure that all supporting documentation and procedures are followed. Provide feedback to the Programmes/Division. 2

2. Support and facilitate the development and implementation of Training and Development Strategy and Policy. i. Set up, implement and review appropriate systems and methods for Traning needs Analysis. ii. Work with managers and colleagues to develop and implement effective induction programmes and material. iii. Analyse, design and develop, write, deliver, review and evaluate training and learning interventions. iv. Arrange, create, produce and distribute training material and facilities as required. v. Develop project proposals and mobilise resources for Training and Development programmes. vi. Organise, administer and set up training programmes and events as required, with the assistance of the HR Assistant. vii. Build effective relationships with external learning providers or facilitators. viii. Procure services from external providers where necessary and ensure they are appropriately managed, monitored, and comply with necessary agreements. ix. Keep accurate training records that are comprehensive and up-to-date. x. Address enquiries relating to training and development. 3. Support the development of policy, processes and initiatives to meet NPCA aspirations on talent management, career development, succession planning and management development in line with the learning and development strategies in the NPCA. i. Develop and implement effective Talent Management plans, strategies, procedures and policies, and monitor them to ensure that they meet legal requirements, organisational needs and objectives, and that they reflect good practice. ii. Where necessary, support the planning of a programme of learning activities required to meet individual development needs identified through Personal Development Programmes and wider organisational strategy. iii. Monitor progress against the Talent Management Strategy ensuring that staff and resources are effectively allocated and deployed, and that the budget is managed effectively. iv. Manage and lead projects and initiatives ensuring that implementation is achieved on time and in budget. v. Develop mechanisms to monitor the effectiveness of Talent Management activities ensuring service delivery is consistent and in line with agreed standards. 4. Provide HR Management Support. i. Provide support on the overall management of the HR function of the NPCA. ii. Provide support with the AU/NEPAD Integration Process with regards to the transition and the implementation of the Host Agreement. iii. Provide support with the transformation process with regards to the establishment of the NPCA. 3

vi. iv. Provide advice, guidance and support to line managers in Programmes/Divisions of NPCA. Perform any other related duties that may be assigned. C. Job requirements Required Skills and Competencies i. Excellent knowledge and understanding of human resources management and development strategy, policies, procedures and systems and the ability to apply them in a regional and international setting. ii. Excellent knowledge and experience in training needs analysis, training design & development, and training delivery. iii. Must have experience in Talent Management. iv. Sound analytical skills and the ability to identify issues, formulate opinions, make conclusions and recommendations in individual and team settings. v. Project a positive image of the role of HR in the effectiveness and efficiency of NPCA and the motivation of its staff. vi. Excellent written and oral communication skills, with excellent interpersonal and influencing skills. vii. Maintain confidentiality at the highest level at all times. viii. ix. High level of accuracy, attention to detail and thoroughness. Ability to work under minimal supervision, be proactive, initiative, with empathy and sound judgement. x. High level of integrity and accountability, flexible approaches to work coupled with enthusiasm, commitment and energetic. xi. xii. xiii. xiv. xv. xvi. Ability to leverage limited resources and staff for maximum impact. Ability to perform multiple tasks and work under pressure with a wide range of individuals and institutions. Ensure gender perspective in all HR strategies, policies, procedures, systems and initiatives, ensuring equal participation of women and men in all areas of NPCA s activities. Ability to work in a multi-cultural and multi-national environment. D. Education and Experience: Candidates must have a Masters degree in Human Resources Management, Public Administration, Business Administration or Education, with two (2) years of relevant work experience or a Bachelors degree or equivalent, with five (5) years of relevant work experience in public sector institutions or similar organizations nationally, regionally and / or internationally. E. Other relevant skills i. Excellent computer skills (e.g., Microsoft Word, Excel, Powerpoint, Access) essential. ii. Working knowledge of policy analysis and development and programme and/or project management, implementation and monitoring. 4

iii. Technically competent, knowledgeable, with experience in development issues and administrative management. F. Language requirement: Proficiency in one of the following (English, French, Portuguese and Arabic) African Union working languages is a requirement. Knowledge of one or more of the other AU working languages would be an added advantage. G. Age requirement: Candidates should preferably be between 35 and 50 years old. H. Tenure of Appointment: The appointment will be made on an AU shortterm contract for a period of six (6) months, of which the first three (3) months will be considered as a probationary period. It shall be renewable subject to performance and availability of funds. I.
