1 MASTER'S LANE EQUIVALENCY PROGRAM Master s Lane Equivalency. Teachers being paid on the B+40 lane shall be granted payment on the master s lane upon completion of an individual program of study which includes 15 quarter hours or 10 semester hours of study and a project. Master s lane equivalency applications are processed by the Staff Development Department [Professional Development Services]. Written Agreement Following are from the approved Professional Development guidelines for the Master's equivalency program: MASTER'S LANE EQUIVALENCY A. Teachers on the B+40 lane may participate in the Master's Equivalency program. B. This program is based upon the equivalence of 10 semester hours of approved study. C. The individual program must be completed within 24 months of the date of approval by the Master s Equivalency Committee (MEC). D. The candidate must submit a Master's Lane Equivalency form available in the Professional Development office or on-line on the district web page. E. BEFORE CLASSWORK BEGINS course work must be approved by the Master s Equivalency Committee (MEC). The 10 semester hours course of study shall be characterized by the following: 1. It will be an integrated program of allied courses with a concentration in a narrow area of study. 2. It will be directed toward the improvement of the teacher as an employee of this district. 3. It will be a course of study of academic quality. (Six of the 10 semester hours must be university credit; four may be district lane change or university credit.) 4. It shall result in mutual benefit to the teacher and the Salt Lake City School District. F. The candidate will be assigned a member of the MEC as an advisor. The advisor will review the course of study proposal to make sure that it meets the guidelines. G. The advisor will present the proposal to the MEC for approval. On approval from the MEC the director of Professional Development will sign off on the course of study. If amendments are needed the candidate will resubmit classes and if they meet the suggestions given by the MEC then the director of Professional Development will sign off on the amended course of study changes. If amendments are needed after the course of study has been approved then the candidate must submit changes to their advisor who will then present it to the MEC and/or the director of Professional Development for approval. If the candidate does not agree with the MEC s decision he/she may make an appeal to the MEC at the next scheduled meeting. The candidate must request this meeting in writing to the Professional Development department. H. Within the first six months the candidate will make arrangements with the advisor to meet to discuss the anticipated project. The project shall be characterized by the following: 1. Be of academic quality. 1
2 2. Relate to student achievement as an outcome of the work. 3. Have a high probability of enhancing student achievement for ALL students. 4. Be more than what you would normally do as a teacher. 5. Mutually benefit both the teacher and SLCSD. 6. Be based on ideas that are supported by research. I. The advisor will present the proposal to the MEC for approval. J. If amendments to the project are needed the advisor will meet with the candidate to review recommendations of the MEC. The candidate will then revise the proposal and resubmit the amended proposal to the advisor who will then take it back to the MEC for approval. Upon approval of the MEC the director of Professional Development will sign the final approval for the project. K. Upon completion of the project describe in a written reflection (between 5-15 pages type written, 12 pt. font and double spaced) with supporting documentation (that is, student work, lesson or unit design). Reflective writing must respond to the following questions: What have you learned in your coursework that has directly affected your teaching? Describe your project and how it relates to what you have learned? How has what you have learned and your project changed your teaching? What have your students gained? In what ways have your students made progress in their learning? How might other teachers in your school or district use what you have done? Or how do you plan to share your project with other teachers? What might you have done differently in your project? Based on the needs of your students, what is next in your professional learning? L. At the end of your written reflection, on a separate page, develop a ½-1 page synopsis of your project to share with colleagues on our web page. M. Upon completion of the project the candidate will provide the advisor a copy. The advisor will present the project to the MEC for approval and the director of Professional Development will present all documentation to the Superintendent or designee for final approval. N. Upon final approval the candidate will complete an Application for Salary Lane Change (available through the Human Resources Department); attach documentation of completion of all course work and the final project. The candidate will review these with the Professional Development staff for completeness. O. All documents will then be submitted directly to the Human Resources Department. REV

7 Masters Equivalency Project Rubric Project Attributes The project must be of academic quality- The project must relate to student achievement as an outcome of the work- The project must have a high probability of enhancing student achievement for a range of students- The project must be more than what a typical teacher would normally do- The project must benefit both the teacher and the SLCSD- The project must be based on ideas that are supported by research- The project is below the standard and must be completely reworked before the project will meet the standard. The academic rigor of the project is not commensurate with the effort involved in a college/university masters, capstone project. There is no mention of how the teacher will measure the efficacy of the project through their reflection. The project does not increase a student s ability to master targeted learning objectives. The project duplicates existing efforts that increase student achievement. The project is narrow in scope. It is not possible for the project to meet the needs of a range of students. The project does not go beyond the normal efforts of a typical classroom teacher. There is no potential for the project to benefit both the teacher and the SLCSD. There is no rational for the project or the rational lacks credible education research or the teachers own action research/classroom data. The project is moving towards the standard. Small additions/changes will allow the project to meet the standard. The academic rigor of the project is close to being commensurate with the effort involved in a college/university masters, capstone project. There is mention of how the teacher will measure the efficacy of the project but the measures need to be refined. The project is focused on improving a student s ability to master targeted learning objectives but needs to be more focused and intentional. The project has the potential to meet the needs of a range of students but there is no mention of how changes could be made to accomplish this goal. The project has the potential to push the teacher beyond typical efforts but the scope of the project must be increased. There is potential for the project to be mutually beneficial for both the teacher and SLCSD but there is no plan in place to disseminate the project to those that may benefit. The committee s collective opinion believes the project has merit. There is rational for the project but the rational lacks credible education research or the teachers own action research/classroom data. The Project meets the standard. The academic rigor of the project is commensurate with the effort involved in a college/university masters, capstone project. A thoughtful reflection of the project includes data and next steps. The project will increase the student s ability to master targeted learning objectives. The project is innovative. The project has the potential to meet the needs of a range of students. There is clear explanation of how changes could be made to accomplish this goal. The project pushes the teacher to create opportunities for students/teachers (PD) that move beyond typical classroom experiences. It requires them to spend time and energy beyond that of a typical classroom teacher. The project is mutually beneficial for both the teacher and SLCSD. There is a plan in place to disseminate the project to those that may benefit. There is rational for the project and the rational is rooted in credible education research or the teachers own action research/classroom data.
