1 Erie County Medical Center Corporation RFP #21347 Addendum Number 1 Erie County Medical Center Corporation Addendum Number 1 to RFP #21347 EMR Voice Recognition System The deadline for submission of proposals still remains. Tuesday, January 28 th 2014 at 10 a.m. EST The following questions were submitted to the Designated Contact: 1. Specific to Part B of the pricing request - how many total licenses are anticipated (physician and non-physician)? The pilot phase of the project will total 25 users. Depending on successful completion of the pilot ECMC will then determine the amount of total users that will be included in a full implementation. At this time ECMC is estimating total licenses will be required during the full implementation phase. 2. Are there three systems the Voice Recognition Systems need to integrate with, namely a. Meditech Client Server 5.6.6, b. Allscripts , and c. OTTR 6. Yes, ECMC is looking at integrating the Voice Recognition system into the three EMR s listed above. 3. Will the EMR vendor provide the Interface specification for the integration? No, the integration needs to occur in real time with the EMR s. The Voice Recognition solution needs to be able to allow users to dictate directly into the EMR s without the use of a separate interface engine. 4. Is HL7 interface used by the EMR vendor for integration? No, the voice dictations need to enter There should be no interface required.
2 5. Will the vendor accept word.doc format? No, the dictations should not be implemented through integration with.doc formats. The transcription should happen in real-time 6. EMR vendors normally charge additional fee for the third party integration. Should this charge be included in the project cost? Yes, please include all charges and fees that would be part of a full implementation. 7. What is the user interface requirement for the Voice Recognition System? The users should see direct integration or an overlay of the existing screens from the EMR s. Additionally, the solution should allow Physicians to continue documenting. 8. What device is expected by the Clinician during the dictation? The clinician should have the choice to use a hand-held microphone or a headset for dictation. 9. What process is required for final correction of the voice recognition, if the recognition is only 85 to 90%? It is expected that the clinician would correct the errors in real-time as the dictation is transcribed onto the screen. 10. Are all EMR systems Web-Based? No, Allscripts is the only one that is web-based. Meditech and OTTR are client applications. 11. Will the clinicians use windows desktop during dictation? Yes, the desktops and/or laptops to be used for dictation will be Windors based. Dictation also needs to be available through Windows based Terminal Services. 12. Will the clinicians use ipad /iphone for dictation? No, this is not a requirement at this time. 13. Is ECMC looking for a turnkey Speech recognition solution that includes application development? This should be a turnkey solution with minimal development. Some customization of the application may be required to be able to perform shortcuts or hot keys within the client based applications.
3 14. Can ECMC provide a detailed overview, ideally with call flow of what the speech IVR is to do, including examples of data inputs from the caller, host interactions and outputs to the caller? ECMC is not looking for a solution to provide interactive voice responses back to the user. 15. What languages are to be supported? The English language with support for different accents. 16. Does ECMC require Directed Dialogue speech or Natural Speech recognition? ECMC is not looking for an IVR solution. 17. Does ECMC have call volume data for calls to be handled by IVR broken down by the languages to be supported? 18. What data inputs are used to verify a caller? a. Are these numeric or alpha-numeric? b. If alpha-numeric is there any pattern to the alpha-numeric string? c. Do they require any voice biometrics (Speaker verification) to verify caller? 19. Is there any requirement for outbound IVR? a. If, so please provide details of the types of calls to be made and where the contact list is stored. 20. Does ECMC require any data collected in the IVR to be popped or presented to an agent if the caller transfers out of IVR to an agent queue? a. If so what data needs to be presented? b. Does Allscripts/Meditech or other CRM system need to have data automatically popped?
4 21. Is there any segmentation of callers required? a. i.e. based on caller ANI b. profile (e.g. VIP customer) c. number dialed? d. Country of origin of caller? 22. Intro re: Meditech, Allscripts 11.4 and OTTR6 In the scope of service it mentions integration into the two main hospital EMRs (Meditech/Allscripts), but mentions three later including OTTR6. Will you please elaborate on the integration specifications required for OTTR Transplant Care Software? The Voice Recognition solution needs to be able to transcribe voice dictations into text fields within the EMR s. Additionally, the solution should have the ability to integrate custom macros or key strokes to navigate fields within the EMR s. 23. Will ECMC be issuing 1 contract for the 25 license pilot and a separate contract for the balanceof the user community, or one contract for both? ECMC will issue one contract for the pilot and balance of the user community. 24. How does ECMC plan to use the criteria and tactically execute upon its research? Is there a scoring system? ECMC will evaluate the RFP responses based on the criteria outlined in section 9.0 of the RFP. 25. How many people will be evaluating the RFP responses and what are their names/title? The individuals evaluating the RFP responses are subject to change. Currently the team planned to evaluate the responses consists of: Leslie Feidt CIO Tom Gorczynski PACS Administrator Andrew Kwiatkowski Clinical System Analyst Xandora Palmisano Clinical System Analyst Elizabeth Zivis Director of Information Management Sandra Cutrona Health Information Management 26. Does 36 month TCO imply a 36 month term contract? Can you execute a contract for a 5 year term? ECMC will issue a contract for up to 36 months.
5 27. When (mm/dd/14) does ECMC plan to award/sign contract? The target date for awarding and signing the contract is April 30, When does ECMC plan to start implementation (mm/dd/14) on the phase 1 pilot? Begin rollout of the balance of the user community? The target date to begin the phase 1 pilot is July 1, 2014.
