The Pennsylvania Association for Educational Communications & Technology (PAECT) welcomes you to our 2015 Pennsylvania CTO Clinic TM, co-sponsored by the Consortium for School Networking (CoSN). This clinic and the time you will spend with your peers will help you develop your capacity to lead technology initiatives with long-term, big-picture perspectives. You will gain leadership ideas to take back to your district that will help shape technology innovation and contribute to meeting your district s goals. The 2015 Pennsylvania CTO Clinic TM will provide tremendous benefit by opening avenues of sharing with, and learning from, your fellow technology leaders. We have carefully selected sessions which will expand your vision about technology leadership. The opening keynote by Mark Edwards Ed.D., Superintendent, Mooresville Graded School District (MGSD), Mooresville, NC, will discuss how his district achieved a Digital Conversion utilizing 21st Century resources in all classrooms with a focus on academic achievement, engagement, opportunity, and equity. These sessions, along with the breakout sessions and sponsor presentations, will allow you to see how other districts are stepping up to the challenges of leading technology programs in these exciting times of change and innovation. 4 Organization Founded in 1992, the Consortium for School Networking (CoSN) is the premier professional association for school district technology leaders. CoSN is committed to providing the leadership, community and advocacy tools essential for the success of these leaders. CoSN is a tax-exempt 501 (c)(3) nonprofit organization headquartered in downtown Washington, D.C. 5 The Pennsylvania Association for Educational Communications and Technology is a statewide professional organization for all educators dedicated to promoting the use of technology in all environments. It provides support to K-20 educators and other professionals throughout the state by nurturing the exchange of ideas, information, resources, and new developments in the field of educational communications and technology. PAECT promotes professional development, professional communications, and professional leadership. PAECT members, ranging from classroom teachers to coaches to technology directors, connect, develop, lead, and advocate in Educational Technology in Pennsylvania. The general purpose of PAECT is to: (1) Connect and develop technology leaders throughout the Commonwealth. (2) Advocate for the effective use of technology in learning. The official mission of the Association is to promote professional communications, professional development, and professional leadership in educational communications and technology in the Commonwealth. PAECT Affiliates include ISTE, AECT, NPAECT, and CoSN where PAECT operates as the PA ISTE Affiliate and the PA CoSN State Chapter. PAECT History: The Pennsylvania Association for Educational Communications and Technology began as an organization in late PAECT was formed as the state AECT affiliate to meet the needs of an expanded and diverse Instructional Design and Information Technology membership across the state. PAECT and its members have spearheaded and supported educational initiatives both statewide and in our local regions. In 2004, PAECT became one of the founding partners in the state-wide technology conference, PETE&C, providing the membership with a much wider set of offerings and networking opportunities. PAECT continues to be a driving force in this annual event as well as PA Keystones and other state-wide events. 5

6 CoSN s Framework of Essential Skills of the K-12 CTO The Framework of Essential Skills of the K-12 CTO is comprised of three primary professional categories that sum up the work you do in the education technology field. These categories encompass 10 specific skill areas which outline the responsibilities and knowledge needed to be a viable educational technology leader. The Framework is the body of knowledge upon which CoSN s CETL exam is based and is the guide to everything a successful CTO needs to know and do. All of CoSN's professional resources are based on the Framework. At the heart of this transformation is philosophically changing the way educational institutions are delivering instruction. During the course of my career in education, I have had the opportunity to implement both a Bring Your Own Device (BYOD) and a 1:1 program. While there are significant differences between the approaches, my experience implementing these programs has uncovered some foundational characteristics common between the two that will determine success or failure. In this session, I will discuss these foundational characteristics and share my experiences, successes, and failures over the past 6 years leading digital conversions in two school districts. Lenny Schad, Chief Information Technology Officer, Houston ISD 11:15-11:45 Leveraging E-rate Creatively to Lower Cost of Ownership Room 302 The new E-rate regulations will significantly help school districts to increase bandwidth, infrastructure, and wireless connectivity in their schools. A discussion will take place on how to best leverage those funds to meet the needs of increasing bandwidth and connectivity to adopt digital learning strategies and one to one device initiatives. In addition, the session will provide creative suggestions for how to lower the total cost of ownership for services that have been removed or phased out from the E-rate program. Room 302 Dr. Bart Rocco has worked as a teacher, principal, assistant superintendent, and for the last six years serves as the superintendent in the Elizabeth Forward School District, Elizabeth Pennsylvania. Dr. Rocco s district has partnered with local universities as well as Pittsburgh based technology companies to implement game design courses at their high school. At the middle school, they created a SMALLab, which is a multimodal, embodied, mediated learning environment, as well as, a maker space called, The Dream Factory. The CETL certification exam is based on The Framework of Essential Skills of the K-12 CTO, which is the body of knowledge defining the skill areas critical to today s education technology leaders. Under each of these areas, the Framework further identifies specific responsibilities and the knowledge needed to perform these responsibilities in order to be a successful CTO in today s educational environment.
