This guide attempts to gather the essential information that a construction and demolition contractor working in King County needs at the jobsite to greatly minimize the amount of materials leaving their jobsite as waste. Additional information is available at and shortcuts to finding this information on-line have been included throughout this directory. We hope this guide will help connect you to the information and services you need. How to use this Directory Directory Information This directory is a listing of area recyclers compiled from information provided to the King County Solid Waste Division and the City of Seattle. King County and Seattle provide this list of service providers as a courtesy to the public and do not endorse or guarantee the quality of the services offered or provided. 7 How Do I Recycle C&D the Right Way? 1 Why Recycle? to reduce your costs (recycling is generally less expensive than disposal) earn LEED and Built Green points conserve materials and protect the environment create local jobs and businesses (your future clients), and to make the world a better place for your children and grandchildren to comply with bans Some municipalities, such as the City of Seattle, ban certain C&D materials from disposal, requiring that these materials be recycled. If I recycle, am I required to have a container for garbage? Yes. All projects generate some materials that are not recyclable and those materials must go into a properly marked solid waste container for disposal. This is required by Washington State Code - WAC Does the container for garbage have to be as big as the container for recyclables? No. Most of the materials you generate are likely recyclable. You will probably need a much smaller container for disposal, but it should be proportional to the size of the project and the amount of non recyclable waste generated. The vast majority of materials from new construction can be recycled if properly managed. Do I need to have separate containers for each kind of recyclable, like metal and wood? No. Recyclables do not have to be separated from each other at the job site. They can be mixed together in the recycling box, if the service you have hired allows (or requires) this. However, you must be sure that the materials going into the recycling box are actually being recycled by the facility where your materials are hauled to for processing. Also, you may find financial benefits from separating the recyclables by specific materials. You can shop around to determine which arrangement and service works best for you. Can I have one company haul my garbage and have a different company haul my recyclables? Yes. Absolutely. There are no state restrictions regarding who can haul recyclable C&D materials. Can my recycler provide and haul the garbage container, too? Maybe yes, maybe no. It depends on what jurisdiction your project is in. Only G-certificated or municipal-contracted garbage haulers can haul solid waste for disposal. These companies have their garbage rates and services reviewed and set by the Washington Utilities and Transportation Commission (WUTC) or are under contract with a local municipality. Your solid waste container must be hauled by a G-certificated hauler or garbage collection company under contract with a city or town if you don t haul it yourself. In the City of Seattle, for example, only Waste Management can be paid to haul construction and demolition waste for disposal. Other transporters are not allowed to haul solid waste for disposal, but are allowed to haul incidental amounts (less than 10%) of solid waste that are contained within loads of recyclable materials. Can my garbage hauler provide and haul the recycling container, too? Yes. Many of the garbage haulers also provide recycling services. However, you are not obligated to use your garbage hauler for recycling services. Can I haul the garbage myself? Yes. You can take your garbage directly to a C&D debris drop-off facility. In Seattle and King County, these include privately operated facilities operated by Waste Management Inc. or Allied Waste Management, and publically operated transfer stations. However, transfer stations in Seattle and King County will only accept small loads of waste C&D and will not accept loads brought in dump trucks, dumpsters or roll-off containers. In Snohomish County all types of C&D containers and vehicles are accepted at the county s transfer stations. Can I haul the recycling container myself? Yes. You can take your recyclables directly to a C&D processing facility or recycler yourself. Just be sure to only take materials to a location that accepts those materials for recycling, and please be sure that you are not trying to recycle loads that contain non-recyclable materials. Less than 10 percent incidental non-recyclable waste is usually tolerated in a load but you should be aiming for 100% recyclable materials. As discussed above, whether you haul it yourself or hire a service, non-recyclable waste needs to be separated from recyclable C&D materials and the non-recyclable waste must go to a C&D disposal facility. 1 The basis for this text was provided by Snohomish County Solid Waste 2012 Construction Recycling Directory King County / Seattle 5

8 Do I have more than one option for who can haul my solid waste for disposal? In most cases, there is only one WUTC G-certificated or municipal-contracted hauler authorized to collect solid waste for disposal in a given area, and this hauler is your only option unless you haul it yourself. For information on the hauler serving your jobsite contact the applicable solid waste agency listed below. (In some areas there may be additional haulers authorized to collect non-putrescible materials for disposal.) Yes. There is open competition for the hauling of clean recyclables and a number of businesses provide this service. You can research recycling services by looking through this directory or going to the King County What Do I Do With...? database (go to your favorite search engine and enter: King County WDIDW). How do I know what is recyclable? The facility that your materials are going to should provide you with a specific list of current materials that they will recycle. You should know what exactly they do and don t recycle at the time your materials are going to them. Why does it seem like what is recyclable is always changing? Not all transporters and facilities have the same markets, the facilities do not all recycle the same set of materials, and markets change from month to month. Many materials are technically capable of being recycled but, due to market issues at any specific time, may not be collected for recycling. What if workers put non-recyclables in the recycling container? You will need to clean out the non-recyclable materials before the container can be hauled. You should feel confident that the container contains no more than 10 percent non-recyclable materials. It will then be important to work with employees and subcontractors to ensure that the problem does not persist. Does wood waste used for energy count toward diversion rates? Burning wood for energy does not typically qualify as recycling. However, wood waste destined for energy use, at a permitted facility, is considered by some governments as beneficial use and, as such often counts toward diversion rates depending on the rating system used. How do I know that the recyclables are really being recycled? The service you hire should be specific about what materials they can accept for recycling and provide you with clear instructions and information to use with your employees. If you are not provided this information, you should request it and ask for details on what is and is not recycled by the service provider. How can I get my workers and contractors to put the right materials in the right box? The recycling service you hire should provide you with signage and instructions to give employees and subcontractors that show what can be recycled and what must be put in the garbage container. If they don t provide this information as part of their service, you should shop around. Using this information, you will need to make sure that the waste/recycling handling is done correctly, just as you oversee the correct procedures for the rest of the project. Hot Issue Q&A: Asphalt Shingles Q: Can asphalt pavement be made with recycled asphalt shingles? A: Yes. Processing asphalt shingles and using the ground product in hot mix asphalt pavement is slowly gaining traction in Washington State. Currently there are only a few asphalt shingle recycling facilities in the state. However, we expect to see the number increase as demand for recycled asphalt pavement grows. The asphalt content in a roofing shingle typically ranges from 20-30%, depending on age and other factors. Reclaiming the asphalt from shingles offers a cost-effective alternative for a portion of the virgin asphalt used in paving mixes Construction Recycling Directory King County / Seattle

9 Asphalt Roofing A few companies in the Puget Sound region accept asphalt shingles (composite roofing) for recycling. These shingles are composed of a felt mat saturated with asphalt and have small rock granules added. Check C&D drop-off facility listings below for additional companies that accept this material. 13 Carpet The local infrastructure for carpet recycling is still being developed but local options are available. Carpet must be free of contaminants and protected from moisture if it is to be recycled. Many carpet sellers and installers in the region will help you recycle. A: In the last two years, the first carpet recycling facilities have opened in the Pacific Northwest, offering services that have been almost exclusively available only in the southern states where carpet manufacturing is based. Carpet must be removed in a way that prevents contamination by water, excessive construction or demolition dust, paint splatter and asbestos. Carpet can be recycled into a wide range products, including carpet fiber and backing, engineered products such as car and electronics parts, and erosion control products. Drywall, sheetrock, wallboard & plaster Drywall is an internal wall material made of a sheet of gypsum covered on both sides with a paper facing and a paperboard backing. Drywall is also referred to as gypsum board, wallboard, plasterboard and sheetrock. Plaster is a mixture of cement or gypsum plaster with sand, perlite or vermiculite, and sometimes lime, to form an interior wet wall system when applied to lath work or plasterboard.
