1 LISTING CRITERIA FOR PUBLIC SECTOR PANELS OF CONSULTANTS (PSPC) ARCHITECTURAL (AR) CONSULTANCY FIRMS (i) Common Criteria for All AR Panels All entities applying for AR panels must be licensed with the Board of Architects, with the exception of Sole Proprietorships and Partnerships*. (*Note: Limited Liability Partnerships and Limited Partnerships must be licensed with the Board of Architects.) (ii) Specific Criteria for Each AR Panel Panel AR04 (a) 1 registered professional with the Board of Architects, supported by 1 professional with recognised professional qualifications 1 Panel AR03 (a) 2 registered professionals with the Board of Architects (b) Expected to have completed a project S$1.5M and above (within the (c) 1 technical or professional staff has attended the course on Code of Practice on Buildable conducted by BCA 2 Panel AR02 (a) 3 registered professionals with the Board of Architects (b) Expected to have completed a project $5M and above (within the (c) 1 technical or professional staff has attended the course on Code of Practice on Buildable conducted by BCA 2 (d) 1 technical or professional staff has successfully completed the Certification Course for Green Mark Manager (GMM) conducted by BCA 2 (e) 1 technical or professional staff has successfully completed the Certification Course for Universal (UD) Assessor conducted by BCA 2,3 (f) Obtained certification in the discipline applied for Panel AR01 (a) 4 registered professionals with the Board of Architects (b) Expected to have completed a project $15M and above (within the (c) 1 technical or professional staff has attended the course on Code of Practice on Buildable conducted by BCA 2 (d) 1 technical or professional staff has successfully completed the Certification Course for Green Mark Manager (GMM) conducted by BCA 2 (e) 1 technical or professional staff has successfully completed the Certification Course for Universal (UD) Assessor conducted by BCA 2,3 (f) Obtained certification in the discipline applied for (g) Obtained certification in the discipline applied for (h) Insured with a Professional Indemnity Insurance (PII) of at least $0.5M Panel Firm s Track Record (one such project completed within Buildable Course Requirement 2 Green Mark Manager Universal Assessor 3 (wef 1 Apr 2013) Cert Professional Indemnity Insurance AR04 1P (+1P) AR03 2P $1.5M Yes AR02 3P $5M Yes Yes Yes Yes - - AR01 4P $15M Yes Yes Yes Yes Yes $0.5M 1 The professional should have a relevant recognised degree in Architecture, which could be referenced from the Board of Architects. 2 For firms that do not satisfy this requirement, the firms are to submit a confirmation letter on successful placement for the course. The relevant Certificate of Accomplishment (Buildable ) / Certificate of Successful Completion (Green Mark Manager/Universal Assessor) is to be furnished upon successful completion of the course. 3 The Universal Assessor course requirement is only applicable to AR01 and AR02 listing from 1 Apr 2013 onwards Public Sector Panels of Consultants
2 CIVIL & STRUCTURAL (CS) ENGINEERING CONSULTANCY FIRMS (i) Common Criteria for All CS Panels All entities applying for CS panels must be licensed with the Professional Engineers Board, with the exception of Sole Proprietorships and Partnerships*. (*Note: Limited Liability Partnerships and Limited Partnerships must be licensed with the Professional Engineers Board.) (ii) Specific Criteria for Each CS Panel Panel CS04 (a) 1 registered professional with the Professional Engineers Board, supported by 1 professional with recognised professional qualifications 4 Panel CS03 (a) 2 registered professionals with the Professional Engineers Board (b) Expected to have completed a project $1.5M and above (within the (c) 1 technical or professional staff has attended the course on Code of Practice on Buildable conducted by BCA 5 Panel CS02 (a) 3 registered professionals with the Professional Engineers Board (b) Expected to have completed a project $5M and above (within the (c) 1 technical or professional staff has attended the course on Code of Practice on Buildable conducted by BCA 5 (d) Obtained certification in the discipline applied for Panel CS01 (a) 4 registered professionals with the Professional Engineers Board (b) Expected to have completed a project $15M and above (within the (c) 1 technical or professional staff has attended the course on Code of Practice on Buildable conducted by BCA 5 (d) Obtained certification in the discipline applied for (e) Obtained certification in the discipline applied for (f) Insured with a Professional Indemnity Insurance (PII) of at least $0.5M Panel Firm s Track Record (one such project completed within Course Requirement Buildable 5 Cert Professional Indemnity Insurance CS04 1P (+1P) CS03 2P $1.5M Yes CS02 3P $5M Yes Yes - - CS01 4P $15M Yes Yes Yes $0.5M 4 The professional should have a relevant recognised degree in Civil/Structural Engineering, which could be referenced from the Professional Engineers Board. 5 For firms that do not satisfy this requirement, the firms are to submit a confirmation letter on successful placement for the course. 3 MECHANCIAL & ELECTRICAL (ME) ENGINEERING CONSULTANCY FIRMS (i) Common Criteria for All ME Panels All entities applying for ME panels must be licensed with the Professional Engineers Board, with the exception of Sole Proprietorships and Partnerships*. (*Note: Limited Liability Partnerships and Limited Partnerships must be licensed with the Professional Engineers Board.) 5 PROJECT MANAGEMENT (PM) CONSULTANCY FIRMS (i) Specific Criteria for Each PM Panel (applicable to listings till 31 Mar 2013) Panel PM02 (a) 3 degree holders 10, 1 of whom is expected to have completed a project $3M and above (within the as Project PM 11 Panel PM01 (a) 4 degree holders 10, 1 of whom is expected to have completed a project $50M and above (within the as Project PM 11 (b) Firm must have completed at least 3 projects as project manager, each is expected to be $8M and above in the past 5 years (c) Obtained certification in the discipline applied for (d) Obtained certification in the discipline applied for Panel 10 Track Records (No. of projects completed within Firm Cert 1 completed as 11 PM before PM02 3 Deg - $3mil - - PM01 4 Deg 3x $8mil $50mil Yes Yes 10 Degree holder in Architecture, Building, Construction-related Engineering or equivalent 11 Project PM refers to appointment by client/developer to provide solely project management services Public Sector Panels of Consultants
