POSITION OBJECTIVES Position Manage the Technical Services team, including Waste Management. Provide engineering and asset management advice to the Director, Works. Provide professional engineering expertise, guidance and leadership. Prepare and manage Technical Services programs and projects to achieve objectives within time, cost and quality requirements. Provide civil engineering design and specifications to the current relevant engineering standards that meet the needs and expectations of Council and other clients in an efficient and effective manner. Within Section Manage the Technical Services team in providing sound and timely engineering advice, reports, approvals, designs and services to Council, Director Works, other departments and the community. Within Organisation Provide the Senior Management Team, other departments, staff, residents, developers and other stakeholders with sound engineering advice, services and infrastructure. Provide long term planning and management of Council s civil infrastructure and facilities assets. 6. Industrial relations, occupational safety and health and equal opportunity management 6.2 Knowledge Sound knowledge of contract documentation and administration. 6.3 Experience Previous experience in initiating and managing projects associated with assets and infrastructure and negotiating with the private sector, Government agencies and the community. Previous experience in road design, drainage design, traffic management design, car park design, computer aided design and drafting, development and subdivision processing. Previous experience in a management / supervisory role. Proven experience in leading, managing and developing a multifunctional team. Extensive experience in coordinating and managing human, physical and financial resources. Previous experience in initiating and managing programs, projects and services. 6.4 Qualifications and/or Training Degree in Civil Engineering with relevant experience or a TAFE Diploma equivalent with extensive experience in engineering design is desirable. Local Government management experience is desirable. Tertiary / post graduate qualifications in business management, project management or other fields relevant to the position is desirable. Current C Class drivers licence. 7. KEY DUTIES / RESPONSIBILITIES 7.1 Operations Manage the preparation and execution of accurate and timely surveys, designs, estimate, budgets, reports and other services. Provide engineering and project management expertise in the planning, development and construction phases of major Council projects. Manage and administer projects including the preparation of tender and contract documentation and supervision of works. Manage Council s strategic planning / direction for waste management within the Shire of Manjimup. 1 Approve engineering designs and monitor construction of infrastructure on behalf of Council. Provide advice with regards to statutory and practical planning and engineering conditions for private subdivisions. Represent the Council in a professional advisory capacity at the external forums, such as Regional road Group and TIRES. Prepare and coordinate departmental programs including human and other resource scheduling. Provide professional leadership in the development of technical Responsible for continuous review and reform of workplace practices within the Technical Services Department. Act on behalf of and deputise for Director Works when required. Attend Council meetings and other meetings as required. Ensure relevant asset and infrastructure data is maintained and accurate information provided to relevant grant and funding bodies. 7.2 Reporting Report to Director Works on engineering aspects of the Shire s operations and development, involving investigation, recommendation and action. Recommend engineering conditions and provide advice to the Development Control Unit. Responsible for writing agenda items for Council. 7.3 Financial Management Provide significant input into the preparation of Council s Annual Works Programs and Budgets. 7.4 Human Resources Responsible for the management of human and physical resources within the Department. 7.5 Occupational Safety and Health Fulfil requirements of Council s Occupational Safety and Health Policy. 8. Operate within the requirements of the Local Government Act and policies of Council. Prepare reports and make recommendations to Director Works. Assess engineering designs for private subdivisions and developments, for compliance and approval. Approve payments for substantial works and items within specified budgets as per delegated authority. Responsible for the preparation and monitoring of various capital and operational budget items. Responsible for the management of human and physical resources within the Department.
